The Geneva Convention on Refugees was adopted 75 years ago. It sets the global framework for the treatment of refugees. Countries such as Uganda have enacted modern refugee laws, says Hiram Kabarita of Diakonie Katastrophenhilfe, the humanitarian assistance agency of the Protestant Churches in Germany. The countries that signed the convention back then, however, still have some catching up to do.
