{"id":79328,"date":"2026-06-08T15:11:12","date_gmt":"2026-06-08T15:11:12","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/79328\/"},"modified":"2026-06-08T15:11:12","modified_gmt":"2026-06-08T15:11:12","slug":"why-did-the-montreal-protocol-succeed","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/79328\/","title":{"rendered":"Why did the Montreal Protocol succeed?"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Since it was enacted in 1987, the <a href=\"https:\/\/ozone.unep.org\/ozone-and-you\" rel=\"nofollow noopener\" target=\"_blank\">Montreal Protocol<\/a> has stood out as a remarkable example of international cooperation in response to a global environmental problem.<\/p>\n<p class=\"wp-block-paragraph\">Officially known as the Montreal Protocol on Substances that Deplete the Ozone Layer, the treaty aims to protect the ozone layer by phasing out the production of ozone-depleting substances.<\/p>\n<p class=\"wp-block-paragraph\">Ratified by all 197 UN member and non-member states and the European Union, it is the first universally ratified treaty in the history of the United Nations.<\/p>\n<p class=\"wp-block-paragraph\">The late chemist and Nobel Prize winner Mario Molina, whose work contributed to the discovery of the Antarctic ozone hole, <a href=\"https:\/\/www.unep.org\/news-and-stories\/story\/montreal-protocol-triumph-treaty\" rel=\"nofollow noopener\" target=\"_blank\">wrote<\/a> in 2017 that \u201cit can claim to be one of the most successful international treaties ever struck.\u201d<\/p>\n<p class=\"wp-block-paragraph\">But what made the Montreal Protocol so successful \u2013 and what lessons can we learn from it to tackle the climate crisis today?<\/p>\n<p><img fetchpriority=\"high\" data-recalc-dims=\"1\" decoding=\"async\" width=\"716\" height=\"716\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" alt=\"Ozone hole 2006\" class=\"wp-image-104768\" data-lazy- data-lazy- data-lazy-src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/06\/Ozone-hole-2006.png\"\/>The Antarctic ozone hole at its joint-largest extent in September 2006. Visualization by NASA via <a href=\"https:\/\/commons.wikimedia.org\/wiki\/File:NASA_and_NOAA_Announce_Ozone_Hole_is_a_Double_Record_Breaker.png\" rel=\"nofollow noopener\" target=\"_blank\">Wikimedia Commons<\/a><\/p>\n<p>The Antarctic ozone hole<\/p>\n<p class=\"wp-block-paragraph\">In 1985, scientists with the <a href=\"https:\/\/www.bas.ac.uk\/about\/history\/ozone-hole-discovery\/\" rel=\"nofollow noopener\" target=\"_blank\">British Antarctic Survey<\/a> made a disturbing discovery: ozone levels were dropping around Antarctica.<\/p>\n<p class=\"wp-block-paragraph\">Ozone is a gas found in the atmosphere that absorbs most of the sun\u2019s ultraviolet B (UVB) radiation. The growing hole in the ozone layer would have left us exposed to the harmful effects of UVB, including greater risks of skin cancer and cataracts.<\/p>\n<p class=\"wp-block-paragraph\">The culprit? The widespread use of synthetic compounds like chlorofluorocarbons (CFCs) in aerosol sprays, refrigeration units and air conditioners.<\/p>\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/www.nature.com\/articles\/249810a0\" rel=\"nofollow noopener\" target=\"_blank\">1974 study published in Nature<\/a>, Molina and fellow chemist F. Sherwood Rowland recognized that CFCs were migrating to the Earth\u2019s stratosphere. This was limiting its ability to provide oxygen, stabilize the climate and protect humanity from UVB radiation.<\/p>\n<p class=\"wp-block-paragraph\">World leaders reacted surprisingly quickly. In 1985, countries signed the <a href=\"https:\/\/ozone.unep.org\/treaties\/vienna-convention\" rel=\"nofollow noopener\" target=\"_blank\">Vienna Convention<\/a>, which would eventually be universally ratified and paved the way for later measures to phase out ozone-depleting substances.<\/p>\n<p class=\"wp-block-paragraph\">Those included the Montreal Protocol, which was signed in 1987 and went further by establishing a series of binding measures to control and ultimately eliminate these substances.<\/p>\n<p>What impact has the Montreal Protocol had?<\/p>\n<p class=\"wp-block-paragraph\">Thanks to the Montreal Protocol, nearly 99 percent of the chemicals that once caused the severe thinning of the ozone layer are no longer in use.<\/p>\n<p class=\"wp-block-paragraph\">After peaking around the turn of the century, the Antarctic ozone hole has been gradually healing. Last year, it was the <a href=\"https:\/\/www.noaa.gov\/news-release\/noaa-nasa-2025-ozone-hole-is-5th-smallest-since-1992\" rel=\"nofollow noopener\" target=\"_blank\">fifth-smallest<\/a> it had been since the Montreal Protocol took effect in 1992.<\/p>\n<p class=\"wp-block-paragraph\">And according to a <a href=\"https:\/\/ozone.unep.org\/sites\/default\/files\/2019-04\/SAP-2018-Assessment-report-ES-rev%20(1).pdf\" rel=\"nofollow noopener\" target=\"_blank\">2022 report<\/a> from the World Meteorological Organization (WMO), the ozone layer is expected to recover to 1980 levels by 2040 across most of the world and by 2066 in Antarctica.<\/p>\n<p class=\"wp-block-paragraph\">Without the protocol, \u201cmodels show that there would have been catastrophic ozone depletion, exposing all living things on Earth to huge and ever increasing dangerous amounts of UV radiation,\u201d says Stephanie Egger Haysmith, communications and information officer at the United Nations Environmental Programme\u2019s <a href=\"https:\/\/ozone.unep.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Ozone Secretariat<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The ozone layer\u2019s recovery, she adds, has averted millions of cases of skin cancer and tens of millions of cataract cases, as well as serious damage to crops, pollinators and global biodiversity in general.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"800\" height=\"502\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" alt=\"Ozone hole recovery\" class=\"wp-image-104774\" data-lazy- data-lazy- data-lazy-src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/06\/Ozone-hole-recovery.jpg\"\/>The projected recovery of the Antarctic ozone hole. Visualization by <a href=\"https:\/\/svs.gsfc.nasa.gov\/30602\" rel=\"nofollow noopener\" target=\"_blank\">NASA<\/a><\/p>\n<p>Why was the Montreal Protocol successful?<\/p>\n<p class=\"wp-block-paragraph\">For Sol\u00e8ne Guggisberg, an independent researcher affiliated with Utrecht University, several factors played into the success of the Montreal Protocol meeting its goals.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe fact that there was a strong lead by the United States at the time, or at least <a href=\"https:\/\/thinklandscape.globallandscapesforum.org\/98831\/cop30-live-coverage\/#figueres-usa\" rel=\"nofollow noopener\" target=\"_blank\">not an opposition<\/a>, was a key factor,\u201d she says.<\/p>\n<p class=\"wp-block-paragraph\">Even DuPont, the world\u2019s largest producer of CFCs, <a href=\"https:\/\/rapidtransition.org\/stories\/back-from-the-brink-how-the-world-rapidly-sealed-a-deal-to-save-the-ozone-layer\/\" rel=\"nofollow noopener\" target=\"_blank\">eventually came to support the treaty<\/a> after having developed alternatives that did not deplete the ozone layer.<\/p>\n<p class=\"wp-block-paragraph\">Another possible contributing factor, says Guggisberg, is that industry leaders preferred a global treaty over domestic anti-CFC measures that could put them at a disadvantage against their competitors in other countries.<\/p>\n<p class=\"wp-block-paragraph\">Crucially, the Protocol also provided different timelines for developed and developing countries to lower the use of ozone-depleting substances.<\/p>\n<p class=\"wp-block-paragraph\">This not only recognized that low-income countries needed more time to phase out their use but also included a financial and technology transfer mechanism to help them do so.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe multilateral funding mechanism with technical advice was a very important carrot to encourage states to join,\u201d says Guggisberg.<\/p>\n<p class=\"wp-block-paragraph\">Perhaps the bedrock of the negotiations however was the attention paid to the science behind ozone depletion and its causes, says Guggisberg: \u201cadvice that was really was considered scientific and <a href=\"https:\/\/thinklandscape.globallandscapesforum.org\/72013\/how-to-spot-climate-misinformation\/\" rel=\"nofollow noopener\" target=\"_blank\">not already tainted by policy and politics<\/a>.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Even as the Montreal Protocol was being adopted, she co-wrote in a <a href=\"https:\/\/brill.com\/edcollchap-oa\/book\/9789004730571\/BP000029.xml\" rel=\"nofollow noopener\" target=\"_blank\">book chapter<\/a>, \u201cseveral reports and new scientific findings indeed further showed not only the worldwide seriousness of the human-caused ozone depletion issue, but also that the issue had actually been underestimated.\u201d This brought about renewed debate about the adequacy of the protocol\u2019s control measures.<\/p>\n<p>The maximum size of the ozone hole each year since 1979. Even at the earlier Vienna Convention, she says, there was recognition \u201cthat while we may not fully understand it, there is sufficient cause for alarm.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The parties to both treaties have held regular follow-up meetings since, and stricter measures have gradually been adopted as scientific reports and assessments called the adequacy of the applicable measures into question, says Guggisberg.<\/p>\n<p class=\"wp-block-paragraph\">The Montreal Protocol has been revised and amended several times since its adoption, with the <a href=\"https:\/\/ozone.unep.org\/treaties\/montreal-protocol\/adjustment\/adjustments-agreed-thirtieth-meeting-parties\" rel=\"nofollow noopener\" target=\"_blank\">latest adjustments<\/a> entering into force in 2019.<\/p>\n<p class=\"wp-block-paragraph\">This \u201cstart and strengthen\u201d approach, as Egger Haysmith calls it, meant \u201cthat there was a fundamental agreement that there will be modest commitments with a view to reviewing the treaty as more information and more scientific data comes to light, and we can tighten this treaty under amendments or agreements.\u201d<\/p>\n<p class=\"wp-block-paragraph\">This flexibility made it easier for countries to sign on.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI think one of the strengths of the Montreal Protocol is that you have this body that negotiates, and negotiations can be fraught, tense and long,\u201d she says.<\/p>\n<p class=\"wp-block-paragraph\">\u201cBut there is a common understanding and acceptance that every effort will be made to bring everybody to the table and to find compromise so that there is this consensus.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The 2016 <a href=\"https:\/\/www.unep.org\/news-and-stories\/story\/kigali-amendment-montreal-protocol-another-global-commitment-stop-climate\" rel=\"nofollow noopener\" target=\"_blank\">Kigali Amendment<\/a>, for example, was a legally binding agreement to gradually phase down the production and consumption of hydrofluorocarbons (HFCs), which replaced the use of CFCs but are themselves dangerous greenhouse gases. This amendment took seven years to negotiate.<\/p>\n<p class=\"wp-block-paragraph\">The amendments and negotiations will continue. The four implementing agencies of the Montreal Protocol monitor progress and support member states with implementing it and meeting their obligations.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn that respect, we help the parties facilitate their job because until the ozone layer is back to its pre-1980s levels, essentially, this job is not done,\u201d she says.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"800\" height=\"534\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" alt=\"COP31 press conference\" class=\"wp-image-104780\" data-lazy- data-lazy- data-lazy-src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/06\/COP31-press-conference-Feb-2026.jpg\"\/>A press conference in the buildup to the COP31 climate summit in February 2026. Photo: UN Climate Change, <a href=\"https:\/\/www.flickr.com\/photos\/unfccc\/55092311123\/\" rel=\"nofollow noopener\" target=\"_blank\">Flickr<\/a><\/p>\n<p>What can we learn from the Montreal Protocol?<\/p>\n<p class=\"wp-block-paragraph\">The quick, decisive action taken to protect the ozone layer are a far cry from the often acrimonious atmosphere at the <a href=\"https:\/\/thinklandscape.globallandscapesforum.org\/2025-un-climate-change-conference-cop30\/\" rel=\"nofollow noopener\" target=\"_blank\">annual UN climate negotiations<\/a>. So, what can the Montreal Protocol teach us today?<\/p>\n<p class=\"wp-block-paragraph\">Egger Haysmith believes the \u2018start and strengthen\u2019 approach is crucial. \u201cI think that is where potentially consensus and the middle ground can be found in future treaties, even where groups and positions seem to be intractable.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cI think it is possible to find a middle ground if you, for example, could get to a point where you agree, \u2018okay, we will start with this and we will incrementally build on this,\u2019\u201d she adds.<\/p>\n<p class=\"wp-block-paragraph\">That said, as Guggisberg points out, the Montreal Protocol worked because it focused on one set of substances with relatively limited industrial uses.<\/p>\n<p class=\"wp-block-paragraph\">On the other hand, the climate crisis is \u201ccaused by \u201ca basket of greenhouse gases connected to most human activities and therefore requiring a response at an immensely bigger scale.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe current system under the <a href=\"https:\/\/thinklandscape.globallandscapesforum.org\/100713\/10-years-paris-agreement\/\" rel=\"nofollow noopener\" target=\"_blank\">Paris Agreement<\/a> of voluntary reductions isn\u2019t necessarily a bad start, but it can\u2019t stay there,\u201d she says. \u201cIt needs to be accompanied by the \u2018strengthen\u2019 phase.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf there is one thing any regime really would benefit from, it is this regular in-depth review of how the regime\u2019s adopted measures actually fit in with the goal.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Since it was enacted in 1987, the Montreal Protocol has stood out as a remarkable example of international&hellip;\n","protected":false},"author":2,"featured_media":79329,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[8],"tags":[10975,2128,50,31583,31584,6360],"class_list":["post-79328","post","type-post","status-publish","format-standard","has-post-thumbnail","category-montreal","tag-greenhouse-gases","tag-health","tag-montreal","tag-montreal-protocol","tag-ozone","tag-policy"],"_links":{"self":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/79328","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/comments?post=79328"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/79328\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media\/79329"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media?parent=79328"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/categories?post=79328"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/tags?post=79328"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
