{"id":36307,"date":"2026-05-07T22:29:07","date_gmt":"2026-05-07T22:29:07","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/36307\/"},"modified":"2026-05-07T22:29:07","modified_gmt":"2026-05-07T22:29:07","slug":"quebec-denounces-torontos-scare-tactics-over-future-location-of-defence-bank","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/36307\/","title":{"rendered":"Quebec denounces Toronto&#8217;s &#8216;scare tactics&#8217; over future location of defence bank"},"content":{"rendered":"<p>QUEBEC \u2014 Quebec\u2019s political class Thursday dismissed Toronto\u2019s strategy of waving a possible Quebec referendum around as a way to hurt Montreal\u2019s chances of landing the new multinational defence bank.<\/p>\n<p>\u201cI\u2019m not getting into that,\u201d <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/analysis-frechette-tries-to-breathe-life-into-an-old-government-will-it-fly-with-voters\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Premier Christine Fr\u00e9chette<\/a> said, arriving for question period at the legislature. \u201cWe have everything we need to position ourselves. On top of that, we already have a great number of international organizations (in the city).\u201d<\/p>\n<p>Fr\u00e9chette said she reminded Prime Minister Mark Carney of all the positives Montreal has when they were together Wednesday for the announcement on <a href=\"https:\/\/montrealgazette.com\/business\/a-landmark-quebec-jet-deal-gives-carney-a-global-win-can-it-actually-deliver\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the new Airbus order<\/a>.<\/p>\n<p>The mayor of Montreal, Soraya Martinez Ferrada, qualified the tactic, <a href=\"https:\/\/www.lapresse.ca\/actualites\/national\/2026-05-07\/siege-social-de-la-future-banque-de-la-defense\/toronto-joue-la-carte-du-referendum-pour-coiffer-montreal-au-fil-d-arrivee.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">revealed by La Presse on Thursday<\/a>, as a form of scare campaign that won\u2019t take root.<\/p>\n<p>\u201cI\u2019m going to base my campaign for the bank of defence on the facts and not fear,\u201d Martinez Ferrada told reporters. \u201cI\u2019m going to leave the fear to other cities \u2014 in this case Toronto.<\/p>\n<p>\u201cThe fact is, Montreal has an eco-system that has been there for many years, decades. We announced the Airbus planes yesterday. We have the OACI (International Civil Aviation Organization), which has been there for 50 years, and we\u2019ve gone through two referendums.\u201d<\/p>\n<p>\u201cWe have exactly what the bank of defence needs, an eco-system that is economy and an eco-system that is diplomacy.\u201d<\/p>\n<p>The two politicians were reacting to a report that the battle between Toronto and Montreal \u2014 two of the four cities which could possibly bag the bank \u2014 had gone to a new level.<\/p>\n<p>Promoters in Toronto, La Presse said, had gone so far as to tell federal officials the <a href=\"https:\/\/montrealgazette.com\/news\/canada\/canadian-politics\/another-referendum-will-arrive-sooner-than-you-think-pq-leader-says\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Parti Qu\u00e9b\u00e9cois plan to hold an independence referendum<\/a> within a first mandate if its takes power should be a motive to exclude Montreal from the running.<\/p>\n<p>Toronto, on the other hand, is playing up it is a place of \u201cpolitical stability,\u201d even mentioning it in promotion material boasting about the qualities of the city.<\/p>\n<p>The other two cities under consideration are Vancouver and Ottawa, which has teamed with Gatineau to make a pitch. It is up to the federal government to make a choice.<\/p>\n<p><a href=\"https:\/\/montrealgazette.com\/news\/montreal-one-step-closer-to-landing-multinational-defence-bank-as-canada-secures-bid\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Canada learned in April it had been selected<\/a> to host the Defence, Security and Resilience Bank. The bank\u2019s role is to improve access to financing for companies operating in sectors often viewed as too risky by traditional lenders, particularly those tied to defence and security.<\/p>\n<p>The news of the anti-Quebec campaign came as a surprise to Quebec politicians.<\/p>\n<p>The Coalition Avenir Qu\u00e9bec government\u2019s Minister for Canadian Relations, Jean Boulet, said the campaign resembles scare tactics, but was cautious about going further down that line of thinking.<\/p>\n<p>\u201cI won\u2019t get into arguments of this nature,\u201d Boulet told reporters. \u201cI think we need to play up Montreal\u2019s candidacy without using fear.\u201d<\/p>\n<p>The Parti Qu\u00e9b\u00e9cois, however, did not hesitate to say the move is pure scare tactics.<\/p>\n<p>\u201cIt\u2019s a fear campaign and hence a false argument,\u201d PQ MNA Pascal Paradis said at his morning news conference. \u201cEach city should be evaluated, assessed by its own merits.\u201d<\/p>\n<p>Paradis refused to concede the prospect of a referendum could be a source of uncertainty despite intense questioning.<\/p>\n<p>\u201cIt\u2019s a hypothetical uncertainty which has not been proven,\u201d Paradis said.<\/p>\n<p>But later, at a separate event in Montreal, <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/pq-to-present-hypothetical-budget-for-sovereign-quebec-this-spring\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">PQ Leader Paul St-Pierre Plamondon<\/a> said he didn\u2019t think the premier\u2019s defence of Quebec was strong enough.<\/p>\n<p>\u201cI don\u2019t find it normal that she does not respond to the unacceptable arguments (being used by Toronto), that she does not defend Quebec more,\u201d St-Pierre Plamondon said.<\/p>\n<p>While denouncing Toronto\u2019s tactics, Quebec Liberal Party house leader Marc Tanguay said it is, nevertheless, clear some people will make use of the PQ\u2019s plans to hurt Quebec.<\/p>\n<p>\u201cA referendum, at whatever the cost, and separation, represent economic instability,\u201d Tanguay said. \u201cDon\u2019t be surprised to hear us say this. We have been saying it for years.<\/p>\n<p>\u201cThe question has been asked twice in Quebec (history) and two times Quebecers said no.
