A\u00a0tak\u00e9 zhotovitele, kte\u0159\u00ed um\u00ed d\u00edla doru\u010dit v\u00a0kvalit\u011b srovnateln\u00e9 s\u00a0evropskou \u0161pi\u010dkou. O\u00a0kl\u00ed\u010dov\u00fdch ve\u0159ejn\u00fdch stavb\u00e1ch se ale p\u0159esto jen mluv\u00ed a\u00a0p\u00ed\u0161e.<\/p>\n<p class=\"e_bV\">A asi jste si tak\u00e9 v\u0161imli, \u017ee p\u0159i ka\u017ed\u00e9 zm\u00ednce o\u00a0pohodln\u00e9m vlakov\u00e9m spojen\u00ed na leti\u0161t\u011b, vybudov\u00e1n\u00ed paraleln\u00ed letov\u00e9 dr\u00e1hy, dostavb\u011b vnit\u0159n\u00edho okruhu, investici do p\u00e1te\u0159n\u00ed s\u00edt\u011b nab\u00edje\u010dek pro elektroauta nebo dostavb\u011b metra D se stanou dv\u011b v\u011bci: Posune se term\u00edn dokon\u010den\u00ed a\u00a0zv\u00fd\u0161\u00ed se cena.<\/p>\n<p class=\"e_bV\">P\u0159\u00edstup hlavn\u00edho m\u011bsta k\u00a0v\u00fdstavb\u011b p\u00e1te\u0159n\u00ed infrastruktury je \u017ealostn\u00fd. Politika\u0159en\u00ed, informa\u010dn\u00ed asymetrie mezi volen\u00fdmi politiky a\u00a0nevolen\u00fdmi \u00fa\u0159edn\u00edky, neochota p\u0159ijmout stanovisko p\u0159i strategick\u00e9m rozhodov\u00e1n\u00ed jsou samy o\u00a0sob\u011b velk\u00fd probl\u00e9m. Kdy\u017e se k\u00a0tomu ale p\u0159id\u00e1 je\u0161t\u011b oblast zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek a\u00a0jejich vyhodnocov\u00e1n\u00ed, vytv\u00e1\u0159\u00ed to smrtonosn\u00fd koktej: pr\u00e1vn\u00ed bitvy, d\u00edry v\u00a0zemi, \u010dasov\u00e9 posuny, zastar\u00e1vaj\u00edc\u00ed technick\u00e1 dokumentace, pen\u00edze na \u00fa\u010dtech, kter\u00e9 po\u017e\u00edr\u00e1 inflace a\u00a0posudky a\u00a0povolen\u00ed, u\u00a0nich\u017e hroz\u00ed pozbyt\u00ed platnosti.<\/p>\n<p class=\"e_bV\">U velk\u00fdch infrastrukturn\u00edch zak\u00e1zek lze pozorovat t\u00e9m\u011b\u0159 pravideln\u00fd vzorec. Ne\u00fasp\u011b\u0161n\u00fd uchaze\u010d se odvol\u00e1v\u00e1, i\u00a0kdy\u017e je jeho \u0161ance na zm\u011bnu v\u00fdsledku velmi n\u00edzk\u00e1. Na prvn\u00ed pohled to m\u016f\u017ee p\u016fsobit jako obstrukce, zhrzenost nebo iracionalita, jde v\u0161ak o\u00a0pom\u011brn\u011b p\u0159edv\u00eddateln\u00e9 chov\u00e1n\u00ed. Firmy nevn\u00edmaj\u00ed vynalo\u017een\u00e9 n\u00e1klady na p\u0159\u00edpravu nab\u00eddky do zak\u00e1zky jako utopen\u00e9 (sunk costs), ale jako \u201euv\u00edznut\u00e9\u201c, tedy takov\u00e9, kter\u00e9 je st\u00e1le je\u0161t\u011b mo\u017en\u00e9 zachr\u00e1nit a\u00a0zhodnotit.<\/p>\n<p class=\"e_bV\">Po ozn\u00e1men\u00ed v\u00fdsledku stoj\u00ed firma p\u0159ed jednoduch\u00fdm rozhodnut\u00edm. Pokud se neodvol\u00e1, jej\u00ed n\u00e1klady na p\u0159\u00edpravu nab\u00eddky z\u016fst\u00e1vaj\u00ed definitivn\u011b ztracen\u00e9. Pokud se odvol\u00e1, nese sice dodate\u010dn\u00e9 n\u00e1klady na spor, ale z\u00edsk\u00e1v\u00e1 malou, av\u0161ak nenulovou \u0161anci na zvrat rozhodnut\u00ed. U\u00a0zak\u00e1zky v\u00a0\u0159\u00e1du des\u00edtek miliard m\u016f\u017ee b\u00fdt i\u00a0velmi n\u00edzk\u00e1 pravd\u011bpodobnost \u00fasp\u011bchu ekonomicky obhajiteln\u00e1, proto\u017ee individu\u00e1ln\u00ed potenci\u00e1ln\u00ed v\u00fdnos je enormn\u011b vysok\u00fd. Naopak individu\u00e1ln\u00ed n\u00e1klady na spor jsou relativn\u011b velmi n\u00edzk\u00e9.<\/p>\n<p class=\"e_bV\">Probl\u00e9m ale je, \u017ee n\u00e1klady tohoto rozhodnut\u00ed nenese pouze firma. Ka\u017ed\u00fd m\u011bs\u00edc zdr\u017een\u00ed velk\u00e9 stavby znamen\u00e1 infla\u010dn\u00ed r\u016fst investi\u010dn\u00edch n\u00e1klad\u016f, odklad u\u017e\u00edv\u00e1n\u00ed stavby lidmi \u010di souvisej\u00edc\u00ed environment\u00e1ln\u00ed a\u00a0ekonomick\u00e9 ztr\u00e1ty. Tyto n\u00e1klady jsou pak rozpt\u00fdlen\u00e9 mezi da\u0148ov\u00e9 poplatn\u00edky, firma je do sv\u00e9ho rozhodov\u00e1n\u00ed nezahrnuje, proto\u017ee je nenese p\u0159\u00edmo\u00a0\u2013 reputa\u010dn\u00ed sankce za zdr\u017eov\u00e1n\u00ed b\u00fdvaj\u00ed slab\u00e9.<\/p>\n<p class=\"e_bV\">Kolik \u010dten\u00e1\u0159\u016f v\u00ed, \u017ee konsorcium Porr, Vinci a\u00a0Marti, nebo firma Strabag opakovan\u011b zpochyb\u0148uje v\u00fdsledky v\u00fdb\u011brov\u00e9ho \u0159\u00edzen\u00ed na metro D? A\u00a0kdyby to v\u011bd\u011bli a\u00a0zdr\u017eov\u00e1n\u00ed v\u00fdstavby jim vadilo, co s\u00a0t\u00edm jako spot\u0159ebitel\u00e9 mohou ud\u011blat? Nic, dom\u00e1cnosti nenakupuj\u00ed d\u00e1lnice, mosty nebo tunely metra.<\/p>\n<p class=\"e_bV\">Nejde o\u00a0mor\u00e1ln\u00ed selh\u00e1n\u00ed jednotliv\u00fdch akt\u00e9r\u016f, ale o\u00a0syst\u00e9m pob\u00eddek, kter\u00fd produkuje spole\u010densky n\u00e1kladnou rovnov\u00e1hu. Pod\u00e1n\u00ed n\u00e1mitek nep\u0159in\u00e1\u0161\u00ed firm\u011b v\u00fdznamn\u00e9 reputa\u010dn\u00ed \u010di finan\u010dn\u00ed riziko, zat\u00edmco i\u00a0mal\u00e1 \u0161ance na z\u00edsk\u00e1n\u00ed zak\u00e1zky p\u0159edstavuje vysok\u00fd potenci\u00e1ln\u00ed v\u00fdnos. Blokov\u00e1n\u00ed je tak p\u0159edv\u00eddateln\u00fdm chov\u00e1n\u00edm.<\/p>\n<p>Astronomick\u00e9 n\u00e1klady \u201enev\u00fdstavby\u201c<\/p>\n<p class=\"e_bV\">Vezm\u011bme si zm\u00edn\u011bn\u00e9 metro D. Sout\u011b\u017e na nov\u00e9 metro byla vyps\u00e1na v\u00a0\u010dervnu 2022.\u00a0Nab\u00eddky byly pod\u00e1ny v\u00a0prosinci t\u00e9ho\u017e roku. K\u00a0dne\u0161n\u00edmu dni m\u00e1 projekt v\u00edce ne\u017e 2\u00a0roky zpo\u017ed\u011bn\u00ed. A\u00a0re\u00e1ln\u011b hroz\u00ed dal\u0161\u00ed jeden a\u017e dva roky, v\u00a0p\u0159\u00edpad\u011b zru\u0161en\u00ed sout\u011b\u017ee, po \u010dem\u017e n\u011bkte\u0159\u00ed zcela iracion\u00e1ln\u011b volaj\u00ed. Nejde p\u0159itom o\u00a0technick\u00fd nebo administrativn\u00ed probl\u00e9m. Zpo\u017ed\u011bn\u00ed v\u00a0realizaci p\u0159edstavuje ka\u017edoro\u010dn\u011b velmi v\u00fdznamn\u00e9 spole\u010densk\u00e9 n\u00e1klady.<\/p>\n<p>Souvislosti<a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/domaci-zivot-v-cesku-praha-2026-jak-se-metropole-promeni-v-pristim-roce-294728\" class=\"e_n f_lY\" rel=\"nofollow noopener\" target=\"_blank\"><img fetchpriority=\"high\" height=\"1687\"   width=\"3000\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/0746.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bV\">Pokud vych\u00e1z\u00edme ze standardn\u00ed metodiky hodnocen\u00ed dopravn\u00edch staveb (CBA), lze identifikovat t\u0159i hlavn\u00ed polo\u017eky:<\/p>\n<p class=\"e_bV\">Nejv\u011bt\u0161\u00ed \u010d\u00e1st tvo\u0159\u00ed ztr\u00e1ta \u010dasu cestuj\u00edc\u00edch. P\u0159i realistick\u00e9m p\u0159edpokladu zhruba 160\u00a0tis\u00edc cestuj\u00edc\u00edch denn\u011b, pr\u016fm\u011brn\u00e9 \u00faspo\u0159e 12\u00a0minut na osobu a\u00a0hodnot\u011b \u010dasu odpov\u00eddaj\u00edc\u00ed b\u011b\u017en\u00fdm \u010desk\u00fdm anal\u00fdz\u00e1m vych\u00e1z\u00ed ro\u010dn\u00ed spole\u010densk\u00e1 ztr\u00e1ta na 4,5\u00a0a\u017e 6\u00a0miliard korun. U\u00a0dopravn\u00edch projekt\u016f pr\u00e1v\u011b \u010dasov\u00e9 \u00faspory standardn\u011b tvo\u0159\u00ed v\u011bt\u0161inu spole\u010densk\u00fdch p\u0159\u00ednos\u016f\u00a0\u2013 jejich \u201en\u00e1klad\u201c ale nikdo p\u0159\u00edmo neplat\u00ed, je rozprost\u0159en do cel\u00e9 spole\u010dnosti, proto na n\u011bj exekutiva ani jednotliv\u00ed \u00fa\u010dastn\u00edci zak\u00e1zek neberou ohled.<\/p>\n<p class=\"e_bV\">Druhou polo\u017ekou jsou externality silni\u010dn\u00ed dopravy. Bez metra z\u016fst\u00e1v\u00e1 \u010d\u00e1st p\u0159epravn\u00edch proud\u016f na p\u0159et\u00ed\u017een\u00fdch radi\u00e1l\u00e1ch, co\u017e znamen\u00e1 vy\u0161\u0161\u00ed emise, hluk, nehody a\u00a0n\u00e1klady z\u00a0kongesc\u00ed. P\u0159i konzervativn\u00edch p\u0159edpokladech (cca 8\u201310\u00a0tis\u00edc j\u00edzd autem denn\u011b nav\u00edc, pr\u016fm\u011brn\u00e1 d\u00e9lka cesty 8\u00a0km a\u00a0extern\u00ed n\u00e1klady 10\u00a0K\u010d\/km) vych\u00e1z\u00ed ro\u010dn\u00ed dopad na 2\u00a0a\u017e 3\u00a0miliardy korun (v tomto \u010d\u00edsle z\u00e1m\u011brn\u011b nen\u00ed zapo\u010d\u00edt\u00e1n \u010das \u0159idi\u010d\u016f, aby nedoch\u00e1zelo ke dvoj\u00edmu zapo\u010d\u00edt\u00e1n\u00ed ztr\u00e1ty \u010dasu cestuj\u00edc\u00edch).<\/p>\n<p class=\"e_bV\">T\u0159et\u00ed v\u00fdznamnou polo\u017ekou je re\u00e1ln\u00e9 zdra\u017eov\u00e1n\u00ed zb\u00fdvaj\u00edc\u00ed \u010d\u00e1sti investice. Pokud zb\u00fdv\u00e1 dokon\u010dit p\u0159ibli\u017en\u011b 70\u00a0miliard korun stavebn\u00edch prac\u00ed cel\u00e9ho projektu metra D (Depo P\u00edsnice\u00a0\u2013 N\u00e1m\u011bst\u00ed m\u00edru) a\u00a0re\u00e1ln\u00fd r\u016fst stavebn\u00edch n\u00e1klad\u016f dosahuje kolem 4\u00a0% ro\u010dn\u011b, znamen\u00e1 ka\u017ed\u00fd rok odkladu dodate\u010dn\u00e9 n\u00e1klady zhruba 2,5\u00a0a\u017e 3,5\u00a0miliardy korun. V\u00a0p\u0159\u00edpad\u011b, \u017ee n\u00e1klady rostou rychleji, m\u016f\u017ee se zvy\u0161ovat pravd\u011bpodobnost toho, \u017ee k\u00a0realizaci ani nedojde. N\u011bkte\u0159\u00ed politici dokonce s\u00e1zej\u00ed na to, \u017ee pak by mohlo doj\u00edt ke zlevn\u011bn\u00ed stavby\u00a0\u2013 to je ale v\u00a0prost\u0159ed\u00ed rostouc\u00edch cen stavebn\u00edch prac\u00ed i\u00a0stavebn\u00edch materi\u00e1l\u016f naprosto naivn\u00ed p\u0159edstava.<\/p>\n<p>P\u0159e\u010dt\u011bte si<a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/domaci-politika-komentar-babisova-vlada-rozdeluje-a-panuje-301992\" class=\"e_n f_lY\" rel=\"nofollow noopener\" target=\"_blank\"><img height=\"1152\"   width=\"2048\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/1773992108_469_premier-andrej-babis-vlada-cr-vlada.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bV\">Souhrnn\u011b tak zpo\u017ed\u011bn\u00ed metra D p\u0159edstavuje ro\u010dn\u00ed spole\u010denskou ztr\u00e1tu p\u0159ibli\u017en\u011b 9\u00a0a\u017e 12\u00a0miliard korun (v cen\u00e1ch roku 2026). P\u0159i p\u011btilet\u00e9m zpo\u017ed\u011bn\u00ed jde tak zhruba o\u00a050\u00a0miliard korun v\u00a0sou\u010dasn\u00e9 hodnot\u011b cen. Je p\u0159itom d\u016fle\u017eit\u00e9 zd\u016fraznit, \u017ee tento odhad je z\u00e1m\u011brn\u011b konzervativn\u00ed. Nejsou v\u00a0n\u011bm zahrnuty \u0161ir\u0161\u00ed ekonomick\u00e9 dopady na rozvoj ji\u017en\u00ed \u010d\u00e1sti m\u011bsta, vliv na ceny nemovitost\u00ed, mo\u017en\u00e9 da\u0148ov\u00e9 efekty, provozn\u00ed \u00faspory dopravn\u00edho podniku, ani dlouhodob\u00e9 urbanistick\u00e9 a\u00a0struktur\u00e1ln\u00ed dopady na dostupnost pracovn\u00edch p\u0159\u00edle\u017eitost\u00ed.<\/p>\n<p class=\"e_bV\">Z projektov\u00e9ho hlediska ov\u0161em zdr\u017eov\u00e1n\u00ed v\u00fdstavby znamen\u00e1 je\u0161t\u011b dal\u0161\u00ed probl\u00e9my. T\u00edm z\u00e1sadn\u00edm je, \u017ee na sebe nebudou navazovat I. a\u00a0II. f\u00e1ze v\u00fdstavby. V\u00a0takov\u00e9m p\u0159\u00edpad\u011b mus\u00ed b\u00fdt staveni\u0161t\u011b zakonzervov\u00e1no (\u010derp\u00e1n\u00ed vody, zaji\u0161t\u011bn\u00ed vstup\u016f ostraha\u2026) co\u017e stoj\u00ed des\u00edtky milion\u016f K\u010d m\u011bs\u00ed\u010dn\u011b. Za rok jsme ve stovk\u00e1ch milion\u016f, za v\u00edcelet\u00e9 zpo\u017ed\u011bn\u00ed \u00fa\u010dtujeme klidn\u011b op\u011bt v\u00a0miliard\u00e1ch. V\u00a0neposledn\u00ed \u0159ad\u011b m\u00e1 zpo\u017ed\u011bn\u00ed vliv na dal\u0161\u00ed tendry syst\u00e9m\u016f, dod\u00e1vky technologi\u00ed a\u00a0vlakov\u00fdch souprav\u00a0\u2013 jak\u00e9koliv posuny nebo dal\u0161\u00ed zru\u0161en\u00ed jen kumuluje ztr\u00e1tu.<\/p>\n<p class=\"e_bV\">Asi jste pochopili, co jsem cht\u011bl demonstrovat. Nen\u00ed pravdou, \u017ee n\u00e1klady, kter\u00e9 nejsou \u00fa\u010detn\u00edmi n\u00e1klady (a tud\u00ed\u017e je Praha nemus\u00ed platit), bychom nem\u011bli vn\u00edmat. Ji\u017e nyn\u00ed je jasn\u00e9, \u017ee minim\u00e1ln\u011b dva roky nedo\u017eeneme, n\u00e1klady vznikly a\u00a0budou muset b\u00fdt uhrazeny. Zpo\u017ed\u011bn\u00ed investic je jedna z\u00a0nejv\u011bt\u0161\u00edch ka\u017edoro\u010dn\u00edch skryt\u00fdch ztr\u00e1t, kter\u00e9 Praha v\u00a0oblasti ve\u0159ejn\u00fdch investic aktu\u00e1ln\u011b nese. A\u00a0nen\u00ed to udr\u017eiteln\u00e9.<\/p>\n<p>Stav\u011bt, investovat, posouvat, ale jak?<\/p>\n<p class=\"e_bV\">Prob\u00edhaj\u00edc\u00ed spor o\u00a0metro D by se m\u011bl vy\u0159e\u0161it co nejd\u0159\u00edve. Ve v\u0161eobecn\u00e9m z\u00e1jmu je uzav\u0159en\u00ed v\u00fdb\u011brov\u00e9ho \u0159\u00edzen\u00ed a\u00a0podeps\u00e1n\u00ed smlouvy. Diskutovan\u00e9 zru\u0161en\u00ed sout\u011b\u017ee, kter\u00e9 je t\u0159e\u0161ni\u010dkou na dortu alibismu a\u00a0ekonomick\u00e9ho analfabetismu, by byla ta nejhor\u0161\u00ed varianta. Spol\u00e9hat na levn\u011bj\u0161\u00ed nab\u00eddky m\u016f\u017ee toti\u017e jen sn\u00edlek. A\u00a0pokud se sout\u011b\u017e zru\u0161\u00ed a\u00a0vyp\u00ed\u0161e se znovu, jak\u00e1 je z\u00e1ruka, \u017ee se nedostaneme do \u00fapln\u011b stejn\u00e9 situace, jen s\u00a0v\u00fdhledem na metro D v\u00a0druh\u00e9 polovin\u011b stolet\u00ed? Odpov\u011b\u010f zn\u00ed: \u017d\u00e1dn\u00e1. Mechanismy odvol\u00e1n\u00ed, obstrukc\u00ed a\u00a0kasa\u010dn\u00edch st\u00ed\u017enost\u00ed z\u016fst\u00e1vaj\u00ed stejn\u00e9.<\/p>\n<p class=\"e_bV\">Sou\u010dasn\u00fd stav je zkr\u00e1tka neudr\u017eiteln\u00fd. Ne\u00fasp\u011b\u0161n\u00fd uchaze\u010d se chov\u00e1 podle nastaven\u00fdch pob\u00eddek. Ekonomick\u00e1 odpov\u011b\u010f proto nespo\u010d\u00edv\u00e1 v\u00a0omezov\u00e1n\u00ed pr\u00e1va na p\u0159ezkum, ale ve zm\u011bn\u011b v\u00fdplatn\u00ed struktury hry.<\/p>\n<p class=\"e_bV\">Jednou mo\u017enost\u00ed je \u201ebi\u010d\u201c\u00a0\u2013 tedy zv\u00fd\u0161en\u00ed n\u00e1klad\u016f na zjevn\u011b obstruk\u010dn\u00ed spory. V\u00a0\u010desk\u00e9m pr\u00e1vu ji\u017e existuje institut kauce p\u0159i pod\u00e1n\u00ed n\u00e1vrhu k\u00a0\u00da\u0159adu pro ochranu hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ee; ot\u00e1zkou je sp\u00ed\u0161e jej\u00ed v\u00fd\u0161e a\u00a0procesn\u00ed nastaven\u00ed.
