The ratification opens access to Swiss grants and technical support for prioritized reconstruction projects, but funding levels will depend on annual assessments and required domestic steps.

President Volodymyr Zelensky signed the law ratifying the Agreement between the Cabinet of Ministers of Ukraine and the Federal Council of Switzerland on cooperation in the reconstruction of Ukraine.

According to the Parliament’s official bill status on the website, the aim of the document is to ensure the internal procedures necessary for the agreement to enter into force.

The agreement was concluded in Rome on July 10, 2025.

The ratification enables the mobilization of non-repayable financial and technical assistance from Switzerland for the implementation of reconstruction projects in Ukraine. The financial support is aimed at the procurement of goods and services from Swiss companies to implement projects in the fields of energy, transport and mobility, mechanical engineering for production processes, construction, water supply, prevention and response to emergencies, and other sectors as needed by Ukraine.

Key provisions of the agreement and its impact on reconstruction

The amount of financial assistance will be announced at the beginning of each budget year, based on the needs and the actual capabilities of the parties.

Legislative Initiative No. 0348 was supported by 287 deputies.

The law enters into force after the relevant internal procedures are completed, opening the way to the start of joint reconstruction projects with the participation of Switzerland.

This step strengthens Ukraine’s partnership with Switzerland in the area of reconstruction and development of critical infrastructure, ensuring accelerated rebuilding after crises and long-term regional stability.
