A\u00a0\u0159ada silni\u010dn\u00edch staveb, nap\u0159\u00edklad obchvat Plas v\u00a0Plze\u0148sk\u00e9m kraji.<\/p>\n<p class=\"c_bz\">T\u011bch smluv m\u00e1me podeps\u00e1no asi sedm, dal\u0161\u00ed je\u0161t\u011b budeme podepisovat.<\/p>\n<p>Kdy se za\u010dne stav\u011bt?<\/p>\n<p class=\"c_bz\">Co se t\u00fd\u010de D11, tam ji\u017e stavba za\u010d\u00edn\u00e1 nyn\u00ed od za\u010d\u00e1tku dubna. Term\u00edn zprovozn\u011bn\u00ed je v\u00a0z\u00e1\u0159\u00ed 2029.\u00a0V\u00a0t\u00e9 dob\u011b by m\u011bla b\u00fdt D11\u00a0kompletn\u011b hotov\u00e1.<\/p>\n<p class=\"c_bz\">I dal\u0161\u00ed stavby pak za\u010dnou v\u00a0nejbli\u017e\u0161\u00edch t\u00fddnech a\u00a0m\u011bs\u00edc\u00edch b\u011bhem jara.<\/p>\n<p class=\"c_bz\">Na kolik vyjde d\u00e1lni\u010dn\u00ed \u00fasek od Jarom\u011b\u0159e?<\/p>\n<p class=\"c_bz\">Vysout\u011b\u017een\u00e1 cena je necel\u00fdch deset miliard korun. B\u011bhem v\u00fdstavby dojde nejsp\u00ed\u0161 je\u0161t\u011b k\u00a0n\u011bjak\u00e9mu nav\u00fd\u0161en\u00ed, s\u00a0ohledem na smluvn\u00ed valorizace a\u00a0p\u0159\u00edpadn\u00e9 zm\u011bny. Kdyby ov\u0161em teoreticky p\u0159i\u0161la deflace, tak to stavb\u011b m\u016f\u017ee naopak pomoci a\u00a0zlevnit.<\/p>\n<p>Znamenalo zdr\u017een\u00ed podpisu kv\u016fli rozpo\u010dtu, \u017ee st\u00e1t zaplat\u00ed v\u00edc?<\/p>\n<p class=\"c_bz\">Vzhledem k\u00a0tomu, \u017ee valorizace se d\u011blaj\u00ed \u010dtvrtletn\u011b, tak to nebylo nic z\u00e1sadn\u00edho, n\u011bjak\u00e9 promile procent. Nebudou to podle m\u011b ani des\u00edtky milion\u016f korun. Valorizuj\u00ed se hlavn\u011b proveden\u00e9 pr\u00e1ce.<\/p>\n<p>Zdra\u017een\u00ed nebo nedostatek asfaltu m\u016f\u017ee b\u00fdt v\u011bt\u0161\u00ed probl\u00e9m ne\u017e drah\u00e1 nafta<\/p>\n<p class=\"c_bz\">Cel\u00e1 v\u00fdstavba se posunula \u0159ekn\u011bme o\u00a0\u010dty\u0159i m\u011bs\u00edce. To se je\u0161t\u011b m\u016f\u017ee projevit, ale stejn\u011b to nebude nic dramatick\u00e9ho.<\/p>\n<p>Nyn\u00ed je velk\u00e9 t\u00e9ma drah\u00e1 ropa a\u00a0nafta. M\u016f\u017ee to prodra\u017eit stavby?<\/p>\n<p class=\"c_bz\">Nen\u00ed to jenom ot\u00e1zka ceny nafty, jak to vid\u00ed \u0159idi\u010di. V\u00a0na\u0161em p\u0159\u00edpad\u011b m\u016f\u017ee b\u00fdt probl\u00e9m zdra\u017eov\u00e1n\u00ed nebo i\u00a0nedostatek asfaltu, kter\u00fd se prim\u00e1rn\u011b vyr\u00e1b\u00ed z\u00a0ropy.<\/p>\n<p class=\"c_bz\">Dost\u00e1v\u00e1me dopisy ze strany zhotovitel\u016f, \u017ee te\u010f bude slo\u017eit\u00e1 situace. Mohla by se projevit u\u017e v\u00a0nejbli\u017e\u0161\u00edch t\u00fddnech a\u00a0m\u011bs\u00edc\u00edch.<\/p>\n<p class=\"c_bz\">Letos se bude realizovat \u0159ada pom\u011brn\u011b rozs\u00e1hl\u00fdch projekt\u016f, kde se asfalty maj\u00ed pokl\u00e1dat. Tak\u017ee by to mohlo ohro\u017eovat n\u011bkter\u00e9 stavby a\u00a0term\u00edny.<\/p>\n<p>Je to tedy v\u011bt\u0161\u00ed probl\u00e9m ne\u017e samotn\u00e9 ceny pohonn\u00fdch hmot?<\/p>\n<p class=\"c_bz\">Ano, vn\u00edm\u00e1m to jako potenci\u00e1ln\u011b mnohem v\u011bt\u0161\u00ed probl\u00e9m. Proto\u017ee pohonn\u00e9 hmoty zhotovitele sice budou n\u011bco st\u00e1t, ale to dostanou vesm\u011bs zaplacen\u00e9 d\u00edky valoriza\u010dn\u00edm dolo\u017ek\u00e1m ve smlouv\u00e1ch. Kde\u017eto nedostatek nebo extr\u00e9mn\u00ed n\u00e1r\u016fst cen asfaltu by valoriza\u010dn\u00ed dolo\u017eka nepokryla.<\/p>\n<p class=\"c_bz\">M\u016f\u017ee se to t\u00fdkat i\u00a0n\u011bkter\u00fdch dal\u0161\u00edch materi\u00e1l\u016f. P\u0159i minul\u00e9 krizi p\u0159ed \u010dty\u0159mi lety t\u0159eba v\u00fdrazn\u011b zdra\u017eila ocel.<\/p>\n<p>Co term\u00edny ostatn\u00edch d\u00e1lni\u010dn\u00edch dostaveb? Pokud n\u00e1m cokoli shod\u00ed soud, tak se to zkomplikuje. Od zah\u00e1jen\u00ed potom stavba zabere tak \u010dty\u0159i roky. Jsou tam toti\u017e n\u00e1ro\u010dn\u00e9 tunely a\u00a0mosty.<\/p>\n<p>V\u00edme u\u017e, kudy na ji\u017en\u00ed Morav\u011b povede D52\u00a0p\u0159es Nov\u00e9 Ml\u00fdny do Rakouska a\u00a0kdy?<\/p>\n<p class=\"c_bz\">Jak rozhodlo i\u00a0ministerstvo dopravy a\u00a0vl\u00e1da, nebude p\u0159es vodn\u00ed n\u00e1dr\u017e estak\u00e1da, ale d\u00e1lnice povede po n\u00e1spu. Znamen\u00e1 to tak\u00e9, \u017ee budeme muset prohloubit a\u00a0roz\u0161\u00ed\u0159it n\u00e1dr\u017e, aby z\u016fstal zachov\u00e1n objem vodn\u00ed plochy. S\u00a0t\u00edm n\u00e1s \u010dek\u00e1 spousta pr\u00e1ce.<\/p>\n<p class=\"c_bz\">\u00daseky D52\u00a0p\u0159ed a\u00a0za vodn\u00ed n\u00e1dr\u017e\u00ed bychom cht\u011bli zah\u00e1jit u\u017e p\u0159\u00ed\u0161t\u00ed rok, co se t\u00fd\u010de \u00faseku p\u0159es n\u00e1dr\u017e, ten v\u00a0roce 2029.\u00a0Kolem roku 2032\u00a0by mohla b\u00fdt D52\u00a0hotov\u00e1 kompletn\u011b, \u00faseky p\u0159ed a\u00a0za n\u00e1dr\u017e\u00ed minim\u00e1ln\u011b ji\u017e o\u00a0dva roky d\u0159\u00edv.<\/p>\n<p>Dal\u0161\u00edm nal\u00e9hav\u00fdm a\u00a0roky diskutovan\u00fdm \u00fakolem je dostavba Pra\u017esk\u00e9ho okruhu. Jak pokra\u010duje?<\/p>\n<p class=\"c_bz\">Nyn\u00ed stav\u00edme jihov\u00fdchodn\u00ed \u010d\u00e1st mezi B\u011bchovicemi a\u00a0D1.\u00a0Term\u00edn zprovozn\u011bn\u00ed je p\u0159\u00ed\u0161t\u00ed rok, i\u00a0kdy\u017e zhotovitel m\u00e1 z\u00a0objektivn\u00edch stavebn\u00edch d\u016fvod\u016f n\u011bjak\u00e9 po\u017eadavky na prodlou\u017een\u00ed do roku 2028.\u00a0Budeme s\u00a0nimi ale o\u00a0kone\u010dn\u00e9m term\u00ednu je\u0161t\u011b jednat.<\/p>\n<p class=\"c_bz\">N\u00e1ro\u010dn\u00e9 jsou tam velk\u00e9 pod\u00e9ln\u00e9 valy, nap\u0159\u00edklad u\u00a0B\u011bchovic m\u00e1 b\u00fdt vysok\u00fd \u010dty\u0159icet metr\u016f. \u0158e\u0161\u00edme tam ur\u010dit\u00e9 probl\u00e9my s\u00a0kvalitou materi\u00e1lu, aby valy z\u016fstaly do budoucna stabiln\u00ed.<\/p>\n<p>A co severn\u00ed \u010d\u00e1st okruhu, na \u010dem je tam dostavba zasekl\u00e1?<\/p>\n<p class=\"c_bz\">Za m\u011b to zasekl\u00e9 nen\u00ed, proto\u017ee se n\u00e1m poda\u0159ilo z\u00edskat nov\u00e1 souhlasn\u00e1 stanoviska o\u00a0vlivu na \u017eivotn\u00ed prost\u0159ed\u00ed. V\u0161echny t\u0159i severn\u00ed \u00faseky se intenzivn\u011b projektuj\u00ed a\u00a0projedn\u00e1vaj\u00ed s\u00a0m\u011bstsk\u00fdmi \u010d\u00e1stmi a\u00a0obcemi.<\/p>\n<p class=\"c_bz\">Je pravda, \u017ee jsou n\u011bkter\u00e9 m\u011bstsk\u00e9 \u010d\u00e1sti, kter\u00e9 okruh necht\u011bj\u00ed, hroz\u00ed napad\u00e1n\u00edm a\u00a0p\u0159ezkumy, p\u0159esto\u017ee se n\u00e1m prakticky povedlo naj\u00edt z\u00e1kladn\u00ed shodu ohledn\u011b technick\u00e9ho \u0159e\u0161en\u00ed. Je tam \u0159ada tunel\u016f, val\u016f a\u00a0mysl\u00edm si, \u017ee okruh je navr\u017een v\u016f\u010di obytn\u00e9 v\u00fdstavb\u011b velmi vst\u0159\u00edcn\u011b.<\/p>\n<p class=\"c_bz\">Term\u00edn stavby je podobn\u00fd jako u\u00a0st\u0159edo\u010desk\u00e9 D3, tedy na p\u0159elomu let 2028\u00a0a\u00a02029.\u00a0V\u00fdkupy pozemk\u016f se da\u0159\u00ed dob\u0159e, ale je to finan\u010dn\u011b n\u00e1ro\u010dn\u00e9. Jen letos do D3\u00a0a\u00a0Pra\u017esk\u00e9ho kruhu d\u00e1me mezi \u0161esti a\u00a0sedmi miliardami korun pouze za v\u00fdkupy pozemk\u016f.<\/p>\n<p>Kdy\u017e se do roku 2033\u00a0dokon\u010d\u00ed z\u00e1kladn\u00ed d\u00e1lni\u010dn\u00ed s\u00ed\u0165, za\u010dnou se pak stav\u011bt dal\u0161\u00ed d\u00e1lnice spojuj\u00edc\u00ed krajsk\u00e1 m\u011bsta?<\/p>\n<p class=\"c_bz\">P\u0159ipravili jsme studii nov\u00fdch koridor\u016f d\u00e1lnic, m\u011blo by j\u00edt o\u00a0500\u00a0a\u017e 600\u00a0kilometr\u016f. Z\u00a0centr\u00e1ln\u00ed komise ministerstva dopravy te\u010f m\u00e1me odsouhlasenou takzvanou vyhled\u00e1vac\u00ed studii na D20.\u00a0Ta by propojovala Plze\u0148, T\u00e1bor a\u00a0Jihlavu. Studie hled\u00e1 u\u017e konkr\u00e9tn\u00ed trasu, aby na ni mohly b\u00fdt posl\u00e9ze p\u0159ipravov\u00e1ny \u00fazemn\u00ed pl\u00e1ny.<\/p>\n<p>Jak\u00fd je \u010dasov\u00fd pl\u00e1n? V\u00a0prvn\u00edch materi\u00e1lech se zmi\u0148uje rok 2050.<\/p>\n<p class=\"c_bz\">\u010casov\u00fd pl\u00e1n zat\u00edm nen\u00ed. Kdy se pust\u00edme do skute\u010dn\u00fdch investic, bude z\u00e1le\u017eet na politick\u00e9 dohod\u011b a\u00a0finan\u010dn\u00edch mo\u017enostech st\u00e1tu. Osobn\u011b douf\u00e1m, \u017ee to nebude trvat sedmn\u00e1ct let.<\/p>\n<p class=\"c_bz\">Vedle aktu\u00e1ln\u00ed dostavby je d\u016fle\u017eit\u00e9 u\u017e nyn\u00ed pracovat na p\u0159\u00edprav\u011b tras budouc\u00edch d\u00e1lnic. Proto\u017ee n\u011bkter\u00e9 stavby, kter\u00e9 dnes budujeme, jsou v\u00a0\u00fazemn\u00edch pl\u00e1nech t\u0159eba i\u00a0\u010dty\u0159icet, pades\u00e1t let. D\u00edky tomu, \u017ee tam z\u016fstaly mezery, kde dnes m\u016f\u017eeme stav\u011bt.<\/p>\n<p class=\"c_bz\">Legislativa se v\u00fdrazn\u011b zm\u011bnila k\u00a0lep\u0161\u00edmu. P\u0159\u00edprava d\u00e1lnice u\u017e nezabere patn\u00e1ct let, ale za dobr\u00fdch podm\u00ednek t\u0159eba jen p\u011bt. Tak\u017ee kdy\u017e bude politick\u00e1 v\u016fle, mohly by se kolem roku 2040\u00a0dal\u0161\u00ed nov\u00e9 d\u00e1lnice za\u010d\u00edt stav\u011bt.<\/p>\n<p>D\u00e1lni\u010dn\u00ed provoz se za p\u011bt let zv\u00fd\u0161il o\u00a0dvan\u00e1ct procent, n\u011bkde i\u00a0o t\u0159etinu. Jak pokra\u010duje roz\u0161i\u0159ov\u00e1n\u00ed d\u00e1lnic na t\u0159i pruhy?<\/p>\n<p class=\"c_bz\">Nejv\u011bt\u0161\u00ed prioritou je te\u010f roz\u0161\u00ed\u0159en\u00ed D1\u00a0na obchvatu Brna. Aktu\u00e1ln\u011b tam d\u011bl\u00e1me k\u0159i\u017eovatku Brno-jih a\u00a0pak budeme pokra\u010dovat v\u00a0\u00faseku od K\u00fdvalky po Holubice.<\/p>\n<p class=\"c_bz\">Dal\u0161\u00ed velk\u00e1 priorita je Pra\u017esk\u00fd okruh mezi Barrandovem a\u00a0sjezdem na Plze\u0148. Letos bychom m\u011bli d\u011blat nadjezdy a\u00a0p\u0159\u00ed\u0161t\u00ed rok samotn\u00e9 roz\u0161i\u0159ov\u00e1n\u00ed. Pak je to v\u00a0pl\u00e1nu na v\u011bt\u0161in\u011b dal\u0161\u00edch v\u00fdpadovek z\u00a0Prahy\u00a0\u2013 nap\u0159\u00edklad u\u00a0D11\u00a0ve sm\u011bru na Pod\u011bbrady, u\u00a0D10\u00a0na Mladou Boleslav nebo na D8\u00a0v\u00a0\u00faseku po Zdiby. A\u00a0do budoucna se vedou dal\u0161\u00ed debaty kolem D1.<\/p>\n<p>O co jde?<\/p>\n<p class=\"c_bz\">Hovo\u0159\u00edme s\u00a0ministerstvem dopravy o\u00a0tom, zda by D1\u00a0nem\u011bla b\u00fdt mezi Prahou a\u00a0Brnem cel\u00e1 \u0161estipruhov\u00e1.<\/p>\n<p class=\"c_bz\">Budeme se bavit o\u00a0tom, zda to nezm\u011bnit na \u0161estipruhov\u00e9 uspo\u0159\u00e1d\u00e1n\u00ed, a\u017e se n\u011bkdy v\u00a0budoucnu bude prov\u00e1d\u011bt nutn\u00e1 v\u00fdm\u011bna povrchu D1.<\/p>\n<p class=\"c_bz\">Dnes je \u0161est pruh\u016f hlavn\u011b v\u00a0bl\u00edzkosti Prahy a\u00a0Brna a\u00a0ob\u010das v\u00a0kopc\u00edch ve stoup\u00e1n\u00ed. Uvid\u00edme, co je\u0161t\u011b ud\u011bl\u00e1 dokon\u010den\u00ed D35\u00a0jako alternativn\u00edho spojen\u00ed \u010cech a\u00a0Moravy, zda se intenzita provozu na D1\u00a0sn\u00ed\u017e\u00ed.<\/p>\n<p>Nap\u0159\u00edklad na D11\u00a0na p\u0159\u00edjezdu od Pod\u011bbrad do Prahy je t\u0159et\u00ed pruh u\u017e asi deset let, ale nejezd\u00ed se po n\u011bm. Pro\u010d ne?<\/p>\n<p class=\"c_bz\">Je to stavebn\u011b p\u0159ipraven\u00e9, ale pro spu\u0161t\u011bn\u00ed provozu bohu\u017eel nastala komplikace. Proto\u017ee je to v\u00a0pln\u00e9 z\u00e1stavb\u011b, nesplnili jsme p\u0159i povolov\u00e1n\u00ed hlukov\u00e9 limity. Nesta\u010d\u00ed standardn\u00ed protihlukov\u00e9 st\u011bny, ale je pot\u0159eba \u010d\u00e1sti trasy u\u00a0Horn\u00edch Po\u010dernic zakr\u00fdt do tunelu.<\/p>\n<p class=\"c_bz\">Na to nyn\u00ed p\u0159ipravujeme projekt. Je to \u010dasov\u011b i\u00a0finan\u010dn\u011b n\u00e1ro\u010dn\u00e9. Za m\u011b to \u00fapln\u011b logiku ned\u00e1v\u00e1, ale bohu\u017eel je to tak.<\/p>\n<p>A te\u010f m\u00e1te nov\u00fd pr\u016f\u0161vih. Jak zjistil iRozhlas, v\u00e1\u0161 podnik uzav\u0159el koncem lo\u0148ska n\u011bkolik smluv s\u00a0dce\u0159in\u00fdmi firmami Agrofertu v\u00a0hodnot\u011b p\u016fl milionu korun v\u00a0rozporu se z\u00e1konem o\u00a0st\u0159etu z\u00e1jm\u016f. Smlouvy jste podepsali je\u0161t\u011b p\u0159ed t\u00edm, ne\u017e premi\u00e9r a\u00a0\u0161\u00e9f ANO Andrej Babi\u0161 vlo\u017eil sv\u00e9 firmy do sv\u011b\u0159ensk\u00e9ho fondu.
