STORY, Va. \u2014 The Pentagon\u2019s <a href=\"https:\/\/breakingdefense.com\/tag\/golden-dome\/\" rel=\"nofollow noopener\" target=\"_blank\">Golden Dome<\/a> project is slated to cost upwards of $185 billion, with $17 billion alone planned for fiscal year 2027. And with all that money comes attention \u2014 and a mandate to sell the ambitious idea to the taxpaying public, the program\u2019s head acknowledged today.<\/p>\n<p>\u201cWe need to show the public that we are making progress, that this isn\u2019t just a paper exercise,\u201d Golden Dome program manager <a href=\"https:\/\/breakingdefense.com\/tag\/gen-michael-guetlein\/\" rel=\"nofollow noopener\" target=\"_blank\">Gen. Michael Guetlein<\/a> told a small group of reporters at Joint Expeditionary Base (JEB) Little Creek-Fort Story.<\/p>\n<p>Exhibit A in the Guetlein\u2019s argument: the Army\u2019s advanced Long-Range Persistent Surveillance (ALPS), a system that has been used abroad but is now ensconced right next to the Ft. Story baseball field. It, along with other unidentified systems here, make up what officials said are the first publicly acknowledged elements of the missile defense shield. <\/p>\n<p>\u201cThe testing of the Army\u2019s advanced Long-Range persistent Surveillance radar right here in Norfolk is tangible proof of our progress,\u201d Guetlein said in his speech. \u201cThe ALPS system, built by PAE fires, is significant in that it can detect threats without ever sending out a signal, which allows soldier to quietly see without being seen.\u201d<\/p>\n<p>\u201cThe most important message I can give to you today is that Golden Dome is real, and it is no longer theoretical,\u201d he said. \u201cContracts are being awarded, sites are being scouted, and we are hitting our milestones on schedule and on budget.\u201d<\/p>\n<p>Adding emphasis to Guetlein\u2019s message was the presence of Undersecretary of Defense for Research and Engineering Emil Michael and the program\u2019s military deputy, Lt. Gen. Brian Gibson. Also in attendance was NORAD Deputy Director of Operations Maj. Gen. Mark Piper and Lt. Gen. Frank Lozano, the Army\u2019s Portfolio Acquisition Executive for Fires. <\/p>\n<p>Speaking to reporters after the speech, Guetlein called ALPS the \u201cfirst down payment in changing the equation of homeland defense,\u201d but also indicated that there are other, less open, technologies being installed in the region as part of Golden Dome.<\/p>\n<p>Guetlein said that his office is in active discussions with industry, including the creation last week of an \u201cEcosystem Hub,\u201d which he described as an \u201cone-stop entry point for Golden Dome for industry, academia, our allies and our other government agencies.\u201d That hub includes data on supply chain security and resiliency.<\/p>\n<p>\u201cIt also includes a thing that we call Apex Arc,\u201d Guetlein said. \u201cApex Arc is a data lake that we expose all of our data to government, industry, academia. [It] includes an AI sandbox and a data exploitation sandbox, to allow them to come in and see what they can do with our data, and if they can provide operational value, we can immediately pave them path to an operational system.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.europesays.com\/ch\/wp-content\/uploads\/2026\/04\/IMG_4655-1024x768.jpeg\" alt=\"\" class=\"wp-image-82326\"  \/>The ALPS radar set up at Ft. (Aaron Mehta\/Staff)<\/p>\n<p>Making The Case For Billions Of Dollars<\/p>\n<p>First announced by President Donald Trump in January 2025 as \u201cIron Dome for America,\u201d and later refined into its present name in <a href=\"https:\/\/breakingdefense.com\/2025\/05\/trump-golden-dome-to-cost-175-billion-will-be-led-by-space-forces-guetlein\/\" rel=\"nofollow noopener\" target=\"_blank\">May of that year<\/a>, Golden Dome has emerged as the defining defense project for the Trump administration. The appointment of Guetlein as a \u201cdirect reporting portfolio manager\u201d to lead the program solidified the focus on the effort.<\/p>\n<p>The money certainly seems to be lined up behind getting Golden Dome off the ground, with a $185 billion <a href=\"https:\/\/breakingdefense.com\/2026\/03\/to-accelerate-space-capabilities-pentagon-ups-golden-dome-spending-plan-by-10-billion\/\" rel=\"nofollow noopener\" target=\"_blank\">estimated price tag<\/a> for the life of the program.<\/p>\n<p>For fiscal 2027, Golden Dome is slated for $17.5 billion. But only $398 million of that is in the base budget with the rest to be found in reconciliation funding \u2014 a potentially risky move, given a key lawmaker is already talking about <a href=\"https:\/\/breakingdefense.com\/2026\/04\/defense-reconciliation-bill-could-come-after-ice-border-patrol-effort-graham\/\" rel=\"nofollow noopener\" target=\"_blank\">stripping defense funding<\/a> out of the first go at reconciliation and trying again down the road. The bulk of the reconciliation request, $14.2 billion, is spread across the services and agencies to cover research and development efforts.<\/p>\n<p>With all that spending, however, comes increased scrutiny, both in Congress and from the public. Both Guetlein and Gibson were open that they feel the need to justify that spending and explain to American citizens what Golden Dome means to them.<\/p>\n<p>Asked if the American public has bought into the program, Guetlein said, \u201cNo.\u201d<\/p>\n<p>\u201cBecause we have been protecting the secrets, to protect the nation\u2019s investment, to make sure that we don\u2019t tip our hand to our adversaries and they get ahead of us \u2026 the American public has not had the opportunity to hear what\u2019s actually going on, and there\u2019s been a lot of confusion,\u201d he added.<\/p>\n<p>Gibson said, \u201cReally, it\u2019s about achieving big things, and we\u2019ll be judged, we should be judged, on how will we do that.\u201d<\/p>\n<p>\u201cWe\u2019re very early on this process, although sometimes that in and of itself, doesn\u2019t matter, right, because the nation has invested a lot of money, a lot of capital,\u201d he said.<\/p>\n<p>Gibson described the message from today\u2019s event as three-fold.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"577\" src=\"https:\/\/www.europesays.com\/ch\/wp-content\/uploads\/2026\/04\/IMG_4652-scaled-e1776973791967-1024x577.jpeg\" alt=\"\" class=\"wp-image-82327\"  \/>Undersecretary for R&amp;E Emil Michael (L) and Golden Dome czar Gen. (Aaron Mehta\/Staff)<\/p>\n<p>First, confidence in the existing capabilities, such as the Patriot battery stationed behind Guetlein as he talked. Second, to raise awareness about the potential threats to the homeland and explain to the public why this matters. And third, to harken back to history \u2014 the fact that the country used to have missile defenses stations around the nation.<\/p>\n<p>\u201cTo start having the open dialogue that, we\u2019re moving out,\u201d Gibson said. \u201cThis is not on a timeline that we can afford to spend decades achieving.\u201d<\/p>\n<p>Tom Karako, a missile defense expert with the Center for Security and International Studies, described Thursday\u2019s event as a \u201cconfirmation that stuff\u2019s getting done.<\/p>\n<p>\u201cOne of the most important things [Guetlein] said today is that contracts are indeed being let,\u201d Karako said of the speech. \u201cThere was a time not so very long ago when they weren\u2019t talking and they weren\u2019t writing contracts. \u2026 I see this as a public affirmation, public affirmation that, no kidding, they are moving out.\u201d<\/p>\n<p>However, Gibson emphasized that there is always going to be a natural tension between being able to fill in the public and needing to keep things behind the curtain.<\/p>\n<p>\u201cThey\u2019re going to be [Golden Dome locations], all over the place. Some seen, some not seen. Some said publicly, some not said publicly. And that\u2019s intentional,\u201d he said. \u201cThat\u2019s intentional because we don\u2019t want to put ourselves at a disadvantage with others who are intent on overcoming what we intend to do.<\/p>\n<p>\u201cThat\u2019s what this is.
