President Trump said Tuesday he raised tariffs on Switzerland<\/a> after a phone call with the country\u2019s former president, saying he did not approve of \u201cthe way she talked.\u201d<\/p>\n

Trump told Fox Business\u2019s Larry Kudlow that he once had an \u201cemergency call from, I believe, the prime minister of Switzerland, and she was very aggressive. Nice, but very aggressive.\u201d He recalled that she repeatedly said, \u201cwe are a small country.\u201d<\/p>\n

\u201cAgain and again and again. I couldn\u2019t get her off the phone,\u201d the president continued. \u201cSo [the tariffs were] at 30 percent, and I didn\u2019t really like the way she talked to us, and so instead of giving her a reduction, I raised it to 39 percent, and then I got inundated by people from Switzerland and I figured, \u2018Do you know what? We\u2019ll do something that\u2019s a little bit more palatable.’\u201d<\/p>\n

Trump was likely referring to former Swiss President Karin Keller-Sutter, who left office Dec. 31 and was succeeded by current President Guy Parmelin. The Hill reached out to the White House for clarification.<\/p>\n

He previously referred to the same phone call during a speech last month at the World Economic Forum in Davos. Trump gave a similar description of the conversation<\/a>, adding that she \u201cjust rubbed me the wrong way, I\u2019ll be honest with you.\u201d<\/p>\n

Democrats on the House Foreign Affairs Committee said Trump\u2019s comments were an admission that his tariff policies \u201care not about national security,\u201d a claim he has\u00a0frequently made<\/a>.<\/p>\n

\u201cIn the case of Switzerland, he increased tariffs because\u2026 *checks notes*\u2026 he did not like the way the Swiss leader \u2018talked to us,’\u201d the committee\u2019s Democrats wrote\u00a0in a statement<\/a>\u00a0shared on the social platform X. \u201cRepublicans must join Democrats to end this reckless behavior.\u201d<\/p>\n

The U.S. and Switzerland reached a trade agreement in November to reduce tariffs<\/a> on Swiss imports from 39 percent to 15 percent. Switzerland and Liechtenstein would also remove tariffs on nuts, certain fruits, fish and seafood, chemicals and spirits, U.S. Trade Representative Jamieson Greer said at the time<\/a>.<\/p>\n

On Tuesday, three House Republicans joined Democrats in voting against<\/a> banning members\u2019 ability to call snap votes to repeal the president\u2019s tariffs. Reps. Thomas Massie (R-Ky.), Kevin Kiley (R-Calif.) and Don Bacon (R-Neb.) opposed the legislation, with Bacon writing on the social platform X<\/a> that \u201cCongress needs to be able to debate on tariffs.\u201d<\/p>\n

The vote will allow Democrats to move forward with a resolution to repeal Trump\u2019s emergency declaration for import taxes<\/a> on Canada at the request of Rep. Gregory Meeks (D-N.Y.), chair of the House Foreign Affairs Committee. Meeks is expected to force a vote<\/a> repealing tariffs on Canada as early as Wednesday.<\/p>\n

Trump used declarations of national emergencies as the basis for implementing global and specific tariffs on China, Mexico and Canada. National emergencies can be repealed by joint resolutions in Congress, as the National Emergencies Act allows.<\/p>\n

The Supreme Court is also considering the legality of using a provision under the International Emergency Economic Powers Act to impose the levies. The justices appeared unlikely<\/a> to make their decisions along ideological lines during oral arguments last year.<\/p>\n

The Marquette Law School Poll also released a survey\u00a0last week<\/a> that found 63 percent of respondents want the Supreme Court to restrict \u201cthe president\u2019s authority to impose tariffs,\u201d while 36 percent said they want the justices to \u201chold that the President has the authority to set tariffs.\u201d<\/p>\n
