The competent Somali authorities are going along with this.                        <\/p>\n<p>As&#13;<br \/>\nwe have learnt from two individuals affected, Swiss police authorities use an&#13;<br \/>\nenormous amount&#13;<br \/>\nof violence during forced deportations. From the perspective of lawyers and&#13;<br \/>\nSwiss human&#13;<br \/>\nrights organisations, the authorities are thereby committing massive violations&#13;<br \/>\nof Swiss and&#13;<br \/>\ninternational law. Furthermore, in at least two cases, they have put the lives&#13;<br \/>\nof those affected&#13;<br \/>\nat serious risk. Augenauf shares this assessment and has informed the relevant\u00a0authorities&#13;<br \/>\n(including the commander of the Zurich cantonal police and the National\u00a0Commission&#13;<br \/>\nfor the Prevention of Torture, NKVF).<\/p>\n<p>Both&#13;<br \/>\nSomali nationals who were mistreated during their deportation have filed&#13;<br \/>\ncriminal complaints&#13;<br \/>\nin Switzerland against their tormentors.<\/p>\n<p>Now&#13;<br \/>\nanother Somali national, who is particularly vulnerable, is under immediate&#13;<br \/>\nthreat of forcible&#13;<br \/>\ndeportation. The man is due to be deported to Mogadishu via Istanbul on&#13;<br \/>\nThursday, 10 September&#13;<br \/>\n(scheduled arrival 08.40). Around two weeks ago, through no fault of his own,&#13;<br \/>\nhe was&#13;<br \/>\nseriously injured by two violent flatmates in the underground asylum&#13;<br \/>\naccommodation to which&#13;<br \/>\nhe had been assigned by the authorities. He suffered multiple skull fractures,&#13;<br \/>\na traumatic brain&#13;<br \/>\ninjury and injuries to his eyes. Shortly afterwards, he underwent surgery at&#13;<br \/>\nthe University Hospital&#13;<br \/>\nof Zurich. Two further operations were scheduled for the week of 7 September,&#13;<br \/>\nbut these&#13;<br \/>\nwere prevented by the Swiss authorities. <\/p>\n<p>The&#13;<br \/>\nrelevant Somali authority, the Immigration and Citizenship Agency, has issued&#13;<br \/>\nthe man with a&#13;<br \/>\nprovisional travel document (laissez-passer) without taking into account the&#13;<br \/>\nstate of health of the&#13;<br \/>\nindividual concerned, who was attacked and seriously injured whilst in a Swiss&#13;<br \/>\ninstitution.<\/p>\n<p>Furthermore,&#13;<br \/>\nthe person pictured on the provisional travel document does not resemble the\u00a0individual&#13;<br \/>\nconcerned. The man\u2019s lawyer has demanded that the deportation be suspended. He\u00a0is the&#13;<br \/>\nfather of three children who live in Europe and has been in Switzerland for 11&#13;<br \/>\nyears.<\/p>\n<p>Switzerland\u2019s&#13;<br \/>\n\u2018carrot and stick\u2019 strategy towards Somalia<\/p>\n<p>The&#13;<br \/>\nSomali Immigration and Citizenship Agency receives massive financial support&#13;<br \/>\nand travel privileges&#13;<br \/>\nfrom Switzerland. For&#13;<br \/>\ninstance, Switzerland supplied computers and scanners to the agency and invited&#13;<br \/>\nstaff to attend&#13;<br \/>\ntraining courses in Switzerland. At the same time, however, and following the&#13;<br \/>\nEU\u2019s lead,<\/p>\n<p>Switzerland&#13;<br \/>\ntightened its visa regulations regarding Somalia and Guinea in August as a&#13;<br \/>\nmeans of&#13;<br \/>\nexerting pressure, justifying this by stating that it was to &#8220;further optimise&#13;<br \/>\ncooperation on the readmission&#13;<br \/>\nof citizens required to leave the country\u201d. This policy can only be described&#13;<br \/>\nas a \u2018carrot&#13;<br \/>\nand stick\u2019 strategy.<\/p>\n<p>Augenauf urgently calls on the Somali authorities to&#13;<br \/>\ninsist that Switzerland strictly respects the human rights of its citizens and&#13;<br \/>\nto refuse to readmit any sick or injured persons. We also urge the Somali&#13;<br \/>\nauthorities to refuse the readmission of anyone who has been mistreated during deportation.<\/p>\n<p>About&#13;<br \/>\nAugenauf<\/p>\n<p>the Swiss human&#13;<br \/>\nrights organisation Augenauf was founded in 1995.
