BAKU, Azerbaijan, March 22. On March 20, the
\nNational Council (the lower house) of the Swiss parliament
\ndiscussed the cantonal initiative \u201cCanton of Geneva 24.321:
\nAnnexation of Nagorno-Karabakh. Release of political prisoners in
\nAzerbaijan,\u201d Trend reports.<\/p>\n
The National Council overwhelmingly rejected the initiative by
\n108 votes to 33. Since the Senate (the upper house) of the Swiss
\nparliament had already rejected this cantonal initiative last year,
\nthe issue is considered closed and is no longer subject to further
\ndiscussion.<\/p>\n
Moreover, during last year\u2019s discussions in the Senate\u2019s Foreign
\nAffairs Committee, there was a call to refrain from further debates
\non issues related to Azerbaijani-Armenian relations, as they
\nundermine the successful peace process in the region.<\/p>\n
Thus, the latest attempt by the Armenian diaspora in Switzerland
\nto achieve any success in the country\u2019s legislative body has failed
\ncompletely.<\/p>\n
However, local Armenian organizations, clearly influenced by
\nDashnaks, continue to use various propaganda activities during
\nArmenia\u2019s election year to undermine the peace process, which is
\nthe main advantage of Pashinyan\u2019s administration.<\/p>\n
On March 18, a press conference was held at the Geneva Press
\nClub, organized by Christian Solidarity International (CSI), the
\nSwiss-Armenian Association (l\u2019Association Suisse Arm\u00e9nie), the
\nArmenian Legal Defense Front, and an organization presenting itself
\nas the \u201cCommittee for the Protection of the Fundamental Rights of
\nthe People of Nagorno-Karabakh,\u201d on the topic \u201cSwitzerland, SOCAR
\nand the South Caucasus: Anniversary of the Swiss peace initiative
\non Nagorno-Karabakh.\u201d<\/p>\n
During the event, a complaint was voiced against SOCAR Trading,
\nalleging that through its commercial activities it had provided
\nfinancial support to a state allegedly responsible for the
\n\u201cexpulsion of the Armenian population from the Nagorno-Karabakh
\nregion.\u201d<\/p>\n
This is far from the first attack by Armenian revanchist groups
\nin the country against SOCAR\u2019s activities in Switzerland. Like
\nprevious ones, it is considered doomed to fail. However, it may
\nstill have a propaganda effect in the run-up to elections in
\nArmenia. According to independent observers, the complaint in
\nquestion had a pre-election nature and did not create any legal
\nobligations.<\/p>\n
At the same event, it was also noted that a year ago the Swiss
\ngovernment refused to comply with a demand by the Federal Assembly
\n(parliament) to hold a so-called \u201cpeace forum\u201d between Azerbaijan,
\nArmenia, and \u201crepresentatives of the people of Nagorno-Karabakh\u201d
\ndue to the unwillingness of both states. The fact that the Swiss
\ngovernment categorically rejected this initiative, given Azerbaijan
\nand Armenia\u2019s refusal to participate in some \u201cforum\u201d in the Alps
\ninstead of a real peace process supported by the United States,
\ncaused dissatisfaction and resentment among the participants.<\/p>\n
It is also noteworthy that, while members of the Swiss
\nparliament had attended previous similar events organized by the
\nArmenian diaspora, this time lawmakers ignored the gathering of
