\t\t\tSwitzerland intends to forcibly deport a seriously injured Somali citizen and father of children living in Europe. The competent Somali authorities are going along with this. <\/p>\n
As
\nwe have learnt from two individuals affected, Swiss police authorities use an
\nenormous amount
\nof violence during forced deportations. From the perspective of lawyers and
\nSwiss human
\nrights organisations, the authorities are thereby committing massive violations
\nof Swiss and
\ninternational law. Furthermore, in at least two cases, they have put the lives
\nof those affected
\nat serious risk. Augenauf shares this assessment and has informed the relevant\u00a0authorities
\n(including the commander of the Zurich cantonal police and the National\u00a0Commission
\nfor the Prevention of Torture, NKVF).<\/p>\n
Both
\nSomali nationals who were mistreated during their deportation have filed
\ncriminal complaints
\nin Switzerland against their tormentors.<\/p>\n
Now
\nanother Somali national, who is particularly vulnerable, is under immediate
\nthreat of forcible
\ndeportation. The man is due to be deported to Mogadishu via Istanbul on
\nThursday, 10 September
\n(scheduled arrival 08.40). Around two weeks ago, through no fault of his own,
\nhe was
\nseriously injured by two violent flatmates in the underground asylum
\naccommodation to which
\nhe had been assigned by the authorities. He suffered multiple skull fractures,
\na traumatic brain
\ninjury and injuries to his eyes. Shortly afterwards, he underwent surgery at
\nthe University Hospital
\nof Zurich. Two further operations were scheduled for the week of 7 September,
\nbut these
\nwere prevented by the Swiss authorities. <\/p>\n
The
\nrelevant Somali authority, the Immigration and Citizenship Agency, has issued
\nthe man with a
\nprovisional travel document (laissez-passer) without taking into account the
\nstate of health of the
\nindividual concerned, who was attacked and seriously injured whilst in a Swiss
\ninstitution.<\/p>\n
Furthermore,
\nthe person pictured on the provisional travel document does not resemble the\u00a0individual
\nconcerned. The man\u2019s lawyer has demanded that the deportation be suspended. He\u00a0is the
\nfather of three children who live in Europe and has been in Switzerland for 11
\nyears.<\/p>\n
Switzerland\u2019s
\n\u2018carrot and stick\u2019 strategy towards Somalia<\/p>\n
The
\nSomali Immigration and Citizenship Agency receives massive financial support
\nand travel privileges
\nfrom Switzerland. For
\ninstance, Switzerland supplied computers and scanners to the agency and invited
\nstaff to attend
\ntraining courses in Switzerland. At the same time, however, and following the
\nEU\u2019s lead,<\/p>\n
Switzerland
\ntightened its visa regulations regarding Somalia and Guinea in August as a
\nmeans of
\nexerting pressure, justifying this by stating that it was to “further optimise
\ncooperation on the readmission
\nof citizens required to leave the country\u201d. This policy can only be described
\nas a \u2018carrot
\nand stick\u2019 strategy.<\/p>\n
Augenauf urgently calls on the Somali authorities to
\ninsist that Switzerland strictly respects the human rights of its citizens and
\nto refuse to readmit any sick or injured persons. We also urge the Somali
\nauthorities to refuse the readmission of anyone who has been mistreated during deportation.<\/p>\n
