Greenberg said on a call with analysts to discuss Q2 earnings. \u201cIt\u2019s where we\u2019re leaning in, and we see more opportunity.\u201d<\/p>\n<p>\u201cThe themes are durable. It\u2019s around middle market and small commercial,\u201d he continued. \u201cWe are so deep in those markets. I expect it to continue to expand. I expect that [double-digit] growth to not only continue\u2014I expect in time for that to accelerate and to do better.\u201d<\/p>\n<p>Greenberg spoke not only of the U.S., where he said Chubb is the second-largest middle market writer, he talked about markets such as Australia, Korea, Malaysia, Thailand, Singapore and Taiwan\u2014as well as others in Asia, Latin America and Europe. There are \u201clots of new businesses, and not just new businesses, but new industries as those economies develop,\u201d he said.<\/p>\n<p>In a statement at the release of second quarter earnings, which saw <a href=\"https:\/\/www.insurancejournal.com\/news\/national\/2025\/07\/23\/832838.htm\" target=\"_blank\" rel=\"noopener nofollow\">net income up 33%<\/a> and consolidated net premiums written up 6.3%, Greenberg said the commercial underwriting environment for large account retail and E&amp;S property-related business \u201chas grown much more competitive with rates dropping, though terms and conditions remain steady,\u201d During the call, the chief executive said, \u201cA lot more capital is chasing the property business and prices are softening.\u201d<\/p>\n<p>He added: \u201cWhile others are leaning in, we\u2019ve begun walking away where necessary.\u201d<\/p>\n<p>Conversely, middle market and small commercial accounts are \u201cmuch more disciplined and orderly,\u201d and Chubb is \u201cgrowing property in this area,\u201d Greenberg said.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-thumbnail wp-image-832997\" src=\"https:\/\/www.europesays.com\/ch\/wp-content\/uploads\/2026\/02\/chubb_020524_evan_greenberg_520x520-1-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\"  \/>Evan G. Greenberg<\/p>\n<p>FEMA phased out?<\/p>\n<p>During the call, Greenberg was asked if a potential phase-out of the Federal Emergency Management Agency (FEMA) would affect Chubb\u2019s solid high-net-worth business, and if the insurer would consider writing flood to support the book. FEMA is the administrator of the National Flood Insurance Program (NFIP).<\/p>\n<p>\u201cNo,\u201d Greenberg said. FEMA \u201cprovides a relatively modest limit\u201d that really does not make much of a difference to the HNW client when considering home values.<\/p>\n<p>\u201cFEMA gives you [$250,000, the maximum building coverage under NFIP] or so of coverage,\u201d he explained. \u201cIt doesn\u2019t move the needle.\u201d<\/p>\n<p>As for the private flood insurance market, Greenberg said it \u201chas been growing\u201d and Chubb is part of it. \u201cIt\u2019s on a selective basis with, frankly, better mapping and underwriting than FEMA\u2019s.\u201d<\/p>\n<p>On the potential dissolution of FEMA, which has repeatedly been mentioned as a goal by the Trump administration, Greenberg said, \u201cI think it\u2019s bad for the country.
