Doned\u00e1vna byl veden\u00fd na jeho maminku, o\u00a0kterou se l\u00e9ta staral. Po jej\u00ed smrti dostal novou smlouvu na dva roky a\u00a0obecn\u00ed byt si na sv\u00e9 n\u00e1klady opravil. \u201eAle te\u010f mi novou smlouvu prodlou\u017eit necht\u011bj\u00ed. Do konce roku se m\u00e1m st\u011bhovat,\u201c podivuje se. <\/p>\n<p class=\"e_bV\">D\u016fvod? Radnice v\u00a0Kr\u00e1lov\u011b Poli si toti\u017e striktn\u011b vylo\u017eila doporu\u010duj\u00edc\u00ed metodiku m\u011bsta. Bytov\u00fd odbor brn\u011bnsk\u00e9ho magistr\u00e1tu ji v\u00a0tichosti zavedl loni v\u00a0\u010dervnu. Ud\u00e1v\u00e1 rozlohu i\u00a0dispozici bytu p\u0159im\u011b\u0159en\u011b k\u00a0po\u010dtu lid\u00ed, kte\u0159\u00ed v\u00a0n\u011bm \u017eij\u00ed. A\u00a0vznikla tak jako odpov\u011b\u010f na \u017e\u00e1dost m\u011bstsk\u00fdch \u010d\u00e1st\u00ed, kter\u00e9 se do\u017eadovaly up\u0159esn\u011bn\u00ed, jak definovat \u201ep\u0159im\u011b\u0159en\u00fd byt\u201c.<\/p>\n<p class=\"e_bV\">Jeden \u010dlov\u011bk tak nem\u00e1 \u017e\u00edt v\u00a0m\u011bstsk\u00e9m byt\u011b v\u011bt\u0161\u00edm ne\u017e 45\u00a0metr\u016f \u010dtvere\u010dn\u00edch. Jen\u017ee jednotliv\u00e9 m\u011bstsk\u00e9 \u010d\u00e1sti si doporu\u010duj\u00edc\u00ed stanovisko vzaly po sv\u00e9m. Ve v\u011bt\u0161in\u011b p\u0159\u00edpad\u016f do star\u0161\u00edch smluv nesahaj\u00ed, v\u00a0Kr\u00e1lov\u011b Poli v\u0161ak pana Iva st\u011bhuj\u00ed kv\u016fli tomu, \u017ee jeho dosavadn\u00ed jednotka 2+1\u00a0nevyhovuje tabulk\u00e1m o\u00a015\u00a0metr\u016f \u010dtvere\u010dn\u00edch. <\/p>\n<p class=\"e_bV\">P\u0159i p\u0159episu n\u00e1jemn\u00ed smlouvy doporu\u010duj\u00edc\u00ed metodika je\u0161t\u011b neexistovala. Kdy\u017e mu \u00fa\u0159edn\u00edci d\u00e1vali smlouvu na dva roky, o\u00a0tom, \u017ee by se po uplynut\u00ed lh\u016fty m\u011bl p\u0159esouvat do men\u0161\u00edho bytu, nem\u011bl tu\u0161en\u00ed. \u201eKdy\u017e jsem se ptal, co bude za dva roky, \u0159ekli mi, \u017ee pokud nebude probl\u00e9m nap\u0159\u00edklad s\u00a0neplacen\u00edm, automaticky se smlouva o\u00a0dal\u0161\u00ed dva roky prodlou\u017e\u00ed,\u201c hl\u00e1s\u00ed. P\u0159ed rokem tak dokonce do oprav bytu investoval bezm\u00e1la sto tis\u00edc korun. <\/p>\n<p class=\"e_bV\">Magistr\u00e1tn\u00ed pravidla d\u0159\u00edve stanovila radnic\u00edm, \u017ee maj\u00ed n\u00e1jemn\u00edk\u016fm prodlu\u017eovat smlouvy ve chv\u00edli, kdy krom\u011b spln\u011bn\u00ed povinn\u00fdch pravidel je byt pro obyvatele velikostn\u011b \u201ep\u0159im\u011b\u0159en\u00fd\u201c.  Co p\u0159im\u011b\u0159en\u00fd byt p\u0159esn\u011b znamen\u00e1, ale do lo\u0148sk\u00e9ho l\u00e9ta nespecifikovala.<\/p>\n<p class=\"e_bV\">Brn\u011bnsk\u00fd magistr\u00e1t tak \u00fa\u0159ad\u016fm p\u0159ed t\u0159i\u010dtvrt\u011b rokem poskytnul tabulku, kter\u00e1 ur\u010duje p\u0159im\u011b\u0159enou v\u00fdm\u011bru i\u00a0dispozici bytu. Podle n\u00ed by tak na plo\u0161e v\u011bt\u0161\u00ed ne\u017e 55\u00a0metr\u016f \u010dtvere\u010dn\u00edch nebo ve 3+1\u00a0nem\u011bla \u017e\u00edt dvojice. Takov\u00fd byt u\u017e maj\u00ed ob\u00fdvat alespo\u0148 t\u0159i lid\u00e9. S\u00e1m by pak m\u011bl \u010dlov\u011bk bydlet v\u00a0byt\u011b men\u0161\u00edm ne\u017e 45\u00a0metr\u016f \u010dtvere\u010dn\u00edch.<\/p>\n<p>P\u0159im\u011b\u0159en\u00fdm bytem je:Po\u010det osob v dom\u00e1cnostiMaxim\u00e1ln\u00ed v\u00fdm\u011bra v\u00a0m2Maxim\u00e1ln\u00ed dispozice1451+12552+13703+14 a v\u00edceneomezenoneomezeno<\/p>\n<p class=\"e_bV\">Zdroj: Magistr\u00e1t m\u011bsta Brna<\/p>\n<p class=\"e_bV\">M\u011bstsk\u00fdm \u010d\u00e1stem ale m\u011bsto povinnost tabulku dodr\u017eovat neulo\u017eilo, podle magistr\u00e1tu mohou jednotliv\u00e9 \u00fa\u0159ady zohled\u0148ovat specifick\u00e9 podm\u00ednky. \u201eJedn\u00e1 se pouze o\u00a0doporu\u010den\u00ed,\u201c zd\u016fraz\u0148uje Radka Loukotov\u00e1 z\u00a0tiskov\u00e9ho centra magistr\u00e1tu.<\/p>\n<p class=\"e_bV\">To potvrzuje i\u00a0n\u00e1m\u011bstkyn\u011b prim\u00e1torky pro bytovou problematiku Karin Podiv\u00ednsk\u00e1 (neza\u0159azen\u00e1, d\u0159\u00edve ANO). \u201eStriktn\u00ed to nen\u00ed. Rady m\u011bstsk\u00fdch \u010d\u00e1st\u00ed jsou samostatn\u00e9 org\u00e1ny, tak\u017ee pokud ony rozhodnou, \u017ee nad\u00e1le jeden \u010dlov\u011bk m\u016f\u017ee b\u00fdt ve velk\u00e9m byt\u011b, tak je to jedin\u011b na nich. Nen\u00ed to vy\u017eadov\u00e1no z\u00a0pozice m\u011bsta.\u201c<\/p>\n<p>Neshody mezi \u00fa\u0159ady i\u00a0magistr\u00e1tem<\/p>\n<p class=\"e_bV\">Striktnost v\u00a0p\u0159\u00edstupu k\u00a0metodice se tak v\u00a0n\u011bkter\u00fdch m\u011bstsk\u00fdch \u010d\u00e1stech r\u016fzn\u00ed a\u00a0mezi jednotliv\u00fdmi \u00fa\u0159ady nen\u00ed shoda. \u201eTak my bychom ho nikam ur\u010dit\u011b st\u011bhovat necht\u011bli,\u201c reaguje m\u00edstostarosta Brna-sever Martin Cibula (SOL). Kdyby tak pan Ivo bydlel o\u00a0\u010dtvr\u0165 vedle, dost mo\u017en\u00e1 by byt, ve kter\u00e9m \u017eil t\u00e9m\u011b\u0159 p\u016fl stolet\u00ed, opustit te\u010f nemusel. <\/p>\n<p class=\"e_bV\">\u201eZa m\u011b se jedn\u00e1 \u010dist\u011b o\u00a0doporu\u010den\u00ed p\u0159i p\u0159id\u011blov\u00e1n\u00ed nov\u00fdch byt\u016f,\u201c pokra\u010duje m\u00edstostarosta. V\u00a0p\u0159\u00edpad\u011b prodlu\u017eov\u00e1n\u00ed smluv dlouhodob\u00fdm n\u00e1jemn\u00edk\u016fm, nap\u0159\u00edklad pr\u00e1v\u011b po smrti p\u0159\u00edbuzn\u00e9ho, metodiku z\u00e1vazn\u011b neuplat\u0148uj\u00ed. \u201eP\u0159ijde mi nemor\u00e1ln\u00ed st\u011bhovat jinam n\u011bkoho star\u0161\u00edho, komu n\u011bkdo zem\u0159e, zvl\u00e1\u0161\u0165 kdy\u017e tam je\u0161t\u011b bydl\u00ed des\u00edtky let,\u201c \u0159\u00edk\u00e1 Cibula.<\/p>\n<p class=\"e_bV\">M\u00e9n\u011b striktn\u00ed p\u0159\u00edstup maj\u00ed i\u00a0v\u00a0brn\u011bnsk\u00e9m Bystrci. \u201eKde je z\u00e1konn\u00fd po\u017eadavek, tam reagovat mus\u00edme a\u00a0kon\u00e1me. Kde m\u00e1me ale mo\u017enost, tak se sna\u017e\u00edme vn\u00edmat m\u00edstn\u00ed reality a\u00a0b\u00fdt, pokud mo\u017eno, m\u00edrn\u00ed. Sp\u00ed\u0161 m\u00e1me k\u00a0n\u00e1jemn\u00edk\u016fm vst\u0159\u00edcn\u00fd p\u0159\u00edstup,\u201c \u0159\u00edk\u00e1 starosta Bystrce Tom\u00e1\u0161 Kratochv\u00edl (neza\u0159azen\u00fd, d\u0159\u00edve \u010cSSD VA\u0160I STAROSTOV\u00c9).<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/ekonomika-obce-postavi-tisice-bytu-271090\" class=\"e_n f_lY\" rel=\"nofollow noopener\" target=\"_blank\"><img fetchpriority=\"high\" height=\"2160\"   width=\"3840\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/caslav.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bV\">Za d\u016fle\u017eitou pova\u017euje komunikaci mezi \u00fa\u0159adem a\u00a0n\u00e1jemn\u00edkem, kter\u00e9ho by se takov\u00e1 situace t\u00fdkala. \u201eZ\u00e1le\u017e\u00ed p\u0159\u00edpad od p\u0159\u00edpadu. J\u00e1 bych s\u00a0t\u00edm ob\u010danem cht\u011bl i\u00a0hovo\u0159it, jak to vn\u00edm\u00e1,\u201c up\u0159es\u0148uje Kratochv\u00edl. Zd\u016fraz\u0148uje ale, \u017ee je pouze jeden z\u00a0dev\u00edti radn\u00edch a\u00a0v bytov\u00fdch z\u00e1le\u017eitostech rozhoduje cel\u00e1 rada.<\/p>\n<p class=\"e_bV\">Podobn\u00fd p\u0159\u00edpad ale v\u00a0posledn\u00edch m\u011bs\u00edc\u00edch na radnici \u0159e\u0161it nemuseli. Jako doporu\u010den\u00ed metodiku magistr\u00e1tu vn\u00edm\u00e1 i\u00a0starostka Vinohrad Jitka Ivi\u010di\u010dov\u00e1 (KDU-\u010cSL). Tam je situace nicm\u00e9n\u011b oproti jin\u00fdm m\u011bstsk\u00fdm \u010d\u00e1stem odli\u0161n\u00e1, v\u011bt\u0161ina n\u00e1jemn\u00edk\u016f m\u00e1 star\u0161\u00ed smlouvy na neur\u010dito. \u00da\u0159ad se tak zejm\u00e9na sna\u017e\u00ed o\u00a0postupn\u00e9 narovn\u00e1v\u00e1n\u00ed sazeb n\u00e1jemn\u00e9ho, aby ve velk\u00e9m byt\u011b nebylo n\u00e1jemn\u00e9 ni\u017e\u0161\u00ed ne\u017e v\u00a0mal\u00e9m.<\/p>\n<p class=\"e_bV\">M\u011bstsk\u00e1 \u010d\u00e1st Kr\u00e1lovo Pole metodiku ale za povinnou pova\u017euje. \u201eMetodick\u00fd pokyn magistr\u00e1tu je pro n\u00e1s z\u00e1vazn\u00fd, pracujeme s\u00a0n\u00edm jako se z\u00e1vazn\u00fdm,\u201c \u0159\u00edk\u00e1 mluv\u010d\u00ed \u00fa\u0159adu Olga Pelcov\u00e1. \u201eM\u011bstsk\u00e1 \u010d\u00e1st ur\u010dit\u011b nen\u00ed t\u00edm, kdo by st\u00e1vaj\u00edc\u00edm n\u00e1jemc\u016fm ur\u010doval, kde maj\u00ed bydlet. Postupovat dle pravidel je povinna,\u201c dod\u00e1v\u00e1. <\/p>\n<p class=\"e_bV\">I\u00a0p\u0159esto pana Iva pravd\u011bpodobn\u011b brzy \u010dek\u00e1 st\u011bhov\u00e1n\u00ed do kv\u00f3t\u00e1m odpov\u00eddaj\u00edc\u00edho, men\u0161\u00edho obecn\u00edho bytu. \u201eKdyby mi to alespo\u0148 \u0159ekli tehdy naf\u00e9rovku, \u017ee se za necel\u00e9 t\u0159i roky budu muset vyst\u011bhovat, proto\u017ee je na m\u011b byt moc velk\u00fd,\u201c vysv\u011btluje mu\u017e. Na p\u0159\u00edpad n\u00e1jemn\u00edka u\u017e upozor\u0148oval <a data-dot=\"atm-link\" target=\"_blank\" rel=\"noopener nofollow\" href=\"https:\/\/www.idnes.cz\/brno\/zpravy\/mestske-byty-brno-velikost-najemnici-doporuceni-stehovani.A260316_895564_brno-zpravy_krut\" class=\"e_n\">iDnes.cz<\/a>. <\/p>\n<p class=\"e_bV\">P\u0159i podpisu smlouvy mu pak \u00fa\u0159ad d\u016frazn\u011b doporu\u010doval, a\u0165 si obratem za\u017e\u00e1d\u00e1 o\u00a0men\u0161\u00ed byt. M\u011bstsk\u00e1 \u010d\u00e1st by ho pak v\u00a0po\u0159adn\u00edku \u017eadatel\u016f nicm\u00e9n\u011b posunula v\u00fd\u0161e, proto\u017ee pro takov\u00fd p\u0159\u00edpad upravuje bodov\u00e1 krit\u00e9ria. \u201eN\u00e1jemce opou\u0161t\u011bj\u00edc\u00ed velk\u00fd byt tak obdr\u017e\u00ed + 5\u00a0bod\u016f. To ho v\u00fdznamn\u011b zv\u00fdhodn\u00ed oproti ostatn\u00edm \u017eadatel\u016fm,\u201c vysv\u011btluje Pelcov\u00e1.<\/p>\n<p>\u201eStarosta nebo rada mus\u00ed rozhodnout\u201c<\/p>\n<p class=\"e_bV\">S\u00a0nov\u00fdmi smlouvami p\u0159ich\u00e1z\u00ed vy\u0161\u0161\u00ed n\u00e1jemn\u00e9, v\u00a0n\u011bkter\u00fdch bytech byli n\u00e1jemn\u00edci zvykl\u00ed platit pouh\u00fdch 40\u00a0korun za metr \u010dtvere\u010dn\u00ed. I\u00a0proto m\u011bsto rad\u00ed p\u0159esouvat jednotlivce do men\u0161\u00edch byt\u016f, kde pro n\u011b n\u00e1jem bude p\u0159ijateln\u011bj\u0161\u00ed a\u00a0z\u00e1rove\u0148 tak uvoln\u00ed m\u00edsto rodin\u00e1m, kter\u00fdch je p\u0159etlak.<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/audio-podcast-ve-vate-mene-prostoru-za-vic-penez-lidem-stale-casteji-staci-ke-stesti-i-16-metru-301337\" class=\"e_n f_lY\" rel=\"nofollow noopener\" target=\"_blank\"><img height=\"2250\"   width=\"4000\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/architektura-praha.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bV\">Smlouvu se zv\u00fd\u0161en\u00fdm n\u00e1jemn\u00fdm u\u017e ale d\u0159\u00edve pan Ivo podepsal a\u00a0vy\u0161\u0161\u00ed sumy plat\u00ed. \u201eKdy\u017e je v\u00a0d\u016fchodov\u00e9m v\u011bku a\u00a0je schopen platit, tak jsem p\u0159esv\u011bd\u010den\u00e1 o\u00a0tom, \u017ee v\u011bt\u0161ina m\u011bstsk\u00fdch \u010d\u00e1st\u00ed ho tam nech\u00e1 bydlet. U\u00a0star\u0161\u00edch lid\u00ed to je pochopiteln\u00e9,\u201c \u0159\u00edk\u00e1 n\u00e1m\u011bstkyn\u011b prim\u00e1torky.<\/p>\n<p class=\"e_bV\">Zda v\u00a0tabulkov\u011b v\u011bt\u0161\u00edm byt\u011b z\u016fstane, nen\u00ed ale v\u00a0kompetenci m\u011bsta. \u201eStarosta nebo rada mus\u00ed rozhodnout, jak to vid\u00ed. My do tohoto nem\u016f\u017eeme zasahovat, m\u011bsto toto striktn\u011b nevy\u017eaduje. Doporu\u010dujeme to,\u201c up\u0159es\u0148uje Podiv\u00ednsk\u00e1.<\/p>\n<p class=\"e_bV\">M\u00edstostarosta m\u011bstsk\u00e9 \u010d\u00e1sti Kr\u00e1lovo Pole Ale\u0161 Kv\u00ed\u010dala (ANO) nicm\u00e9n\u011b zd\u016fraz\u0148uje, \u017ee pouze n\u00e1sleduj\u00ed z\u00e1vazn\u00e1 pravidla. \u201eMy se opravdu sna\u017e\u00edme dodr\u017eovat pravidla, kter\u00e1 n\u00e1m magistr\u00e1t nastavil, nen\u00ed to na\u0161e voln\u00e9 uv\u00e1\u017een\u00ed,\u201c tvrd\u00ed.<\/p>\n<p class=\"e_bV\">\u0158\u00edk\u00e1, \u017ee a\u010d se jedn\u00e1 pouze o\u00a0dva p\u0159\u00edpady, smlouvy prodlou\u017eit nemohou, proto\u017ee by poru\u0161ovali metodiku magistr\u00e1tu. \u201eV pravidlech se nic o\u00a0tom, kolik let tam doty\u010dn\u00fd bydl\u00ed, ani kolik tis\u00edc do toho bytu investoval, nep\u00ed\u0161e. Jsou pom\u011brn\u011b striktn\u00ed, t\u00fdkaj\u00ed se metr\u016f \u010dtvere\u010dn\u00edch a\u00a0po\u010dtu osob, nic o\u00a0doporu\u010den\u00ed tady nikde ne\u010dtu,\u201c dod\u00e1v\u00e1 m\u00edstostarosta.<\/p>\n<p class=\"e_bV\">\u00da\u0159ady i\u00a0magistr\u00e1t se tak shoduj\u00ed na d\u016fle\u017eitosti snahy o\u00a0p\u0159esouv\u00e1n\u00ed jednotlivc\u016f z\u00a0v\u011bt\u0161\u00edch byt\u016f, kter\u00e9 se pak uvoln\u00ed po\u010detn\u011bj\u0161\u00edm rodin\u00e1m. Plat\u00ed, \u017ee na ka\u017edou osobu mus\u00ed p\u0159ipadat alespo\u0148 osm\u00a0metr\u016f \u010dtvere\u010dn\u00edch obytn\u00e9 plochy.
