U\u017e v\u00edce ne\u017e p\u016fl roku br\u00e1zd\u00ed \u010desk\u00e9 silnice Inspekce silni\u010dn\u00ed dopravy a za tu dobu stihla vykonat p\u0159es 10 tis\u00edc kontrol.<\/p>\n<p>P\u0159esto\u017ee se inspekto\u0159i zam\u011b\u0159uj\u00ed zejm\u00e9na na kamiony, nev\u00e1haj\u00ed zastavit ani osobn\u00ed vozy, u nich\u017e ji\u017e na prvn\u00ed pohled vypad\u00e1 podez\u0159ele, \u017ee jejich technick\u00fd stav nebude odpov\u00eddat po\u017eadavk\u016fm \u2013 nap\u0159\u00edklad zv\u00fd\u0161enou kou\u0159ivost\u00ed.<\/p>\n<p>Aby lid\u00e9 nemohli u\u017e tak lehce proklouznout p\u0159es emisn\u00ed a technickou kontrolu jako d\u0159\u00edv, za\u010dalo Ministerstvo dopravy rovn\u011b\u017e v posledn\u00edch letech v\u00edce db\u00e1t na zintenzivn\u011bn\u00ed st\u00e1tn\u00edho odborn\u00e9ho dohledu nad stanicemi technick\u00e9 kontroly a stanicemi m\u011b\u0159en\u00ed emis\u00ed. Exministr dopravy Martin Kupka (ODS) p\u0159itom <a href=\"https:\/\/md.gov.cz\/Media\/Media-a-tiskove-zpravy\/Ministerstvo-dopravy-zprisni-statni-odborny-dozor\" rel=\"nofollow noopener\" target=\"_blank\">podotkl<\/a>, \u017ee je nutn\u00e9 zv\u00fd\u0161it kontroly a omezit podvody, \u201eo kter\u00fdch si cvrlikaj\u00ed vrabci na st\u0159e\u0161e\u201c.<\/p>\n<p>&#13;<\/p>\n<p>\t\t\t\t<a href=\"https:\/\/www.parlamentnilisty.cz\/profily\/profil.aspx?id=121527\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/02\/131184-kupka_profil_top.jpg\" alt=\"\" style=\"width: 100%\"\/><\/a><\/p>\n<p>&#13;<br \/>\n\tDodal, \u017ee z pr\u016fb\u011bh\u016f kontrol vozidel v provozu m\u00e1 b\u00fdt patrn\u00e9, \u017ee \u0159idi\u010di \u010dasto zanedb\u00e1vaj\u00ed \u00fadr\u017ebu vozidel v mezidob\u00ed mezi technick\u00fdmi kontrolami, a je tak t\u0159eba se zam\u011b\u0159it i na vozidla v nevyhovuj\u00edc\u00edm stavu, by\u0165 s platnou STK, kter\u00e1 ohro\u017euj\u00ed \u017eivotn\u00ed prost\u0159ed\u00ed i bezpe\u010dnost silni\u010dn\u00edho provozu.<\/p>\n<p>O zp\u0159\u00edsn\u011bn\u00ed kontrol technick\u00e9ho stavu a emis\u00ed u aut maj\u00ed z\u00e1jem tak\u00e9 n\u011bkter\u00e9 org\u00e1ny Evropsk\u00e9 unie. Gener\u00e1ln\u00ed \u0159editelstv\u00ed odpov\u011bdn\u00e9 za politiku EU v oblasti dopravy a mobility v lo\u0148sk\u00e9m roce vzbudilo rozruch n\u00e1vrhem revize t\u0159\u00ed sm\u011brnic, z nich\u017e nejv\u00edce medializovan\u00e1 hovo\u0159ila o zv\u00fd\u0161en\u00ed \u010detnosti kontrol emis\u00ed a STK na jeden rok. Eurokomisa\u0159 pro udr\u017eitelnou dopravu a cestovn\u00ed ruch Apostolos Tzitzikostas v\u0161e <a href=\"https:\/\/transport.ec.europa.eu\/news-events\/news\/updated-rules-safer-roads-less-air-pollution-and-digital-vehicle-documents-2025-04-24_en\" rel=\"nofollow noopener\" target=\"_blank\">vysv\u011btloval<\/a> nutnost\u00ed chr\u00e1nit evropsk\u00e9 ob\u010dany. \u201eIniciativa p\u0159edstavuje v\u00fdznamn\u00fd krok vp\u0159ed k zaji\u0161t\u011bn\u00ed bezpe\u010dnosti na\u0161ich silnic, \u010dist\u0161\u00edho ovzdu\u0161\u00ed a usnadn\u011bn\u00ed \u017eivota ob\u010dan\u016f,\u201c pravil. I kdy\u017e se posl\u00e9ze v prosinci zem\u011b EU v\u011bt\u0161inov\u011b shodly na tom, \u017ee se nem\u00e1 zp\u0159\u00eds\u0148ovat \u010detnost STK na jeden rok pro star\u0161\u00ed vozy, jak bylo navrhov\u00e1no, komunikov\u00e1na je v r\u00e1mci unijn\u00edch org\u00e1n\u016f nad\u00e1le pot\u0159eba zaveden\u00ed pokro\u010dil\u00fdch metod m\u011b\u0159en\u00ed emis\u00ed, kter\u00e9 ji\u017e del\u0161\u00ed dobu Evropsk\u00e1 komise nez\u00e1vazn\u011b doporu\u010duje zejm\u00e9na pro diesely s filtrem DPF.<\/p>\n<p>Bl\u00ed\u017e\u00ed se t\u00e9\u017e za\u010d\u00e1tek uplat\u0148ov\u00e1n\u00ed nov\u00e9 normy <a href=\"https:\/\/www.consilium.europa.eu\/cs\/press\/press-releases\/2024\/04\/12\/euro-7-council-adopts-new-rules-on-emission-limits-for-cars-vans-and-trucks\/\" rel=\"nofollow noopener\" target=\"_blank\">euro 7<\/a>, kter\u00e1 u nov\u00fdch aut zavede pravidla i pro emise z od\u011bru pneumatik a emise \u010d\u00e1stic z brzd. Zp\u0159\u00edsn\u00ed se t\u00e9\u017e po\u017eadavky t\u00fdkaj\u00edc\u00ed se pevn\u00fdch \u010d\u00e1stic.<\/p>\n<p>&#13;<\/p>\n<p>\t\t\t\tFotogalerie: &#8211; Spole\u010dn\u011b za Ukrajinu<\/p>\n<p>&#13;<br \/>\n\tExministr Kupka <a href=\"https:\/\/md.gov.cz\/Media\/Media-a-tiskove-zpravy\/Ministr-Kupka-Kontroly-technickych-a-emisnich-sta\" rel=\"nofollow noopener\" target=\"_blank\">uklid\u0148oval<\/a>, \u017ee si v \u010cesku \u0159idi\u010di zm\u011bn z posledn\u00ed doby re\u00e1ln\u011b nev\u0161imnou a \u017ee aktu\u00e1ln\u011b nov\u00e1 opat\u0159en\u00ed c\u00edlila pouze na syst\u00e9m kontroly stanic technick\u00e9 kontroly a stanic m\u011b\u0159en\u00ed emis\u00ed. \u201eSlu\u0161n\u00fdch lid\u00ed ani poctiv\u00fdch stanic se to nijak nedotkne,\u201c sl\u00edbil Kupka s t\u00edm, \u017ee poctiv\u00ed lid\u00e9 nemus\u00ed m\u00edt obavy.<\/p>\n<p>V praxi si v\u011bt\u0161ina lid\u00ed zm\u011bn skute\u010dn\u011b z\u0159ejm\u011b nev\u0161imla, a\u017e na jeden faktor \u2013 zv\u00fd\u0161en\u00ed cen technick\u00fdch a emisn\u00edch kontrol. Pot\u0159ebu po\u0159\u00edzen\u00ed p\u0159\u00edstroj\u016f p\u0159i p\u0159\u00edchodu nejnov\u011bj\u0161\u00ed emisn\u00ed normy a vy\u0161\u0161\u00ed tlak na p\u0159esnost m\u011b\u0159en\u00ed se toti\u017e n\u011bkte\u0159\u00ed provozovatel\u00e9 stanic technick\u00fdch a emisn\u00edch kontrol rozhodli p\u0159en\u00e9st tak\u00e9 na \u0159idi\u010de.<\/p>\n<p>Po \u010desk\u00fdch silnic\u00edch jezd\u00ed auta, o nich\u017e ministerstvo v\u00ed, \u017ee normy poru\u0161uj\u00ed<\/p>\n<p>&#13;<\/p>\n<p>    Anketa<\/p>\n<p>Jakou \u0161koln\u00ed zn\u00e1mkou zat\u00edm hodnot\u00edte pr\u00e1ci sou\u010dasn\u00e9 Babi\u0161ovy vl\u00e1dy?<\/p>\n<p>hlasovalo: 12779 lid\u00ed<\/p>\n<p>P\u0159esto po \u010desk\u00fdch silnic\u00edch jezd\u00ed velk\u00e9 mno\u017estv\u00ed aut, kter\u00e1 p\u0159\u00edsn\u00e9 normy nespl\u0148uj\u00ed. Velk\u00e9 mno\u017estv\u00ed aut s ukrajinskou esp\u00e9zetkou toti\u017e nen\u00ed v odpov\u00eddaj\u00edc\u00edm technick\u00e9m stavu a do vzduchu vypou\u0161t\u00ed mno\u017estv\u00ed emis\u00ed, kter\u00e9 by pro \u010desk\u00e9 vozy p\u0159i kontrole znamenalo okam\u017eitou stopku jejich provozu. A ministerstvo o dan\u00e9m probl\u00e9mu ji\u017e del\u0161\u00ed dobu v\u00ed.<\/p>\n<p>Vozidla registrovan\u00e1 na Ukrajin\u011b, jejich\u017e po\u010det se v souvislosti s ruskou agres\u00ed a p\u0159\u00edchodem statis\u00edc\u016f uprchl\u00edk\u016f na na\u0161ich silnic\u00edch zna\u010dn\u011b zv\u00fd\u0161il, na rozd\u00edl od t\u011bch \u010desk\u00fdch pravideln\u011b na technickou a emisn\u00ed kontrolu nemusej\u00ed.<\/p>\n<p>Zat\u00edmco u povinn\u00e9ho ru\u010den\u00ed maj\u00ed Ukrajinci v\u00fdjimku jen na 6 m\u011bs\u00edc\u016f od opu\u0161t\u011bn\u00ed ukrajinsk\u00e9ho \u00fazem\u00ed, u technick\u00fdch kontrol \u017e\u00e1dn\u00e1 podobn\u00e1 lh\u016fta dosud plo\u0161n\u011b zavedena <a href=\"https:\/\/md.gov.cz\/Zivotni-situace\/Registr-vozidel\/Povinne-ruceni-ukrajinskych-vozidel-na-uzemi-CR\" rel=\"nofollow noopener\" target=\"_blank\">nebyla<\/a>. Ukrajin\u0161t\u00ed motorist\u00e9 se b\u011bhem prvn\u00edho p\u016fl roku mohou spolehnout na to, \u017ee v p\u0159\u00edpad\u011b \u0161kody zp\u016fsoben\u00e9 jejich vozy u n\u00e1s v\u0161e uhrad\u00ed \u010cesk\u00e1 kancel\u00e1\u0159 pojistitel\u016f z garan\u010dn\u00edho fondu bez dopadu na n\u011b. U technick\u00e9 pak plat\u00ed, \u017ee \u0159idi\u010di odpov\u00eddaj\u00ed za stav sv\u00fdch vozidel, ka\u017ed\u00e9 dva roky s vozy star\u0161\u00edmi 4 let v\u0161ak na technickou prohl\u00eddku nemus\u00ed.<\/p>\n<p>&#13;<\/p>\n<p>\t\t\t\t<a href=\"https:\/\/www.parlamentnilisty.cz\/profily\/profil.aspx?id=161551\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/161551-bedn_profil_top.jpg\" alt=\"\" style=\"width: 100%\"\/><\/a><\/p>\n<p>&#13;<br \/>\n\t\u201eJedn\u00e1 se o vozidlo v mezin\u00e1rodn\u00edm provozu. Jeho \u0159idi\u010d mus\u00ed ve vztahu k technick\u00e9mu stavu vozidla zajistit, aby bylo v \u0159\u00e1dn\u00e9m technick\u00e9m a provozn\u00edm stavu. Na jeho \u0159idi\u010de (provozovatele) se pak nevztahuje povinnost p\u0159istavit vozidlo k pravideln\u00e9 technick\u00e9 prohl\u00eddce na stanici STK v \u010cR,\u201c uji\u0161\u0165uje dosud ukrajinsk\u00e9 \u0159idi\u010de ministerstvo, \u017ee na technickou nemusej\u00ed.<\/p>\n<p>D\u016fle\u017eit\u00e9 je ov\u0161em zm\u00ednit, \u017ee ne ka\u017ed\u00fd ukrajinsk\u00fd ob\u010dan u n\u00e1s automaticky nemus\u00ed se sv\u00fdm autem na technickou. Jin\u00e9 podm\u00ednky v\u0161ak plat\u00ed pro Ukrajince s do\u010dasnou ochranou, pro ty, kte\u0159\u00ed se sv\u00fdmi vozidly jezd\u00ed po \u010cesku jen polovinu roku \u2013 a jejich vozidlo je tedy pova\u017eov\u00e1no za v\u016fz v mezin\u00e1rodn\u00edm provozu \u2013 a pro Ukrajince, kte\u0159\u00ed u n\u00e1s maj\u00ed trval\u00fd pobyt, dlouhodob\u00fd pobyt nebo jim byl ud\u011blen azyl. Pr\u00e1v\u011b posledn\u011b jmenovan\u00ed ji\u017e p\u0159i provozov\u00e1n\u00ed vozidla u n\u00e1s d\u00e9le ne\u017e p\u016fl roku maj\u00ed povinnost jej zapsat do registru silni\u010dn\u00edch vozidel, a to pak podl\u00e9h\u00e1 pravideln\u00fdm technick\u00fdm kontrol\u00e1m. Naprost\u00e1 v\u011bt\u0161ina Ukrajinc\u016f pob\u00fdvaj\u00edc\u00edch u n\u00e1s u\u017e p\u0159ed v\u00e1lkou tak mus\u00ed spl\u0148ovat stejn\u00e1 pravidla jako \u010ce\u0161i a nemaj\u00ed \u017e\u00e1dn\u00e9 \u00falevy.<\/p>\n<p>Nevyjasn\u011bn\u00fd stav panuje u vozidel Ukrajinc\u016f, kte\u0159\u00ed k n\u00e1m p\u0159i\u0161li a\u017e po \u00fanoru 2022. Ministerstvo dopravy v souvislosti s t\u011bmito auty uv\u00e1d\u00ed, \u017ee z\u0159ejm\u011b nepln\u00ed \u010desk\u00e9 po\u017eadavky na emise. \u017de se tak d\u011bje, resort p\u0159iznal <a href=\"https:\/\/md.gov.cz\/getattachment\/Media\/Media-a-tiskove-zpravy\/Ivan-Bednarik-se-stal-novym-ministrem-dopravy-Cesk\/Predavaci-zprava_Stav-Ministerstva-dopravy-2025.pdf.aspx\" rel=\"nofollow noopener\" target=\"_blank\">v p\u0159ed\u00e1vac\u00ed zpr\u00e1v\u011b<\/a> z prosince 2025. B\u011bhem odchodu exministra Kupky ministerstvo nov\u00e9 vl\u00e1d\u011b vzk\u00e1zalo, \u017ee bude t\u0159eba rozhodnout, zda bude u ukrajinsk\u00fdch vozidel zavedena povinnost STK a jakou formou.<\/p>\n<p>&#13;<\/p>\n<p>\t\t\t\tFotogalerie: &#8211; Podpisy memorand a dohod s Ukrajinou<\/p>\n<p>&#13;<br \/>\n\t\u201eZda budou tato vozidla nov\u011b registrov\u00e1na v Registru silni\u010dn\u00edch vozidel, nebo bude ponech\u00e1n st\u00e1vaj\u00edc\u00ed stav evidence v informa\u010dn\u00edm syst\u00e9mu ukrajinsk\u00fdch vozidel. Pokud se bude m\u011bnit sou\u010dasn\u00fd stav, kdy nemus\u00ed vozidla na STK, je t\u0159eba zm\u011bnit z\u00e1kon. Lze p\u0159edpokl\u00e1dat, \u017ee \u0159ada ukrajinsk\u00fdch vozidel nespln\u00ed emisn\u00ed normy a nebude moci b\u00fdt zaregistrov\u00e1na,\u201c v\u011bd\u011blo veden\u00ed resortu dopravy za Kupky, \u017ee se po \u010desk\u00fdch silnic\u00edch proh\u00e1n\u011bj\u00ed nevyhovuj\u00edc\u00ed vozy, a probl\u00e9m odk\u00e1zalo nov\u00e9mu \u0161\u00e9fovi resortu Ivanu Bedn\u00e1rikovi (za SPD).<\/p>\n<p>Parlamentn\u00edListy.cz se proto ministerstva zeptaly, jak se aktu\u00e1ln\u011b k v\u011bci hodl\u00e1 postavit a zda pl\u00e1nuje n\u011bjak\u00e9 kroky, aby urychlilo proces zav\u00e1d\u011bn\u00ed opat\u0159en\u00ed v t\u00e9to v\u011bci \u2013 i vzhledem k z\u00e1vazk\u016fm \u010cesk\u00e9 republiky sni\u017eovat emise sklen\u00edkov\u00fdch plyn\u016f a \u010d\u00e1stic \u0161kod\u00edc\u00edch lidsk\u00e9mu zdrav\u00ed.<\/p>\n<p>Tiskov\u00fd mluv\u010d\u00ed Ministerstva dopravy Franti\u0161ek Jemelka uvedl, \u017ee se resort na zm\u011bny v oblasti registrace a STK u ukrajinsk\u00fdch vozidel p\u0159ipravuje. \u201eAktu\u00e1ln\u011b analyzujeme, kter\u00e9 legislativn\u00ed \u00fapravy bude nutn\u00e9 uskute\u010dnit.
