His comments, in an interview with a Postmedia columnist, came after an independent panel\u2019s scathing review into Calgary\u2019s water system following the initial failure of the Bearspaw South feeder main in 2024.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But on Friday, the mayor said the debate will be put on hiatus until the Alberta government\u2019s inspection into Calgary\u2019s water woes is completed.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cA significant portion of our activities are somewhat on hold because of the provincial oversight,\u201d Farkas said, following Enmax\u2019s annual general meeting.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While he said the city is moving fast on a replacement pipeline for the Bearspaw South feeder main, Farkas added some of the city\u2019s longer-term plans to improve governance of the water system are suspended until the province\u2019s inspection wraps up.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe could potentially, as a city, be in a position where our independent panel report is making one set of recommendations and the provincial government could potentially order us to do different things or even opposite things,\u201d he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The provincial inspection <a href=\"https:\/\/ca.news.yahoo.com\/province-launches-municipal-inspection-calgarys-202817803.html\" data-ylk=\"elm:link;elmt:article_link;slk:was announced in March;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;was announced in March&quot;}\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">was announced in March<\/a>, two months after the second failure of the feeder main. Municipal Affairs Minister Dan Williams said the probe \u2014 a rarely used mechanism in the Municipal Government Act to investigate impropriety on the part of cities or towns \u2014 will delve into the administration and management of Calgary\u2019s water utility.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The inspection is being led by inspector David Goldie, who will assess how the city oversees its water infrastructure and determine whether additional provincial direction or corrective action is required.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Goldie will review city documents, examine operational processes and interview municipal officials and council members. The implementation plan aims to stabilize Calgary\u2019s critical water system, establish new leadership and governance structures for the city\u2019s water management, and develop more robust regulatory and risk mitigation frameworks.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The final phase of the plan, which officials said will likely take two years to carry out, outlines steps to transition toward a municipally owned corporation that would govern the city\u2019s water utility.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While council approved that plan, Farkas said Goldie has asked him to wait until his inspection is complete before pursuing some of the panel\u2019s longer-term recommendations, including the suggestion to corporatize Calgary\u2019s water utility.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt\u2019s very premature, at this point, to be advancing that (recommendation),\u201d Farkas said. \u201cIn my conversation with inspector David Goldie . . . he suggested to me to not make big moves like that, pending the review and recommendations that might be coming out of the minister\u2019s office.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Whatever directives result from the provincial review would supersede the recommendations of Kiefer\u2019s report, if the two do not align, Farkas said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt\u2019s ultimately up to the minister in terms of what he chooses to order us to undertake,\u201d he said<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWhen it comes to ministerial orders, we\u2019re bound to what the minister orders us to do. If that\u2019s opposite of the recommendations of the report, we still have to follow what the minister orders us to do.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Farkas said he hasn\u2019t been formally interviewed but did have a brief co-ordinating call with Goldie.
