Maj\u00ed odvr\u00e1tit ztr\u00e1tu a\u017e 600 tis\u00edc pracovn\u00edch m\u00edst v\u00a0automobilov\u00e9m pr\u016fmyslu.<\/p>\n<p>Evropsk\u00e1 unie pro dom\u00e1c\u00ed pr\u016fmysl i jeho v\u00fdrobky zavedla p\u0159\u00edsn\u00e9 emisn\u00ed limity a dal\u0161\u00ed regulace. Mimo jin\u00e9 to znamen\u00e1 i vysok\u00e9 ceny energi\u00ed, kter\u00e9 pat\u0159\u00ed k\u00a0hlavn\u00edm d\u016fvod\u016fm omezen\u00e9 konkurenceschopnosti evropsk\u00fdch firem proti nap\u0159. \u010d\u00ednsk\u00fdm.<\/p>\n<p>Nyn\u00ed Evropsk\u00e1 komise p\u0159ich\u00e1z\u00ed s\u00a0n\u00e1vrhem, jak sv\u00e9mu pr\u016fmyslu \u2013 v\u010detn\u011b v\u00fdroby elektromobil\u016f \u2013 pomoci. Nejde v\u0161ak o deregulaci a sn\u00ed\u017een\u00ed cen energi\u00ed, n\u00fdbr\u017e o nov\u00e9 regulace.<\/p>\n<p>Pl\u00e1n nazvan\u00fd \u201eIndustrial Accelerator Act\u201c (IAA), tedy \u201eAkt na podporu pr\u016fmyslu\u201c, m\u00e1 zajistit up\u0159ednost\u0148ov\u00e1n\u00ed dom\u00e1c\u00edch v\u00fdrobk\u016f p\u0159ed t\u011bmi importovan\u00fdmi ze zem\u00ed, kde nemaj\u00ed v\u00fdrobci takov\u00e9 n\u00e1klady na spln\u011bn\u00ed v\u0161ech p\u0159edpis\u016f. Tedy nap\u0159\u00edklad \u2013 ale nejen \u2013 z \u010c\u00edny. Ozna\u010duje se tak\u00e9 slovy \u201eMade in Europe\u201c, tedy \u201eVyrobeno v\u00a0Evrop\u011b\u201c, a t\u00fdk\u00e1 se hlin\u00edku, cementu, oceli a technologi\u00ed, jako jsou v\u011btrn\u00e9 elektr\u00e1rny \u010di elektrick\u00e1 auta.<\/p>\n<p><a class=\"article-card__image\" data-ac-image=\"\" href=\"https:\/\/www.auto.cz\/cupra-tavascan-vyrabena-v-cine-se-vyhne-clu-dovoz-do-evropy-vsak-ma-omezeni-160000\" title=\"Cupra Tavascan vyr\u00e1b\u011bn\u00e1 v \u010c\u00edn\u011b se vyhne clu. T\u00edm se m\u00e1 odvr\u00e1tit potenci\u00e1ln\u00ed ztr\u00e1ta 600 tis\u00edc pracovn\u00edch m\u00edst v automobilov\u00e9m odv\u011btv\u00ed v p\u0159\u00ed\u0161t\u00edch p\u011bti a\u017e deseti letech. Z\u00e1rove\u0148 m\u00e1 b\u00fdt zachov\u00e1no \u010di m\u00e1 vzniknout zhruba 150 tis\u00edc pracovn\u00edch m\u00edst v jin\u00fdch sektorech. Odv\u011btv\u00ed, na kter\u00e1 se IAA vztahuje, tvo\u0159\u00ed dohromady zhruba 15 % pr\u016fmyslov\u00e9 v\u00fdroby v EU.<\/p>\n<p>\u201ePokud nic neud\u011bl\u00e1me, je jasn\u00e9, \u017ee brzy bude 100 % \u010dist\u00fdch technologi\u00ed vyr\u00e1b\u011bno v\u00a0\u010c\u00edn\u011b,\u201c \u0159ekl novin\u00e1\u0159\u016fm na tiskov\u00e9 konferenci St\u00e9phane S\u00e9journ\u00e9, evropsk\u00fd komisa\u0159 pro vnit\u0159n\u00ed trh. \u201eJe dost dob\u0159e mo\u017en\u00e9, \u017ee cement\u00e1\u0159sk\u00fd a ocel\u00e1\u0159sk\u00fd pr\u016fmysl bude b\u011bhem p\u0159\u00ed\u0161t\u00edch p\u00e1r let kompletn\u011b p\u0159esunut jinam,\u201c cituje ho d\u00e1le agentura Reuters.<\/p>\n<p>Podle kritik\u016f m\u016f\u017ee takov\u00e9to na\u0159\u00edzen\u00ed evropsk\u00fdm st\u00e1t\u016fm zav\u0159\u00edt dve\u0159e u obchodn\u00edch partner\u016f mimo EU. Podp\u016frci naopak \u0159\u00edkaj\u00ed, \u017ee zem\u011b jako USA, \u010c\u00edna, Braz\u00edlie \u010di Indie u\u017e podobn\u00e1 pravidla maj\u00ed. \u201e\u0158ada na\u0161ich partner\u016f uplat\u0148uje n\u00e1rodn\u00ed preference. O\u010dek\u00e1v\u00e1me tak, \u017ee n\u00e1s integruj\u00ed do sv\u00fdch trh\u016f p\u0159ed t\u00edm, ne\u017e integrujeme my je. Export z\u00a0t\u011bchto zem\u00ed do EU by nem\u011bl \u017e\u00e1dn\u00e9 p\u0159ek\u00e1\u017eky, v\u00a0podstat\u011b by se na tyto st\u00e1ty nahl\u00ed\u017eelo stejn\u011b jako na \u010dlensk\u00e9 st\u00e1ty Evropsk\u00e9 unie. Komise u\u017e p\u0159i\u0161la s\u00a0n\u00e1vrhem, kter\u00e9 st\u00e1ty by to m\u011bly b\u00fdt, a pat\u0159\u00ed tam USA, Kanada \u010di Velk\u00e1 Brit\u00e1nie. Norsko, Lichten\u0161tejnsko a Island jsou zahrnuty samoz\u0159ejm\u011b.<\/p>\n<p>\u010c\u00edna mezi n\u00e1vrhem partner\u016f nen\u00ed a t\u00fdkala by se j\u00ed tak\u00e9 omezen\u00ed p\u0159\u00edm\u00fdch investic. Jedn\u00edm z\u00a0c\u00edl\u016f nov\u00fdch pravidel je omezit situaci, kdy si \u010d\u00ednsk\u00e1 firma postav\u00ed v\u00a0Evrop\u011b tov\u00e1rnu a montuje tu v\u00fdrobky z\u00a0dovezen\u00fdch d\u00edl\u016f. Tak se to dnes d\u011bje s\u00a0nejedn\u00edm automobilem \u010d\u00ednsk\u00fdch zna\u010dek. Investo\u0159i by museli plnit \u0159adu pravidel, nap\u0159. by nejm\u00e9n\u011b polovina zam\u011bstnanc\u016f m\u011bla b\u00fdt tvo\u0159ena ob\u010dany EU a vlastn\u00edkem podniku by sm\u011bla b\u00fdt firma ze zem\u011b mimo EU jen z\u00a0maxim\u00e1ln\u011b 49 %.<\/p>\n<p>Komise a Evropsk\u00fd parlament nyn\u00ed budou hledat shodu nad fin\u00e1ln\u00edm zn\u011bn\u00edm n\u00e1vrhu, a n\u00e1sledn\u011b o n\u011bm budou hlasovat. Nap\u0159. Francie prosazuje u\u017e\u0161\u00ed omezen\u00ed, N\u011bmecko naopak chce zahrnout do partner\u016f v\u00edce zem\u00ed. Evropsk\u00e1 asociace dodavatel\u016f automobilek k\u00a0n\u00e1vrhu IAA uvedla, \u017ee je kl\u00ed\u010dov\u00fdm z\u00e1kladem pro ochranu v\u00fdroby v\u00a0Evrop\u011b a m\u00edstn\u00ed zam\u011bstnanosti.
