{"id":41698,"date":"2026-05-12T09:47:20","date_gmt":"2026-05-12T09:47:20","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/41698\/"},"modified":"2026-05-12T09:47:20","modified_gmt":"2026-05-12T09:47:20","slug":"some-canadians-protest-census-express-privacy-concerns","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/41698\/","title":{"rendered":"Some Canadians protest census, express privacy concerns"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/YAGFWCWZCRDSDJC7UDI3IWWPOE.jpg?auth=4a3ab6f97da62139c8a689aa69b706ce3d3670d62ba66755b90197167e438b20&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Some Canadians have taken to social media to express their opposition to the census.Paige Taylor White\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">As some Canadians claim that the federal government\u2019s national census violates their privacy, a Liberal member of Parliament is calling on them to fill out their 2026 census forms for the good of their communities.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canadians have been asked to fill out the census form by May 12, though <a href=\"https:\/\/www.theglobeandmail.com\/topics\/statistics-canada\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/statistics-canada\/\">Statistics Canada<\/a> says that\u2019s a \u201creference date\u201d rather than a deadline.<\/p>\n<p class=\"c-article-body__text text-pr-5\">While the federal Statistics Act states a census must be held every five years, and that every household and farm operator in Canada must participate, some Canadians have taken to social media to express their opposition to the census.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Several have posted pictures of ripped-up forms or envelopes marked \u201creturn to sender,\u201d sometimes with angry messages to Prime Minister Mark Carney.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-statistics-canada-2026-census-questions-demographic-data\/\" rel=\"nofollow noopener\" target=\"_blank\">Canada\u2019s next census to incorporate new questions on sexual orientation, homelessness<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mark Gerretsen, member of Parliament for Kingston and the Islands, said in a video posted to social media that the census is not a personal data grab by the prime minister.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The census, he said, is how Canada collects the data it uses to make informed decisions about how many schools a community needs, where hospitals and clinics should be built, and how much federal funding a municipality should receive.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He said the census also helps governments plan transit, housing and infrastructure, and understand aging populations, labour shortages and demographic shifts.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-millennials-postponing-major-life-milestones-statscan-report-says\/\" rel=\"nofollow noopener\" target=\"_blank\">Millennials postponing major life milestones, Statscan report says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIt\u2019s literally the opposite of none of your business. It is your business,\u201d he said. \u201cWhen people refuse the census, they\u2019re not sticking it to Ottawa. They\u2019re sticking it to their own community.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Gerretsen said undercounts mean less funding, less representation and poorer services, especially in smaller towns.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cSkipping the census doesn\u2019t hurt the government. It hurts your neighbours,\u201d he said. \u201cSo if you want to protest something, go ahead. But mailing back a blank census form isn\u2019t a rebellion. It\u2019s just volunteering your community for fewer resources.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">While Statistics Canada did not respond to a request for an interview, a spokesperson for the agency said it\u2019s taking possible concerns about misinformation into consideration.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The agency\u2019s website makes a nod to the threat some won\u2019t fill out the census, with a section called \u201cfighting misinformation.\u201d It links to answers to a handful of questions guiding people on how to ensure those requesting the information in the census are legitimate and whether hackers could access the data.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe will continue communicating directly with Canadians through various channels and engaging with the media to present the importance of completing the census and the value of census data for all Canadians,\u201d said spokesperson Julien Abord-Babin in an e-mail.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">Abord-Babin said it\u2019s too early to determine how many people have refused to complete their census questionnaire and that more detailed information on the response rate will be published in due time.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cSince the census remains ongoing it is still too early to provide definitive numbers, but early indicators suggest that the response rate at this stage compares well to previous census cycles,\u201d he said.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">Three in four Canadian households were mailed the short-form questionnaire, which collects basic demographic information.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The others received a long-form questionnaire, which collects the same demographic information along with information about the social and economic situations of people across Canada and their access to housing.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Nina Koumoudouros, who lives in Brampton, Ont., said she doesn\u2019t have concerns about the census but that she returned the form to sender as a form of protest against Carney\u2019s government.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThis is just a protest against Carney\u2019s majority government gained without a general election,\u201d she said. \u201cThe overall sentiment is that we don\u2019t wish to provide personal information to an illegitimate majority government.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Koumoudouros also said Canadians distrust the government\u2019s ability to protect their individual privacy and not abuse the information that\u2019s given to them.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A series of floor-crossings and three by-election wins allowed the Liberals to secure a majority last month. Four Conservatives and one New Democrat have crossed the floor to the Liberals since November.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cFloor crossing is a betrayal to our democracy, to the Canadian voters and abuses the electoral process,\u201d said Koumoudouros. \u201cIt should never be allowed.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Filling out the census is mandatory and Statistics Canada will send reminder letters to households that don\u2019t complete the census by mid-May. Additional follow-up could involve phone calls and in-person visits to ensure the census is completed.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In mid-July, Abord-Babin said, non-responding households with a mailing address will receive a final reminder letter informing them of their legal obligation to complete the census questionnaire and the possible consequences of failing to do so.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhile completing the census is required by law under the Statistics Act, Statistics Canada\u2019s priority is the successful collection of data rather than the pursuit of penalties,\u201d he said.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal Statistics Act says failure to complete the census can result in a fine of up to $500.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">Statistics Canada said that while repeated efforts are made to get people to complete the census, there are always a small number \u201cthat refuse to comply.\u201d The agency can refer those people to the Public Prosecution Service of Canada to initiate a summary conviction proceeding.<\/p>\n<p class=\"c-article-body__text text-pr-5\">After the 2016 census, Statistics Canada referred 47 cases for such action.
