S\u017d definitivn\u011b zru\u0161ila nejv\u011bt\u0161\u00ed sout\u011b\u017e na instalaci ETCS"},"content":{"rendered":"<p>\n                                        Spr\u00e1va \u017eeleznic zak\u00e1zku na instalaci ETCS na Levob\u0159e\u017ece nov\u011b rozd\u011bl\u00ed na technologickou a stavebn\u00ed \u010d\u00e1st.                                     <\/p>\n<p>Skon\u010dila jedna z nejd\u00e9le b\u011b\u017e\u00edc\u00edch sout\u011b\u017e\u00ed v \u010desk\u00e9 doprav\u011b. Spr\u00e1va \u017eeleznic ozn\u00e1mila zru\u0161en\u00ed zad\u00e1vac\u00edho \u0159\u00edzen\u00ed na dodavatele evropsk\u00e9ho zabezpe\u010dova\u010de ETCS pro takzvanou levob\u0159e\u017eku, tedy koridorovou tra\u0165 z Kralup nad Vltavou a\u017e po st\u00e1tn\u00ed hranici s N\u011bmeckem. Od vyps\u00e1n\u00ed sout\u011b\u017ee s odhadovanou hodnotou 12,3 miliardy korun uplynuly o v\u00edkendu p\u0159esn\u011b t\u0159i roky.<\/p>\n<p>Zru\u0161en\u00ed vypl\u00fdv\u00e1 z ozn\u00e1men\u00ed ve <a href=\"https:\/\/vvz.nipez.cz\/text-formular\/2ad0483f-0b0c-420c-8f57-c0567d6d4f0f\" target=\"_blank\" rel=\"noopener nofollow\">v\u011bstn\u00edku ve\u0159ejn\u00fdch zak\u00e1zek<\/a>, d\u016fvody v n\u011bm nejsou nijak pops\u00e1ny. Podle Spr\u00e1vy \u017eeleznic b\u011b\u017e\u00ed je\u0161t\u011b lh\u016fty na pod\u00e1n\u00ed odvol\u00e1n\u00ed, na <a href=\"https:\/\/zakazky.spravazeleznic.cz\/contract_display_12790.html\" target=\"_blank\" rel=\"noopener nofollow\">profilu zadavatele<\/a> zat\u00edm p\u00edsemn\u00e1 zpr\u00e1va zadavatele chyb\u00ed.<\/p>\n<p>Konec sout\u011b\u017ee avizovalo u\u017e na po\u010d\u00e1tku roku nov\u00e9 veden\u00ed ministerstva dopravy a Spr\u00e1vy \u017eeleznic.<\/p>\n<p><a href=\"https:\/\/zdopravy.cz\/nejdelsi-soutez-na-ceske-zeleznici-vyber-firmy-na-etcs-podel-labe-trva-tri-roky-stat-resi-rozdeleni-271480\/\" rel=\"nofollow noopener\" target=\"_blank\">Nejdel\u0161\u00ed sout\u011b\u017e na \u010desk\u00e9 \u017eeleznici. V\u00fdb\u011br firmy na ETCS pod\u00e9l Labe trv\u00e1 t\u0159i roky, st\u00e1t \u0159e\u0161\u00ed rozd\u011blen\u00ed<\/a><\/p>\n<p>Zru\u0161it a rozd\u011blit<\/p>\n<p>Zad\u00e1vac\u00ed \u0159\u00edzen\u00ed bylo prvn\u00edm pokusem p\u0159edchoz\u00ed vl\u00e1dy ukon\u010dit takzvanou sal\u00e1movou metodu instalace ETCS. Spr\u00e1va \u017eeleznic rozdrobila u jin\u00fdch \u010d\u00e1st\u00ed trat\u00ed jednotliv\u00e9 \u00faseky na men\u0161\u00ed \u010d\u00e1sti. Ty byly rozsahem neatraktivn\u00ed pro velk\u00e9 hr\u00e1\u010de dod\u00e1vaj\u00edc\u00ed ETCS. Sou\u010d\u00e1st\u00ed zak\u00e1zky byla nejen instalace, ale i pom\u011brn\u011b rozs\u00e1hl\u00e9 rekonstrukce cel\u00e9 trati. V praxi se tak zahrani\u010dn\u00ed v\u00fdrobci zabezpe\u010dova\u010de museli spojit s n\u011bjakou z tuzemsk\u00fdch stavebn\u00edch firem.<\/p>\n<p>Do sout\u011b\u017ee p\u0159i\u0161ly nab\u00eddky od t\u0159\u00ed sdru\u017een\u00ed. Jedno vedlo A\u017dD Praha, u kter\u00e9ho dosud kon\u010dily jako u jedin\u00e9ho \u00fa\u010dastn\u00edka v\u0161echny zak\u00e1zky. V dal\u0161\u00edch sdru\u017een\u00edch byl Siemens a Alstom, nejv\u011bt\u0161\u00ed hr\u00e1\u010di v oboru. Alstom jako nejv\u011bt\u0161\u00ed v\u00fdrobce ETCS na sv\u011bt\u011b nakonec pro \u00fadajn\u011b nedostate\u010dn\u00e9 reference nepro\u0161el s\u00edtem kvalifikace. Zak\u00e1zku n\u00e1sledn\u011b zdr\u017eovalo A\u017dD Praha ne\u00fasp\u011b\u0161n\u00fdm pod\u00e1n\u00edm k \u00da\u0159adu pro ochranu hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ee. Otev\u0159en\u00ed konkurenci toti\u017e mohlo uk\u00e1zat, zda Spr\u00e1va \u017eeleznic nepo\u0159izovala dosud ETCS zbyte\u010dn\u011b draho. Odhadovan\u00e1 hodnota cel\u00e9 zak\u00e1zky byla 12,3 miliardy korun, podle informac\u00ed den\u00edku Zdopravy.cz od dvou sdru\u017een\u00ed v sout\u011b\u017ei p\u0159ich\u00e1zely indikativn\u00ed nab\u00eddky za v\u00edce ne\u017e dvojn\u00e1sobnou hodnotu.<\/p>\n<p>Spr\u00e1va \u017eeleznic nyn\u00ed pl\u00e1nuje zak\u00e1zku rozd\u011blit.
