(Credit: Christinne Muschi\/Bloomberg files)         <\/p>\n<p class=\"yf-1fy9kyt\">Canada and the <a href=\"https:\/\/financialpost.com\/tag\/united-states\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:United States;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;United States&quot;}\" class=\"link \">United States<\/a> remain \u201cfar apart\u201d in their <a href=\"https:\/\/financialpost.com\/tag\/trade\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:trade;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;trade&quot;}\" class=\"link \">trade<\/a> negotiations as the July deadline for a review of the Canada-U.S.-Mexico Agreement (<a href=\"https:\/\/financialpost.com\/tag\/cusma\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:CUSMA;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;CUSMA&quot;}\" class=\"link \">CUSMA<\/a>) looms, says former chief trade negotiator Steve Verheul.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cThe U.S. is looking for Canada to make concessions on sensitive issues, and Canada is looking to see the U.S. move on big issues,\u201d he said on Thursday at the Public Policy Forum\u2019s Canada Growth Summit in Toronto.<\/p>\n<p class=\"yf-1fy9kyt\">As a result, Verheul said he doesn\u2019t see a lot of room to negotiate in the short term, so the July deadline for reviewing CUSMA \u2014 which U.S. President <a href=\"https:\/\/financialpost.com\/tag\/donald-trump\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Donald Trump;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Donald Trump&quot;}\" class=\"link \">Donald Trump<\/a> negotiated in his first term \u2014 is likely to pass without any major announcement.<\/p>\n<p class=\"yf-1fy9kyt\">Some news reports have said Canada and the U.S. were close to a grand bargain last fall, but that it fell apart at the 11th hour. Verheul said the U.S. is more likely to come to the trade table as a result of its domestic politics rather than anything Canada does.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cCanada can\u2019t force the U.S. to a conclusion or force the U.S. to an end game,\u201d he said. \u201cWe can\u2019t entice them to an end game.\u201d<\/p>\n<p class=\"yf-1fy9kyt\">Verheul said the good news is that he does not believe Mexico is making much progress in its trade negotiations with the U.S. either, and he believes the U.S. wants to protect North America as a trade zone. That means all three countries coming together could jumpstart trade discussions.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cThere is a more common ground there with respect to how we deal with the North American market,\u201d he said.<\/p>\n<p class=\"yf-1fy9kyt\">The problem, Verheul said, is that as Canada diversifies its trade by striking deals with countries outside North America, it becomes harder to agree to protective trade zones with Mexico and the U.S.<\/p>\n<p class=\"yf-1fy9kyt\">In the meantime, despite U.S. <a href=\"https:\/\/financialpost.com\/tag\/tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:tariffs;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;tariffs&quot;}\" class=\"link \">tariffs<\/a>, he said a high proportion of goods being traded between the North American countries are flowing across borders duty-free because they are protected under CUSMA, which is \u201ctaking the heat off of all three countries.\u201d<\/p>\n<p class=\"yf-1fy9kyt\">Others say there is far more urgency in resolving the trade tensions.<\/p>\n<p class=\"yf-1fy9kyt\">Louise Blais, a Canadian diplomat and Quebec\u2019s special envoy for the upcoming CUSMA review who spoke on a panel with Verheul, said businesses and consumers in Canada are hurting badly from the U.S. tariffs and inflation.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cThe fact of the matter is companies are going bankrupt as we speak,\u201d she said.<\/p>\n<p class=\"yf-1fy9kyt\">The longer trade tensions persist, the harder it will be to patch up the situation, Blais said, adding that the pandemic already eroded the resilience many companies had built up, so the new trade tensions are exacting lasting damage.<\/p>\n<p class=\"yf-1fy9kyt\">\u201cNow we\u2019re experiencing this process and it\u2019s just starting to be too much,\u201d she said.<\/p>\n","protected":false},"excerpt":{"rendered":"Former chief trade negotiator Steve Verheul speaking to members of the media in Montreal, Que., on Jan. 25,&hellip;\n","protected":false},"author":2,"featured_media":35812,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[17,15668,4939,4745,6951,2284,15669],"class_list":{"0":"post-35811","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-canada","8":"tag-canada","9":"tag-chief-trade-negotiator","10":"tag-cusma","11":"tag-steve-verheul","12":"tag-trade-negotiations","13":"tag-trade-tensions","14":"tag-trade-zone"},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/35811","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/comments?post=35811"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/35811\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media\/35812"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media?parent=35811"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/categories?post=35811"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/tags?post=35811"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
