Switzerland's 'No to 10 Million' Initiative: Population Cap Vote Looms - News and Statistics

Swiss citizens will soon vote on an initiative called No to a Switzerland with 10 million!, which seeks to cap the national population below 10 million through the year 2050. The measure was introduced by the right-wing Swiss Peoples Party (SVP) after it gathered the necessary 100,000 signatures, as reported by Euronews.

The SVP, which is the largest party in parliament, describes the proposal as a sustainability initiative. The party argues that unchecked immigration places excessive pressure on housing, public services, and the environment. Switzerland’s population has grown considerably in recent years, driven by a strong labour market. At the end of 2025, about 9.1 million people lived in the country, with roughly 27 percent of them not holding Swiss citizenship.

Under the initiative, if the population exceeds 9.5 million, parliament would be required to restrict asylum and family reunification. Reaching the 10 million threshold would necessitate terminating free movement agreements with the European Union. Polls indicate the proposal is likely to be rejected by a narrow margin. The government and major business groups strongly oppose it, warning that it would damage the economy, reduce national prosperity, and endanger key European security pacts.

Opponents caution that the initiative could undermine prosperity in Switzerland, where large parts of the economy—including medical research, construction, and healthcare—rely heavily on foreign labour, primarily from neighbouring EU countries. In the hotel industry, more than half of employees are foreigners, according to Martin von Moos, head of the industry association HotellerieSuisse. He expressed concern that the initiative would worsen chronic labour shortages in the sector.

There are also worries that the initiative would threaten major agreements linking Switzerland to the EU, its main trading partner, including the 1999 agreement on the free movement of persons. Last year, more than half of Switzerland’s total exports went to the EU, amounting to over 147 billion Swiss francs (EUR159.2 billion). Pierre-Yves Bonvin, head of textile machinery manufacturer Steiger, said access to the European market is vital. The company, based in Vionnaz in the southwest, has moved part of its production to China but kept high-value-added machinery in Switzerland.

More than a third of the 40 people Steiger employs in Switzerland are foreign nationals. Bonvin told reporters that while engineers can be found in Switzerland to design, work, and assemble machines, the company lacks the expertise to test and calibrate them. He noted that there is no longer training in this field in Switzerland, forcing the company to recruit specialists from France and Germany. Without these skills, he stressed, the company could not continue producing these machines in Switzerland.

Rudolf Minsch, chief economist at Economiesuisse, commented that the proposal sells the illusion of a free lunch and will not solve the country’s housing or traffic problems.
