O jejich komfortu rozhoduje sporn\u00fd tendr"},"content":{"rendered":"<p>                              &#13;<br \/>\n\tZak\u00e1zka stolet\u00ed pod drobnohledem<\/p>\n<p>&#13;<br \/>\n\tJedna z nejv\u011bt\u0161\u00edch ve\u0159ejn\u00fdch zak\u00e1zek v historii \u010desk\u00e9 \u017eeleznice pokra\u010duje. <a href=\"https:\/\/pid.cz\/nejvetsi-soutez-na-zeleznicniho-dopravce-stredocesky-kraj-a-praha-zaplati-do-roku-2059-pres-140-miliard-korun\/\" rel=\"nofollow noopener\" target=\"_blank\">Tendr na zaji\u0161t\u011bn\u00ed \u017eelezni\u010dn\u00ed obslu\u017enosti Prahy a St\u0159edo\u010desk\u00e9ho kraje<\/a> za zhruba 140 miliard korun m\u00e1 na des\u00edtky let ovlivnit podobu p\u0159\u00edm\u011bstsk\u00e9 dopravy v metropoli i jej\u00edm okol\u00ed. Pr\u00e1v\u011b proto se na n\u011bj soust\u0159ed\u00ed mimo\u0159\u00e1dn\u00e1 pozornost, nejen ze strany odborn\u00edk\u016f, ale i politik\u016f a ve\u0159ejnosti. Jak ale ukazuj\u00ed posledn\u00ed m\u011bs\u00edce, cel\u00fd proces prov\u00e1z\u00ed \u0159ada sporn\u00fdch moment\u016f a rozhodnut\u00ed.<\/p>\n<p>&#13;<br \/>\n\tJednou z\u00a0prvn\u00edch kontroverz\u00ed bylo odhalen\u00ed, \u017ee technick\u00e1 dokumentace, kterou organizace ROPID rozeslala \u00fa\u010dastn\u00edk\u016fm tendru, obsahovala z\u00e1pat\u00ed spole\u010dnosti \u0160koda Group, tedy jednoho z potenci\u00e1ln\u00edch dodavatel\u016f. Informaci uvedla na sv\u00e9m webu <a href=\"https:\/\/pid.cz\/prohlaseni-k-objasneni-situace-nabidkove-rizeni-na-nove-vlaky\/\" rel=\"nofollow noopener\" target=\"_blank\">Pra\u017esk\u00e1 integrovan\u00e1 doprava (PID)<\/a>. To okam\u017eit\u011b vyvolalo ot\u00e1zky, zda nen\u00ed sout\u011b\u017e \u201e\u0161it\u00e1 na m\u00edru\u201c jednomu z \u00fa\u010dastn\u00edk\u016f. ROPID se br\u00e1nil t\u00edm, \u017ee \u0161lo o administrativn\u00ed chybu. Pochybnosti ale zcela nezmizely.\u00a0<\/p>\n<p>&#13;<br \/>\n\t\u201ePevn\u011b v\u011b\u0159\u00edm, \u017ee vysv\u011btlen\u00ed ROPIDu o administrativn\u00ed chyb\u011b je pravdiv\u00e9. Pokud by technick\u00e9 podklady skute\u010dn\u011b vznikaly u jednoho z potenci\u00e1ln\u00edch dodavatel\u016f, bylo by to absolutn\u011b nep\u0159ijateln\u00e9. Takov\u00fd postup by naru\u0161oval f\u00e9rovou sout\u011b\u017e a po\u0161kozoval by d\u016fv\u011bru v cel\u00e9 v\u00fdb\u011brov\u00e9 \u0159\u00edzen\u00ed,\u201c \u0159ekl Ond\u0159ej Prokop, p\u0159edseda pra\u017esk\u00e9 bu\u0148ky hnut\u00ed ANO a mo\u017en\u00fd kandid\u00e1t na prim\u00e1tora.<\/p>\n<p>&#13;<\/p>\n<p>\t\t\t\t<a href=\"https:\/\/www.parlamentnilisty.cz\/profily\/profil.aspx?id=78095\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/02\/138299-_B0A8175-3_profil_top.jpg\" alt=\"\" style=\"width: 100%\"\/><\/a><\/p>\n<p>\t\t\t\t\tANO 2011<\/p>\n<p>\t\t\t\t\t\u00fazemn\u00ed pl\u00e1nov\u00e1n\u00ed<\/p>\n<p>&#13;<br \/>\n\t\u010cesk\u00e9 dr\u00e1hy a osm dn\u00ed, kter\u00e9 bud\u00ed rozpaky<\/p>\n<p>&#13;<br \/>\n\tDal\u0161\u00ed kontroverze p\u0159i\u0161la v navazuj\u00edc\u00ed f\u00e1zi sout\u011b\u017ee. Dopravci, kte\u0159\u00ed se uch\u00e1zej\u00ed o samotn\u00fd kontrakt na provoz, toti\u017e mus\u00ed paraleln\u011b sout\u011b\u017eit i dodavatele vlak\u016f. A pr\u00e1v\u011b tady se objevuje nov\u00fd probl\u00e9m. \u010cesk\u00e9 dr\u00e1hy ve sv\u00fdch sout\u011b\u017e\u00edch na nov\u00e9 jednotky upravily zad\u00e1vac\u00ed dokumentaci a stanovily lh\u016ftu pro pod\u00e1n\u00ed upraven\u00fdch p\u0159edb\u011b\u017en\u00fdch nab\u00eddek na pouh\u00fdch osm dn\u00ed. O situaci informoval nap\u0159\u00edklad web <a href=\"https:\/\/www.railtarget.cz\/osobni-doprava\/megatendr-provazi-dalsi-otazniky-ceske-drahy-daly-vyrobcum-jen-osm-dni-11947.html\" rel=\"nofollow noopener\" target=\"_blank\">RailTarget.cz<\/a>.<\/p>\n<p>&#13;<br \/>\n\tPodle \u010d\u00e1sti trhu i odborn\u00edk\u016f jde o mimo\u0159\u00e1dn\u011b kr\u00e1tk\u00fd \u010das, kter\u00fd je pro velk\u00e9 mezin\u00e1rodn\u00ed v\u00fdrobce jen obt\u00ed\u017en\u011b zvl\u00e1dnuteln\u00fd. Ti mus\u00ed analyzovat zm\u011bny, prom\u00edtnout je do technick\u00fdch i cenov\u00fdch nab\u00eddek a z\u00e1rove\u0148 proj\u00edt intern\u00edmi schvalovac\u00edmi procesy. Takto nastaven\u00fd harmonogram proto vyvol\u00e1v\u00e1 ot\u00e1zky, zda jsou podm\u00ednky skute\u010dn\u011b rovn\u00e9 pro v\u0161echny.<\/p>\n<p>&#13;<br \/>\n\tPra\u017ean\u00e9 jako \u201epokusn\u00ed kr\u00e1l\u00edci\u201c?<\/p>\n<p>&#13;<br \/>\n\tCel\u00e1 debata p\u0159itom nen\u00ed jen technickou ot\u00e1zkou pro odborn\u00edky a milovn\u00edky \u017eeleznice. Ve skute\u010dnosti se p\u0159\u00edmo dot\u00fdk\u00e1 statis\u00edc\u016f lid\u00ed. V\u017edy\u0165 ka\u017ed\u00fd pracovn\u00ed den toti\u017e do Prahy doj\u00ed\u017ed\u00ed podle odhad\u016f t\u00e9m\u011b\u0159 300 tis\u00edc lid\u00ed a pr\u00e1v\u011b oni budou nov\u00fdmi vlaky pravideln\u011b jezdit.<\/p>\n<p>&#13;<br \/>\n\tA pr\u00e1v\u011b tito lid\u00e9 se mohou nedobrovoln\u011b objevit v\u00a0laborato\u0159i v\u00a0podob\u011b dostate\u010dn\u011b neprov\u011b\u0159en\u00e9ho vlaku. Okolnosti sout\u011b\u017ee zat\u00edm napov\u00eddaj\u00ed, \u017ee by mohl sout\u011b\u017e vyhr\u00e1t v\u00fdrobce bez siln\u00fdch referenc\u00ed z\u00a0posledn\u00edch deseti let. Pokud by sout\u011b\u017e vedla k v\u00fdb\u011bru m\u00e9n\u011b prov\u011b\u0159en\u00fdch v\u00fdrobc\u016f, cestuj\u00edc\u00ed se mohou st\u00e1t fakticky testovac\u00ed skupinou nov\u00fdch technologi\u00ed v ostr\u00e9m provozu.<\/p>\n<p>&#13;<br \/>\n\tTo je o to citliv\u011bj\u0161\u00ed, \u017ee se sout\u011b\u017ee \u00fa\u010dastn\u00ed i velc\u00ed zahrani\u010dn\u00ed v\u00fdrobci s dlouholet\u00fdmi zku\u0161enostmi a ov\u011b\u0159en\u00fdmi produkty. V jejich p\u0159\u00edpad\u011b by \u0161lo o s\u00e1zku na jistotu, ale i na kvalitu. Schopnost reagovat na technologick\u00fd posun dokazuj\u00ed v des\u00edtk\u00e1ch a stovk\u00e1ch tendr\u016f po cel\u00e9m sv\u011bt\u011b. \u201eU takto z\u00e1sadn\u00ed zak\u00e1zky by m\u011blo b\u00fdt prioritou, aby \u0161lo o dlouhodob\u011b prov\u011b\u0159en\u00e1 \u0159e\u0161en\u00ed. Experimentov\u00e1n\u00ed v ostr\u00e9m provozu m\u016f\u017ee m\u00edt dopad na spolehlivost i komfort pro cestuj\u00edc\u00ed,\u201c upozor\u0148uje advok\u00e1tka a p\u0159edsedkyn\u011b spolku Fair Rail Andrea Kneiflov\u00e1.<\/p>\n<p>&#13;<br \/>\n\tCena rozhoduje t\u00e9m\u011b\u0159 o v\u0161em, komfort p\u016fjde stranou<\/p>\n<p>&#13;<br \/>\n\tKritika se z\u00e1rove\u0148 soust\u0159ed\u00ed i na samotn\u00e9 nastaven\u00ed hodnotic\u00edch krit\u00e9ri\u00ed. V sout\u011b\u017e\u00edch \u010cesk\u00fdch drah toti\u017e hraje cena dominantn\u00ed roli, tvo\u0159\u00ed a\u017e 9191\u00a0procentprocent celkov\u00e9ho hodnocen\u00ed. V praxi to tak znamen\u00e1, \u017ee rozhoduj\u00edc\u00edm faktorem bude nejni\u017e\u0161\u00ed nab\u00eddka, zat\u00edmco kvalita, komfort nebo dlouhodob\u00e9 n\u00e1klady z\u016fst\u00e1vaj\u00ed v pozad\u00ed.<\/p>\n<p>&#13;<br \/>\n\t\u201eRozhodnut\u00ed d\u00e1t 91 procent v\u00e1hy na cenu znamen\u00e1 fakticky rezignovat na kvalitu, komfort i inovace. Nejv\u00edc utrp\u00ed samotn\u00ed cestuj\u00edc\u00ed,\u201c uvedl pra\u017esk\u00fd politik Ond\u0159ej Prokop.<\/p>\n<p>&#13;<br \/>\n\tPodobn\u011b kriticky se vyjad\u0159uj\u00ed i dal\u0161\u00ed politici a experti. V krajn\u00edm p\u0159\u00edpad\u011b by se tak mohlo st\u00e1t, \u017ee vlaky, kter\u00e9 maj\u00ed za n\u011bkolik let za\u010d\u00edt jezdit, se na koleje dostanou v\u00fdrazn\u011b pozd\u011bji, ne\u017e bylo pl\u00e1nov\u00e1no.
