The program, titled Inclusive and Productive Employment in Moldova &#8211; II, is funded by the Swiss government with a contribution of three million Swiss Francs and will be implemented by the ILO.<\/p>\n<p>This phase follows an initial project that operated from December 2022 until June 2025. The earlier work led to the establishment of a National Employment Programme, capacity-building for the national employment agency, progress on labour market forecasting, and a national action plan on undeclared work.<\/p>\n<p>The current initiative aims to tackle structural issues such as low labour force participation, high informality, weak productivity growth, and limited institutional effectiveness. It seeks to consolidate prior results and deepen collaboration with government bodies, employers, and workers.<\/p>\n<p>Key priorities for the period from 2026 to 2030 include advancing policy reforms in employment and enterprise development, strengthening labour market institutions, addressing informality specifically within the construction sector, and supporting productivity growth in small and medium-sized enterprises. The project emphasizes that government policy alone cannot ensure lasting productivity gains or decent work creation, highlighting a focus on reinforcing tripartite social dialogue bodies at all levels.<\/p>\n<p>An assistant state secretary for labour from the Swiss State Secretariat for Economic Affairs stated that improving SME productivity sustainably and creating better working conditions are interconnected goals. The ILO regional director for Europe and Central Asia described the launch as a significant milestone in the partnership with Moldovan constituents, noting a commitment to evidence-based policies and social justice.<\/p>\n<p>The ILO maintains other active programs in Moldova related to skills development for a green transition, <a href=\"https:\/\/www.indexbox.io\/store\/moldova\/\" target=\"_blank\" rel=\"nofollow noopener\">employment in the care sector<\/a>, and labour market institution reform.<\/p>\n<p>\t\t1.
