{"id":37232,"date":"2026-05-08T15:15:21","date_gmt":"2026-05-08T15:15:21","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/37232\/"},"modified":"2026-05-08T15:15:21","modified_gmt":"2026-05-08T15:15:21","slug":"ontario-appoints-administrator-to-run-conestoga-college-alleges-financial-mismanagement","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/37232\/","title":{"rendered":"Ontario appoints administrator to run Conestoga College, alleges financial mismanagement"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/23DC26CILJE3ZLFZERO635CNSE.JPG?auth=b2f15034500b8023aeb73291118952c6f5ac86eb9d5d374b2d59eab745904321&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Conestoga College laid off hundreds of employees after a rapid drop in revenue brought on by a decline in the number of international students.Nick Iwanyshyn\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">The <a href=\"https:\/\/www.theglobeandmail.com\/canada\/ontario\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/ontario\/\">Ontario<\/a> government says it has found evidence of serious financial mismanagement at Conestoga College and appointed an administrator to take control of the postsecondary school after dismissing its board of governors.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The government said it discovered \u201cnumerous egregious financial decisions\u201d while conducting what it called an extensive audit.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It cited the board\u2019s approval of a large salary increase for Conestoga\u2019s former president to more than $636,000, a jump of 55 per cent in a relatively short time. It also described a termination payment for that president that was 83 times his monthly salary, which exceeds the 24 months permitted under the law governing broader public sector compensation. Although the government didn\u2019t specify the former president\u2019s monthly salary, a payment of that size on a salary above $600,000 a year would be in the $4-million range.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-conestoga-college-squeeze-sharp-reduction-foreign-students\/\" rel=\"nofollow noopener\" target=\"_blank\">Immigration cuts leave an Ontario college, and its city, feeling the strain<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Nolan Quinn, Minister of Colleges, Universities, Research Excellence and Security, said the province\u2019s goal is to bring sound financial management to the institution. He said the province will look into the possibility of recovering some of the funds.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe\u2019re looking into all options to see if we can bring that money back where it should be with the students,\u201d Mr. Quinn said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Former Conestoga president John Tibbits retired earlier this year after more than three decades in the role. The college, which is based in the Kitchener-Waterloo area and has several branch campuses in the region, grew quickly during the international student boom and ran surpluses of more than $100-million a year at its peak.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The school\u2019s Waterloo campus was named after Mr. Tibbits in 2018. Attempts to reach Mr. Tibbits Thursday were unsuccessful.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-why-canadian-students-will-pay-the-price-for-international-student\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Why Canadian students will pay the price for international student cuts<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Conestoga has <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-conestoga-college-squeeze-sharp-reduction-foreign-students\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-conestoga-college-squeeze-sharp-reduction-foreign-students\/\">laid off hundreds of employees<\/a> in response to a rapid drop in revenue brought on by a decline in the number of international students.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Starting in 2024, the federal government made a series of policy changes designed to reduce the number of international students it admits to Canada, a response primarily to pressure in the housing market. Conestoga, which had more international study permits than any other institution, has been dealing with a sharp drop in revenue as a result.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The government said it has appointed Linda Franklin, a former president of the lobbying group Colleges Ontario, to act as administrator to \u201crestore financial prudence and appropriate governance to the college.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Under her watch, the college will continue normal operations, the government said, and students and staff will not be affected.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The government\u2019s announcement also detailed a trip to Italy by three senior leaders at Conestoga that was uncovered by the audit, as well as \u201cother similar trips.\u201d The government said the school paid for business class airfare and what it describes as luxury accommodations. It also states that hospitality expenses were repeatedly approved without proper oversight, pointing to a $1,300 staff meal for which more than half the pretax total was spent on alcohol.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/canada\/education\/article-immigration-international-student-limits-visas-universities-colleges\/\" rel=\"nofollow noopener\" target=\"_blank\">Canada\u2019s international student cap helped lower rents. But will it bring colleges and universities down as well?<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Quinn told reporters on Thursday there were governance issues at the college and that the board was \u201crubber-stamping decisions on behalf of the president.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe believe right now that Conestoga is an outlier,\u201d Mr. Quinn added. \u201cBut if there\u2019s any other institutions that are not putting money directly towards the students, we will not hesitate to act.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Opposition NDP accused the government of trying to dodge responsibility.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cDoug Ford created a system where colleges were forced to rely on international tuition revenue because public funding was nowhere near enough,\u201d said Catherine Fife, NDP MPP for Waterloo. \u201cNow communities, workers and students are dealing with the fallout while the government tries to act like this is all someone else\u2019s fault.
