GENEVA \u2014 Taylor Youngs is expected to be appointed acting city manager at City Council\u2019s meeting June 3, city officials announced Friday afternoon.<\/p>\n
If approved by Council, Youngs would start in the position July 8, which is the last day for City Manager Amie Hendrix. Hendrix is leaving for a new position in Maine.<\/p>\n
Youngs, a Lyons native, currently serves as assistant city manager for the city.<\/p>\n
The interim appointment provides continuity while City Council begins the process for selecting a permanent city manager. Youngs will serve until a permanent manager assumes office, until Jan. 9, 2027, or until further action by City Council \u2014 whichever occurs first.<\/p>\n
Mayor Jim Cecere said City Council has authorized him to lead the effort to secure the city\u2019s next permanent city manager. As part of this process, the city will review the current city manager role, responsibilities, and structure to improve the role\u2019s effectiveness and strengthen the city\u2019s council-manager form of government, he said.<\/p>\n
\u201cTaylor Youngs has the experience, knowledge, and steady leadership needed to help guide city operations through this transition,\u201d Cecere said. \u201cShe understands the work underway, the priorities of City Council, and the importance of keeping city government focused, responsive, and accountable to the people of Geneva. At the same time, Council has an opportunity to review the city manager role and make sure the position is structured to support stronger operations, better communication, and clear accountability.\u201d<\/p>\n
Deputy Mayor and Ward 4 Councilor Peter Gillotte said the review of the city manager role is an important part of the transition.<\/p>\n
\u201cThis is the right time to step back and evaluate how the city manager role works for Geneva,\u201d Gillotte said. \u201cThe goal is not only to hire the right person, but to make sure the role itself is clear, effective, and aligned with the needs of City Council, city staff, and the public. A strong council-manager structure depends on clear roles, good communication, and shared accountability.\u201d<\/p>\n
The city said Youngs has worked closely with the City Manager\u2019s office, department leaders, City Council, and community partners on budget planning, operational coordination, strategic priorities, and ongoing city projects. Her current role as assistant city manager provides familiarity with both daily operations and longer-term Council goals, the city said.<\/p>\n
\u201cI appreciate the trust placed in me by Mayor Cecere and City Council,\u201d Youngs said. \u201cMy focus during this interim period will be on continuity, clear communication, and supporting the dedicated employees who serve the City of Geneva every day. I look forward to working with Council, staff, and the community to keep important work moving forward.\u201d<\/p>\n
According to the city, the proposed resolution also authorizes Cecere to execute an interim employment agreement with Youngs, subject to review and approval as to form by the city attorney. Under the agreement, Youngs will retain her underlying position as assistant city manager while serving as acting city manager.<\/p>\n
Cecere said he expects no disruption in public services during the transition.<\/p>\n
