After all, that\u2019s the trend <a href=\"https:\/\/www.reuters.com\/world\/europes-moves-tighten-asylum-migration-rules-2025-11-17\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">among European countries<\/a>, both <a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/migration-and-asylum\/pact-migration-and-asylum_en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">within<\/a> and outside the European Union.<\/p>\n<p>Doing so by capping the country\u2019s population at 10 million, which the Swiss will consider this summer, however, led to some questions.<\/p>\n<p>\u201cIt is quite peculiar in the European demographic and political context,\u201d said Marianna Griffini, assistant professor in international relations and anthropology on Northeastern University\u2019s London campus. \u201cI haven\u2019t heard about specific numbers to cap the population,\u201d Griffini said. \u201cI\u2019m quite baffled by the reasoning behind it and the fact that I think it could have quite serious economic consequences.\u201d<\/p>\n<p>Northeastern economist Mindy Marks agreed.\u00a0<\/p>\n<p>\u201cIt\u2019s a weird way to go about anti-immigration policy,\u201d said Marks, an associate professor of economics. \u201cThere are legitimate reasons societies might want to think about who they grant citizenship to, none of which are being addressed by this proposal.\u201d<\/p>\n<p>The <a href=\"https:\/\/nachhaltigkeitsinitiative.ch\/initiative\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">proposal<\/a> was launched by the right-wing <a href=\"https:\/\/www.parlament.ch\/en\/organe\/groups\/swiss-peoples-party\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Swiss People\u2019s Party<\/a> back in 2024, and its backers also want to limit options for asylum seekers, families of refugees and foreign nationals to permanently live in Switzerland if the population exceeds 9.5 million before 2050 (Switzerland <a href=\"https:\/\/www.swissinfo.ch\/eng\/demographics\/switzerlands-permanent-resident-population-cracks-the-9-million-mark\/87577929\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">passed 9 million in population in June 2024<\/a>).\u00a0<\/p>\n<p>Crossing the 9.5-million threshold will also prompt the Swiss government to \u201crenegotiate international agreements that drive population growth,\u201d according to the proposal.<\/p>\n<p>Should the 10-million threshold be crossed, however, the government would <a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/policies-and-activities\/moving-working-europe\/working-another-eu-country\/free-movement-eu-nationals_en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">terminate an agreement with the European Union (EU)<\/a> \u2014which Switzerland is currently not a part of \u2014 to allow the free movement of people.\u00a0<\/p>\n<p>Switzerland will vote June 14 on the population cap proposal. If it succeeds, then the Swiss government \u2014 which, along with the country\u2019s Parliament, has already voted against the proposal \u2014 will be forced to take steps to make the proposal\u2019s goals a reality.<\/p>\n<p>Griffini said that the proposal reflects the rise of \u201csovereignism\u201d in Europe, which she described as \u201cthe belief that you try to protect your state.\u201d This can manifest in promoting domestic markets \u2013 for example, the beIT or <a href=\"https:\/\/opportunitaly.gov.it\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Made In Italy campaign<\/a> \u2013 to increase sales as well as mitigate dependence on foreign industry, she said. But sovereignism can also be \u201ctightly knit\u201d with nationalism and anti-immigrant sentiment, Griffini said.\u00a0<\/p>\n<p>But why is this proposed in Switzerland?\u00a0<\/p>\n<p>Griffini and Marks both noted the relatively high percentage of foreign-born residents in the country, which is over 30%. Meanwhile, the Swiss fertility rate is below replacement rate, or the average number of children a woman must have to keep a population size constant from one generation to the next without migration. Replacement rate is <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/7834459\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">typically 2.1 children per woman<\/a>; the fertility rate in Switzerland is 1.4 children per woman, meaning that even if immigration remained flat, the proportion of foreign-born residents would grow, Marks noted.\u00a0<\/p>\n<p>European countries like France and Griffini\u2019s native Italy also face a <a href=\"https:\/\/ecrgroup.eu\/files\/Europes_demographic_winter_brochure.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cdemographic winter\u201d<\/a> marked by low birthrates and an aging population. In contrast with Switzerland, however, these countries are <a href=\"https:\/\/www.thetimes.com\/world\/europe\/article\/french-government-letter-birth-rates-29-year-olds-zjkqmr6bc?gaa_at=eafs&amp;gaa_n=AWEtsqe4nHer_VuQryWagmaKKNEWWnull82CNo2xgAYQRH2PLg2IxRrogqO0Z2fLJEc%3D&amp;gaa_ts=69a1ac50&amp;gaa_sig=ATUwSgraX14jUSv-rkHZNGXlNWyen99h-tP6iDIVhy1Y2iepKA-oAuuIjGyg8oBpK8PQHgeH0yENvft6tMHTrQ%3D%3D\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">trying to encourage population growth.\u00a0<\/a><\/p>\n<p>And while Italy, along with other countries along the Mediterranean, are main points of arrivals for migrants and refugees, Switzerland is not necessarily a country to which <a href=\"https:\/\/www.unrefugees.org\/emergencies\/europe\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">refugees are flocking<\/a>.<\/p>\n<p>\u201cSwitzerland is not liable for processing asylum application requests of refugees,\u201d Griffini said. \u201cThat already places them in an advantageous position for controlling immigration compared to other European countries.\u201d<\/p>\n<p>A cap, however, is not nuanced immigration policy at all, Marks said.\u00a0<\/p>\n<p>She compared the proposal to the international <a href=\"https:\/\/www.congress.gov\/bill\/113th-congress\/senate-bill\/460\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">campaign<\/a>s during the last 20 years to raise the minimum wage to $10 an hour. She called $10 an hour \u201ca nice number\u201d but a number with no \u201cactual bearing\u201d that was based on economic studies.\u00a0<\/p>\n<p>Similarly, a 10 million cap does not take into account demographic needs or trends, possible changes, and more.<\/p>\n<p>\u201cI have no idea what Switzerland\u2019s going to look like in 2050,\u201d Marks said. \u201cTo try to pass something now that binds you to do things in 20 years time in a totally different world, it just seems like a bad strategy.\u201d<\/p>\n<p>Experts said the Swiss measure could also backfire economically.<\/p>\n<p>\u201cThe impact on the labour market would be drastic, because you will find yourself without a continuous supply of labor,\u201d Griffini said.\u00a0<\/p>\n<p>Marks noted that an advantage of Europeans being able to move easily among different countries is that companies can have multiple international branches and occupations and licensing requirements can be standardized. \u201cThere are real economic benefits to having this free movement of labor,\u201d Marks said,\u00a0<\/p>\n<p>For <a href=\"https:\/\/www.bfs.admin.ch\/bfs\/en\/home\/statistics\/cross-sectional-topics\/ageing-switzerland.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">an aging society like Switzerland<\/a>, this could be particularly acute, Marks added.<\/p>\n<p>She also said that the proposal seems based on a <a href=\"https:\/\/www.econlib.org\/how-malthus-got-it-wrong\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">false economic premise attributed to Thomas Malthus.<\/a><\/p>\n<p>\u201cThere\u2019s this belief that there\u2019s a fixed number of things \u2013 a fixed number of resources, a fixed amount of infrastructure \u2013 and if we just plop in more people, we\u2019re going to ruin it all,\u201d Marks said.<\/p>\n<p>\u201cBut the wrongness of that belief is that the pie isn\u2019t fixed,\u201d she said. \u201cPeople are an asset. People innovate. We figure stuff out, we produce new things.
