{"id":53891,"date":"2026-05-21T00:50:10","date_gmt":"2026-05-21T00:50:10","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/53891\/"},"modified":"2026-05-21T00:50:10","modified_gmt":"2026-05-21T00:50:10","slug":"vancouver-council-backs-free-swimming-lessons-for-beginners-2","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/53891\/","title":{"rendered":"Vancouver council backs free swimming lessons for beginners"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">Vancouver city council unanimously backed a proposal to make the first three levels of swimming lessons free for residents.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mayor Ken Sim&#8217;s motion directs city staff to work with the Vancouver Park Board to develop the program, which would prioritize access for kids between the ages of three and 12.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;On a personal note, my own parents couldn&#8217;t afford to send me to swimming lessons when I was a kid, so I didn&#8217;t learn how to properly swim until I was an adult,&#8221; Sim said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sim invoked historic <a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/joe-fortes-100-years-later-1.6337337\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:Vancouver lifeguard Joe Fortes;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Vancouver lifeguard Joe Fortes&quot;}\" class=\"link \">Vancouver lifeguard Joe Fortes<\/a> in introducing the proposal, which he said would help as many people enjoy the city&#8217;s beaches and pools as possible while reducing the risk of drowning.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">A majority of speakers at Wednesday&#8217;s meeting backed the concept of expanding access to lessons and aquatic facilities in general.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Several parents described how hard it was to find lessons in the city, with one telling councillors she&#8217;d had to enrol her kids in Burnaby.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The plan also earned the backing of the Lifesaving Society B.C. and Yukon.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Drowning is the leading cause of accidental death of children under the age of five in Canada,&#8221; society executive director Lenea Grace told council.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;There is no better way to prevent [drowning] than to intervene early with lessons.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Council heard that swimming lessons generate about $420,000 in annual revenue for the city, prompting COPE Coun. Sean Orr to press Sim on how the city would pay for the plan.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;That&#8217;s a big chunk of money,&#8221; Orr said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Considering that we&#8217;ve asked the park board to find $15 million in savings due to the &#8216;<a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/vancouver-budget-2026-tax-freeze-passes-9.6991843\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:zero means zero budget;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;zero means zero budget&quot;}\" class=\"link \">zero means zero budget<\/a>,&#8217; where will we find the money for this?\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe will be looking for staff to review &#8230; the city&#8217;s operating budget and capital budget and there&#8217;s always different opportunities, be it looking at our city innovatively,&#8221; Sim responded.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;We&#8217;ve already generated a lot of additional non-tax revenues through sponsorships, and the learnings from the mayor&#8217;s budget task force.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Other elements of the motion call on the city to develop per-capita pool targets and to look at capacity expansion options, including extended pool hours.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Councillors heard from several park board commissioners who argued council was stepping outside its jurisdiction, and should have advanced the proposal through the elected park board.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;For 136 years, you know, mayor has been calling up chairs of the park board and saying, &#8216;Hey, look, we should do something for children of the city,&#8217;
