Skrze speci\u00e1ln\u00ed vysokorychlostn\u00ed v\u00e1hy a\u00a0nov\u011b vzniklou Inspekci silni\u010dn\u00ed dopravy se da\u0159\u00ed postihnout jen mal\u00fd zlomek proh\u0159e\u0161k\u016f.<\/p>\n<p class=\"e_bV\">Ministerstvo dopravy nyn\u00ed p\u0159iznalo, \u017ee chyst\u00e1 novou koncepci kontroln\u00edho v\u00e1\u017een\u00ed p\u0159i ud\u011blov\u00e1n\u00ed pokut. \u201eVyhodnot\u00edme tak\u00e9 variantu vzniku centralizovan\u00e9ho syst\u00e9mu pro pokutov\u00e1n\u00ed zji\u0161t\u011bn\u00fdch p\u0159estupk\u016f z\u00a0vysokorychlostn\u00edch vah, zp\u0159\u00edsn\u011bn\u00ed postih\u016f (ukl\u00e1d\u00e1n\u00ed vy\u0161\u0161\u00edch sankc\u00ed) \u010di roz\u0161\u00ed\u0159en\u00ed mo\u017enost\u00ed v\u00e1\u017een\u00ed, v\u010detn\u011b znovuzaveden\u00ed v\u00e1\u017een\u00ed n\u00e1prav,\u201c uvedla pro Seznam Zpr\u00e1vy mluv\u010d\u00ed resortu Alena M\u00fchl. Doplnila, \u017ee \u00fa\u0159ad chyst\u00e1 zm\u011bny ve spolupr\u00e1ci s\u00a0Centrem dopravn\u00edho v\u00fdzkumu.<\/p>\n<p class=\"e_bV\">Loni \u0161of\u00e9ry nov\u011b za\u010dali kontrolovat tak\u00e9 zam\u011bstnanci Inspekce silni\u010dn\u00ed dopravy. Pod novou hlavi\u010dkou jezd\u00ed od \u010dervence 2025.\u00a0Zat\u00edmco d\u00e1lni\u010dn\u00ed a\u00a0silni\u010dn\u00ed s\u00ed\u0165 v\u00a0\u010cesku denn\u011b k\u0159i\u017euj\u00ed statis\u00edce kamion\u016f, inspekto\u0159i podle nejnov\u011bj\u0161\u00edch dat z\u00a0konce \u00fanora za osm m\u011bs\u00edc\u016f zv\u00e1\u017eili 721\u00a0n\u00e1kladn\u00edch aut. Plo\u0161n\u00e9 kontroly ned\u011blaj\u00ed. <\/p>\n<p class=\"e_bV\">\u201ePoru\u0161en\u00ed hmotnostn\u00edch limit\u016f zjistili v\u00a0t\u00e9m\u011b\u0159 69\u00a0procentech p\u0159\u00edpad\u016f. V\u00a0\u010d\u00e1sti kontrol se podez\u0159en\u00ed nepotvrd\u00ed, t\u0159eba pokud m\u00e1 dopravce pro danou p\u0159epravu platn\u00e9 povolen\u00ed,\u201c up\u0159esnila mluv\u010d\u00ed silni\u010dn\u00ed inspekce Monika Bal\u0161\u00e1nkov\u00e1. Zd\u016fraznila, \u017ee si kolegov\u00e9 d\u00edky p\u0159edv\u00fdb\u011bru z\u00a0vysokorychlostn\u00edho v\u00e1\u017een\u00ed i\u00a0vizu\u00e1ln\u011b u\u017e p\u0159edem vytipuj\u00ed problematick\u00e9 soupravy. <\/p>\n<p class=\"e_bV\">Provozovatel\u016fm p\u0159et\u00ed\u017een\u00fdch aut inspekto\u0159i ulo\u017eili pokuty a\u00a0kauce ve v\u00fd\u0161i 4,2\u00a0milionu korun. Kauce je pen\u011b\u017eit\u00e1 z\u00e1ruka, kterou plat\u00ed \u0159idi\u010d v\u00a0m\u00edst\u011b p\u0159estupku, pokud hroz\u00ed, \u017ee by se pozd\u011bji vyh\u00fdbal spr\u00e1vn\u00edmu \u0159\u00edzen\u00ed. Riziko se \u010dasto t\u00fdk\u00e1 zahrani\u010dn\u00edch dopravc\u016f.<\/p>\n<p class=\"e_bV\">Kontroly p\u0159et\u00ed\u017een\u00fdch aut tvo\u0159\u00ed jen zlomek \u010dinnosti nov\u011b vznikl\u00e9 inspekce. Za zm\u00edn\u011bn\u00e9 osmim\u011bs\u00ed\u010dn\u00ed obdob\u00ed zvl\u00e1dli jej\u00ed pracovn\u00edci 14\u00a0tis\u00edc kontrol. Nej\u010dast\u011bji pokutuj\u00ed nedostate\u010dn\u00e9 p\u0159est\u00e1vky \u0159idi\u010d\u016f.<\/p>\n<p class=\"e_bV\">Pozn.: S\u010d\u00edt\u00e1n\u00ed dopravy se uskute\u010d\u0148uje nepravideln\u011b jednou za p\u011bt a\u017e \u0161est let. Kompletn\u00ed data za rok 2025\u00a0budou k\u00a0dispozici v\u00a0\u010dervnu. Nicm\u00e9n\u011b je patrn\u00e9, \u017ee na n\u011bkter\u00fdch vyt\u00ed\u017een\u00fdch \u00fasec\u00edch p\u0159ibylo aut i\u00a0o t\u0159etinu. <\/p>\n<p class=\"e_bV\">Do ter\u00e9nu vyj\u00ed\u017ed\u00ed okolo dvac\u00edtky t\u00fdm\u016f. Zda je to dostate\u010dn\u00e9 mno\u017estv\u00ed, kdy\u017e jen d\u00e1lnic je v\u00a0\u010cesku 1600\u00a0kilometr\u016f, mluv\u010d\u00ed detailn\u011bji nekomentovala. \u201eInspekce nestav\u00ed v\u00fdkon na plo\u0161n\u00e9m rozm\u00edst\u011bn\u00ed a\u00a0po\u010dtu hl\u00eddek, ale na jejich c\u00edlen\u00e9m nasazen\u00ed. Podobn\u011b jako v\u00a0m\u011bstsk\u00e9 doprav\u011b ned\u00e1v\u00e1 smysl kontrolovat ka\u017edou soupravu metra, ale sp\u00ed\u0161e se zam\u011b\u0159it nap\u0159\u00edklad na p\u0159estupn\u00ed stanice,\u201c reagovala.<\/p>\n<p class=\"e_bV\">Podle Ministerstva dopravy je osm m\u011bs\u00edc\u016f kr\u00e1tk\u00e1 doba na odpov\u011bdn\u00e9 vyhodnocen\u00ed p\u0159\u00ednosu inspekce k\u00a0bezpe\u010dnosti silni\u010dn\u00edho provozu.<\/p>\n<p>\u201eBenevolentn\u00ed\u201c v\u00e1\u017een\u00ed <\/p>\n<p class=\"e_bV\">P\u0159et\u00ed\u017een\u00e1 auta maj\u00ed odchyt\u00e1vat tak\u00e9 vysokorychlostn\u00ed v\u00e1hy. Speci\u00e1ln\u00ed kovov\u00e9 r\u00e1my s\u00a0\u010didly a\u00a0kamerami dok\u00e1\u017eou zv\u00e1\u017eit n\u00e1kladn\u00ed auto za j\u00edzdy. Bal\u00edk dat odes\u00edlaj\u00ed do obce s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed, kter\u00e1 p\u0159estupky administruje. A\u00a0\u0161of\u00e9ry i\u00a0dopravce m\u00e1 pokutovat.<\/p>\n<p class=\"e_bV\">Jen\u017ee rozjezd syst\u00e9mu, kter\u00fd silni\u010d\u00e1\u0159i prezentovali jako evropsky unik\u00e1tn\u00ed, od po\u010d\u00e1tku prov\u00e1zej\u00ed pot\u00ed\u017ee. \u201eVe st\u00e1vaj\u00edc\u00ed podob\u011b nepln\u00ed sv\u016fj \u00fa\u010del, nebo\u0165 nezajistil \u00fa\u010dinn\u00e9 zji\u0161\u0165ov\u00e1n\u00ed, dokumentov\u00e1n\u00ed ani postihov\u00e1n\u00ed v\u00e1\u017en\u00edch delikt\u016f a\u00a0neposkytl odpov\u00eddaj\u00edc\u00ed ochranu d\u00e1lnic a\u00a0silnic I. t\u0159\u00eddy p\u0159ed destruk\u010dn\u00edm \u00fa\u010dinkem j\u00edzd p\u0159et\u00ed\u017een\u00fdch vozidel,\u201c konstatoval Nejvy\u0161\u0161\u00ed kontroln\u00ed \u00fa\u0159ad. Efektivitu kontrol n\u00e1kla\u010f\u00e1k\u016f prov\u011b\u0159oval v\u00a0letech 2019\u00a0a\u017e 2024.\u00a0Kritiku p\u0159ed p\u00e1r dny shrnul i\u00a0ve v\u00fdro\u010dn\u00ed zpr\u00e1v\u011b za lo\u0148sk\u00fd rok.<\/p>\n<p class=\"e_bV\">Dodal, \u017ee st\u00e1t prost\u0159ednictv\u00edm St\u00e1tn\u00edho fondu dopravn\u00ed infrastruktury (SFDI) inkasoval od ledna 2020\u00a0do z\u00e1\u0159\u00ed 2024\u00a0pod\u00edl na p\u0159\u00edjmech z\u00a0pokut z\u00a0kontroln\u00edho v\u00e1\u017een\u00ed v\u00a0celkov\u00e9 v\u00fd\u0161i 93,5\u00a0milionu korun, z\u00a0toho pouze 21\u00a0milion\u016f korun z\u00a0vysokorychlostn\u00edho v\u00e1\u017een\u00ed.<\/p>\n<p class=\"e_bV\">\u201ePokud by v\u0161ech 289\u00a0311\u00a0v\u00e1\u017en\u00edch delikt\u016f p\u0159edan\u00fdch obc\u00edm s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed skon\u010dilo ulo\u017een\u00edm alespo\u0148 minim\u00e1ln\u00ed pokuty p\u011bt\u00a0tis\u00edc korun, \u010dinil by celkov\u00fd objem pokut 1,4\u00a0miliardy korun, z\u00a0\u010deho\u017e by 40\u00a0procent p\u0159ipadlo SFDI,\u201c upozornili kontrolo\u0159i. A\u00a0dodali, \u017ee ve skute\u010dnosti v\u0161ak st\u00e1tn\u00ed fond za uveden\u00e9 obdob\u00ed obdr\u017eel pouze 21,1\u00a0milionu.<\/p>\n<p class=\"e_bV\">Ministerstvo dopravy nam\u00edt\u00e1, \u017ee se syst\u00e9m zlep\u0161uje. Pen\u00edze z\u00a0pokut zaji\u0161t\u011bn\u00fdch vahami si podle z\u00e1kona d\u011bl\u00ed st\u00e1t, kraje a\u00a0obce s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed. \u201eV roce 2025\u00a0v\u00e1hy zachytily a\u00a0odeslaly obc\u00edm 14\u00a0958\u00a0p\u0159estupk\u016f,\u201c up\u0159esnila mluv\u010d\u00ed Alena M\u00fchl.<\/p>\n<p class=\"e_bV\">Dodala, \u017ee obce nemaj\u00ed povinnost sd\u011blovat, kolik pen\u011bz z\u00a0pokut inkasovaly. Nicm\u00e9n\u011b podle legislativy m\u00e1 40\u00a0procent \u010d\u00e1stky p\u0159ipadnout st\u00e1tu, p\u0159esn\u011bji St\u00e1tn\u00edmi fondu dopravn\u00ed infrastruktury. \u201eTransfer do SFDI za rok 2025\u00a0od obc\u00ed \u010din\u00ed cca 25,4\u00a0milionu korun, nicm\u00e9n\u011b nejedn\u00e1 se o\u00a0v\u00fdb\u011br z\u00a0p\u0159estupk\u016f zji\u0161t\u011bn\u00fdch v\u00a0roce 2025, jedn\u00e1 se o\u00a0\u010d\u00e1stky p\u0159ipsan\u00e9 za rok 2025\u00a0na \u00fa\u010det fondu ze strany obc\u00ed s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed,\u201c popsala mluv\u010d\u00ed ministerstva. <\/p>\n<p class=\"e_bV\">Jeho b\u00fdval\u00e9 veden\u00ed loni v\u00a0\u010dervnu avizovalo, \u017ee bude do konce roku 2025\u00a0v\u00a0provozu 30\u00a0t\u011bchto chytr\u00fdch r\u00e1m\u016f. T\u0159eba Brand\u00fds nad Labem m\u00e1 administrovat v\u00e1hy na d\u00e1lnic\u00edch D8\u00a0a\u00a0D10. \u201eJsou s\u00a0t\u00edm od po\u010d\u00e1tku pot\u00ed\u017ee, administrace drhne. Nakoupili jsme software. P\u0159ipravili se na v\u00fdb\u011br, le\u010d forma, kterou k\u00a0n\u00e1m podn\u011bty chod\u00ed, nen\u00ed kompatibiln\u00ed s\u00a0t\u00edmto syst\u00e9mem. Podn\u011bty tedy nedok\u00e1\u017eeme zpracovat,\u201c uvedl vedouc\u00ed odboru na m\u011bstsk\u00e9m \u00fa\u0159adu Petr Feh\u00e9r. Dodal, \u017ee se silni\u010d\u00e1\u0159i \u0159e\u0161\u00ed adekv\u00e1tn\u00ed propojen\u00ed syst\u00e9mu.<\/p>\n<p class=\"e_bV\">V\u00e1hy slou\u017e\u00ed i\u00a0k takzvan\u00e9mu p\u0159edv\u00fdb\u011bru. Inspekto\u0159i silni\u010dn\u00ed dopravy si d\u00edky n\u011bkter\u00fdm za\u0159\u00edzen\u00edm mohou na d\u00e1lku zm\u011b\u0159it soupravu a\u00a0o n\u011bco d\u00e1l si v\u00e1hu ov\u011b\u0159it na odpo\u010d\u00edvadle p\u0159i tradi\u010dn\u00edm v\u00e1\u017een\u00ed. \u201eInspekce m\u00e1 nyn\u00ed p\u0159\u00edstup k\u00a0dat\u016fm z\u00a015\u00a0vysokorychlostn\u00edch vah a\u00a0vyu\u017e\u00edv\u00e1 je jako jeden z\u00a0n\u00e1stroj\u016f pro c\u00edlen\u00fd v\u00fdb\u011br vozidel ke kontrole. Nejde jen o\u00a0okam\u017eit\u00fd z\u00e1chyt, ale i\u00a0o pr\u00e1ci s\u00a0daty v\u00a0\u010dase,\u201c sd\u011blila mluv\u010d\u00ed silni\u010dn\u00ed inspekce Monika Bal\u0161\u00e1nkov\u00e1.<\/p>\n<p class=\"e_bV\">Jak u\u017e redakto\u0159i popsali, n\u00e1kup a\u00a0provoz vah stoj\u00ed stovky milion\u016f korun. Jen vybran\u00e1 p\u011btice za\u0159\u00edzen\u00ed, po\u0159\u00edzen\u00e1 silni\u010d\u00e1\u0159i v\u00a0posledn\u00edch dvou letech, vyjde i\u00a0s pen\u011bzi na servis na v\u00edce ne\u017e p\u016fl miliardy korun.<\/p>\n<p>Nov\u00e9 vysokorychlostn\u00ed v\u00e1hy na \u010desk\u00fdch d\u00e1lnic\u00edchD10 (um\u00edst\u011bn\u00ed na d\u00e1lnici &#8211; 5,7\u00a0km), obec s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed: Brand\u00fds nad Labem. Cena v\u010detn\u011b servisu: 108\u00a0milion\u016f korunD0 &#8211; Pra\u017esk\u00fd okruh (79,1\u00a0km), \u010cerno\u0161ice, 79\u00a0milion\u016f korunD11 (79,2\u00a0km), Hradec Kr\u00e1lov\u00e9, 90,7\u00a0milion\u016f korunD6 (11,2\u00a0km), Kladno, 86,9\u00a0milionu korunD3\u00a0(91,9\u00a0km), Sob\u011bslav, 79,3 miliony koun<\/p>\n<p class=\"e_bV\">Pozn. Plat\u00ed pro oba sm\u011bry.<\/p>\n<p class=\"e_bV\">V\u00e1hy je pot\u0159eba pravideln\u011b kalibrovat a\u00a0nav\u00edc je po celou dobu prov\u00e1zej\u00ed spory o\u00a0relevanci \u010di metodiku m\u011b\u0159en\u00ed mezi dopravci, obcemi a\u00a0st\u00e1tem. <\/p>\n<p class=\"e_bV\">Specifick\u00fd probl\u00e9m te\u010f \u0159e\u0161\u00ed v\u00a0\u017didlochovic\u00edch na Brn\u011bnsku, jejich \u00fa\u0159ad p\u0159ij\u00edm\u00e1 v\u00e1\u017en\u00ed l\u00edstky z\u00a0d\u00e1lnice\u00a0D2.\u00a0Obec s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed v\u00a0b\u0159eznu zas\u00e1hl kybernetick\u00fd \u00fatok. \u201e\u00da\u0159ad je st\u00e1le \u010d\u00e1ste\u010dn\u011b paralyzovan\u00fd. Data za lo\u0148sk\u00fd rok nyn\u00ed nejsme schopn\u00ed vyhodnotit,\u201c omluvila se jeho tajemnice Ivana Kej\u0159ov\u00e1.<\/p>\n<p class=\"e_bV\">Obec jako prvn\u00ed v\u00a0\u010cesku za\u010dala d\u00edky vah\u00e1m p\u0159et\u00ed\u017een\u00e9 kamiony pokutovat. Starosta Jan Vitula v\u0161ak nam\u00edt\u00e1, \u017ee jsou t\u00e9m\u011b\u0159 dva roky star\u00e9 \u00fapravy v\u00a0metodice v\u00e1\u017een\u00ed pro t\u011b\u017ek\u00e1 auta p\u0159\u00edli\u0161 benevolentn\u00ed. \u201eOdpad\u00e1 v\u011bt\u0161ina zachycen\u00fdch p\u0159et\u00ed\u017een\u00ed, proto\u017ee se v\u00e1hy rozpo\u010d\u00edt\u00e1vaj\u00ed i\u00a0na n\u00e1kla\u010f\u00e1k (taha\u010d). V\u00e1hou nepro\u0161lo jen n\u011bkolik des\u00edtek aut m\u011bs\u00ed\u010dn\u011b. Tak\u017ee efekt nula,\u201c \u0159ekl u\u017e d\u0159\u00edv pro Seznam Zpr\u00e1vy.<\/p>\n<p class=\"e_bV\">\u010cetn\u00e9 v\u00fdhrady shrnuli i\u00a0z\u00e1stupci kontroln\u00edho \u00fa\u0159adu. Doporu\u010dili, aby ministerstvo ve spolupr\u00e1ci se silni\u010d\u00e1\u0159i \u201ep\u0159ehodnotilo a\u00a0z\u00e1sadn\u011b zm\u011bnilo p\u0159\u00edstup k\u00a0problematice kontroln\u00edho v\u00e1\u017een\u00ed vozidel\u201c.<\/p>\n<p class=\"e_bV\">\u201eStrategie kontroln\u00edho v\u00e1\u017een\u00ed by m\u011bla obsahovat konkr\u00e9tn\u00ed a\u00a0adresn\u00e1 opat\u0159en\u00ed, implementa\u010dn\u00ed strukturu, procesy jej\u00ed realizace, \u010dasov\u00fd a\u00a0finan\u010dn\u00ed pl\u00e1n i\u00a0c\u00edlov\u00fd stav a\u00a0 ukazatele pro sledov\u00e1n\u00ed pln\u011bn\u00ed stanoven\u00fdch c\u00edl\u016f,\u201c napsali ve v\u00fdro\u010dn\u00ed zpr\u00e1v\u011b.
