M\u00e1 za sebou 100 dn\u00ed na ministerstvu, a tak jsme ve spole\u010dn\u00e9m rozhovoru prob\u00edrali, co chce konkr\u00e9tn\u011b v \u010desk\u00e9 doprav\u011b zm\u011bnit. Stav ministerstva, kter\u00e9 koncem lo\u0148sk\u00e9ho roku p\u0159evzal, ho pr\u00fd nep\u0159ekvapil. Roky se podle n\u011bj mluv\u00ed o st\u00e1le stejn\u00fdch probl\u00e9mech, kter\u00e9 po\u0159\u00e1d nejsou vy\u0159e\u0161eny.<\/p>\n<p>\u201e\u010cesk\u00e9 dr\u00e1hy vypadaj\u00ed l\u00e9pe ne\u017e p\u0159ed patn\u00e1cti, p\u0159ed deseti i p\u0159ed p\u011bti lety, kdy jsem je vedl. P\u0159ibylo hodn\u011b nov\u00fdch vlak\u016f a mysl\u00edm si, \u017ee d\u011blaj\u00ed svou pr\u00e1ci spr\u00e1vn\u011b. Kl\u00ed\u010dov\u00e9 bude, jak usp\u011bj\u00ed v megatendru St\u0159edo\u010desk\u00e9ho kraje a Prahy. Bav\u00edme se o sout\u011b\u017ei, jakou \u010desk\u00e1 realita je\u0161t\u011b neza\u017eila,\u201c \u0159\u00edk\u00e1 o st\u00e1tem vlastn\u011bn\u00fdch \u010cesk\u00fdch drah\u00e1ch v podcastu Ivan Bedn\u00e1rik.<\/p>\n<p><a href=\"https:\/\/zdopravy.cz\/finale-souboje-o-nove-vlaky-pro-prahu-a-okoli-vyrobci-maji-posledni-tydny-na-nabidky-276725\/\" rel=\"nofollow noopener\" target=\"_blank\">Fin\u00e1le souboje o nov\u00e9 vlaky pro Prahu a okol\u00ed. V\u00fdrobci maj\u00ed posledn\u00ed t\u00fddny na nab\u00eddky<\/a><\/p>\n<p>A dod\u00e1v\u00e1: \u201eNejv\u011bt\u0161\u00ed b\u0159emeno pro \u010cesk\u00e9 dr\u00e1hy nebyla \u017eelezni\u010dn\u00ed nostalgie, jsou to n\u00e1klady na byrokracii. A za t\u00edm si stoj\u00edm. Pokud m\u00e1te ans\u00e1mbl lid\u00ed v po\u010dtu a v n\u00e1kladech, kter\u00e9 tam dnes jsou, tak m\u00e1te kouli na noze a nem\u016f\u017eete \u0161tik\u00e1m na trhu konkurovat.\u201c<\/p>\n<p>Detailn\u011b v rozhovoru prob\u00edr\u00e1me situaci v n\u00e1kladn\u00ed doprav\u011b na \u017eeleznici i jak j\u00ed pomoci. Aktu\u00e1ln\u011b nen\u00ed podle ministra \u017e\u00e1dn\u00e9 st\u00e1tem vlastn\u011bn\u00e9 cargo v Evrop\u011b v zisku. \u201eUd\u011bl\u00e1m v\u0161e proto, aby ne\u0161la n\u00e1kladn\u00ed \u017eelezni\u010dn\u00ed doprava v cel\u00e9 Evropsk\u00e9 unii do kopru. Proto\u017ee pokud p\u016fjde, tak tam p\u016fjde i cel\u00e1 unie a jej\u00ed pr\u016fmysl. Pak tu z\u016fstane jen skanzen. Nemysl\u00edm, \u017ee se vydali za p\u0159edchoz\u00ed vl\u00e1dy spr\u00e1vnou cestou. Na n\u00e1kladn\u00ed dopravu se zapomn\u011blo a nechalo se na n\u00ed, a\u0165 se s t\u00edm vypo\u0159\u00e1d\u00e1,\u201c \u0159\u00edk\u00e1 v\u00a0podcastu velmi d\u016frazn\u011b Ivan Bedn\u00e1rik.<\/p>\n<p>Doplnil tak\u00e9, \u017ee cargu nejv\u00edce pom\u016f\u017ee, \u017ee se za\u010dne chovat jako klasick\u00e1 obchodn\u00ed firma. Mluvit se sv\u00fdmi z\u00e1kazn\u00edky a sna\u017eit se domlouvat ve stylu \u201eCo pot\u0159ebuje\u0161, mil\u00fd z\u00e1kazn\u00edku.\u201c<\/p>\n<p>Konkr\u00e9tn\u00ed kroky, jak mohou st\u00e1ty Evropsk\u00e9 unie pomoci n\u00e1kladn\u00ed doprav\u011b na \u017eeleznici, a o co se ministr bude sna\u017eit, si poslechn\u011bte v\u00a0rozhovoru. M\u016f\u017eete si ho pustit n\u00ed\u017ee na str\u00e1nce.<\/p>\n<p>Prob\u00edr\u00e1me tak\u00e9 t\u00e9ma vodn\u00ed dopravy \u2013 plavebn\u00ed stupe\u0148 D\u011b\u010d\u00edn \u010di budoucnost \u010desk\u00e9ho p\u0159\u00edstavn\u00edho \u00fazem\u00ed v Hamburku. A tak\u00e9 zm\u011bny v implementa\u010dn\u00edm pl\u00e1nu ETCS, kter\u00fd dostal za \u00fakol od ministra aktualizovat ministersk\u00fd \u0159editel Odboru dr\u00e1\u017en\u00ed dopravy Jind\u0159ich Ku\u0161n\u00edr.<\/p>\n<p>\u201eNedostal zad\u00e1n\u00ed jen na p\u0159epracov\u00e1n\u00ed implementa\u010dn\u00edho pl\u00e1nu ETCS, ale tak\u00e9 na elektrifikaci, a\u0165 je jasno, kdy a kde bude elektrifikov\u00e1no. A dostal i t\u0159et\u00ed \u00fakol: kdy budeme p\u0159ep\u00ednat stejnosm\u011br na st\u0159\u00eddavinu. Ty t\u0159i ukazatele mus\u00ed b\u00fdt z\u00e1kladn\u00ed informac\u00ed, kterou mus\u00edme m\u00edt zve\u0159ejn\u011bnu a mus\u00edme ji dodr\u017eovat. V implementa\u010dn\u00edm pl\u00e1nu ETCS jsou u\u017e dnes d\u00edry, proto\u017ee se to ned\u00e1 stihnout. P\u0159\u00edslib m\u00e1m, \u017ee to bude do m\u011bs\u00edce \u010di dvou. Te\u010f \u010dek\u00e1m u\u017e t\u0159i m\u011bs\u00edce a je\u0161t\u011b to nen\u00ed dod\u011bl\u00e1no, proto\u017ee tam vstupuje i Spr\u00e1va \u017eeleznic a ostatn\u00ed,\u201c popisuje Ivan Bedn\u00e1rik.<\/p>\n<p>Diskutujeme tak\u00e9 pravidla lobbingu, zastaven\u00ed r\u016fstu cen d\u00e1lni\u010dn\u00edch zn\u00e1mek, slevy pro studenty a seniory, zvy\u0161ov\u00e1n\u00ed rychlosti na silnic\u00edch prvn\u00edch t\u0159\u00edd, udr\u017eitelnost maxim\u00e1ln\u00ed rychlosti 150 km\/h na vybran\u00fdch \u00fasec\u00edch d\u00e1lnic, jeho budouc\u00ed p\u0159edstavy o pr\u00e1ci kontroln\u00edch jednotek INSID, ale tak\u00e9 pro\u010d podle ministra nen\u00ed syst\u00e9mov\u00e9 dotovat cenu nafty sn\u00ed\u017een\u00edm spot\u0159ebn\u00ed dan\u011b. \u201eEvropsk\u00e1 komise umo\u017en\u00ed dotaci max 1 korunu 70 hal\u00e9\u0159\u016f na litr. Nic to nevy\u0159e\u0161\u00ed,\u201c uvedl ministr.<\/p>\n<p>A tak\u00e9 mluv\u00edme o m\u00fdtn\u00e9m. \u201ePokud chci prosadit dispe\u010derizaci \u0159\u00edzen\u00ed kapacity kamion\u016f a t\u011b\u017ek\u00e9 vozby po \u010desk\u00fdch silnic\u00edch 1. t\u0159\u00edd a d\u00e1lnic\u00edch, tak pot\u0159ebuji m\u00edt jinak uchopen\u00fd provoz m\u00fdta. Te\u010f prob\u00edh\u00e1 intern\u00ed diskuse na ministerstvu, jak m\u00e1 vypadat sout\u011b\u017e na poskytovatele m\u00fdta na roky 2030-2040. Zjistili jsme, \u017ee jak to uchopil m\u016fj p\u0159edch\u016fdce, tak n\u00e1s to odsuzuje ke stejn\u00e9 cest\u011b jako doposud. Mohli bychom zapomenout na digitalizaci a nov\u00e9 technologie.
