V Evrop\u011b je k s\u00edti prost\u0159ednictv\u00edm \u010d\u00ednsk\u00fdch invertor\u016f p\u0159ipojeno p\u0159es 220 gigawatt\u016f instalovan\u00e9 sol\u00e1rn\u00ed kapacity, co\u017e odpov\u00edd\u00e1 v\u00fdkonu v\u00edce ne\u017e 200 jadern\u00fdch elektr\u00e1ren, a proto je potenci\u00e1ln\u011b ovladateln\u00e9 na d\u00e1lku. Spole\u010dnost Huawei, kter\u00e9 bylo z bezpe\u010dnostn\u00edch d\u016fvod\u016f v mnoha evropsk\u00fdch zem\u00edch zak\u00e1z\u00e1no pou\u017e\u00edvat s\u00edt\u011b 5G, je z\u00e1rove\u0148 nejv\u011bt\u0161\u00edm evropsk\u00fdm dodavatelem sol\u00e1rn\u00edch invertor\u016f. Rozpor je z\u0159ejm\u00fd: Spole\u010dnost klasifikovan\u00e1 jako bezpe\u010dnostn\u00ed riziko pro telekomunika\u010dn\u00ed s\u00edt\u011b neru\u0161en\u011b buduje digit\u00e1ln\u00ed infrastrukturu evropsk\u00e9 energetick\u00e9 transformace.<\/p>\n<p>Na za\u010d\u00e1tku roku 2026 za\u010dala Evropsk\u00e1 komise podnikat kroky k vylou\u010den\u00ed \u010d\u00ednsk\u00fdch spole\u010dnost\u00ed, jako jsou Huawei a ZTE, nejen z 5G s\u00edt\u00ed, ale tak\u00e9 ze sol\u00e1rn\u00edch syst\u00e9m\u016f, bezpe\u010dnostn\u00edch skener\u016f a dal\u0161\u00ed kritick\u00e9 infrastruktury. St\u00e1vaj\u00edc\u00ed doporu\u010den\u00ed t\u00fdkaj\u00edc\u00ed se vysoce rizikov\u00fdch dodavatel\u016f maj\u00ed b\u00fdt nahrazena pr\u00e1vn\u011b z\u00e1vazn\u00fdmi povinnostmi. Cesta ke skute\u010dn\u00e9mu sn\u00ed\u017een\u00ed z\u00e1vislosti je v\u0161ak dlouh\u00e1, proto\u017ee evrop\u0161t\u00ed v\u00fdrobci, jako jsou SMA a SolarEdge, v sou\u010dasn\u00e9 dob\u011b nemohou konkurovat sv\u00fdm \u010d\u00ednsk\u00fdm konkurent\u016fm, pokud jde o cenu a rozsah.<\/p>\n<p>Souvis\u00ed s t\u00edm:<\/p>\n<p>Roz\u0161\u00ed\u0159en\u00ed n\u011bmeck\u00e9 s\u00edt\u011b: balancov\u00e1n\u00ed mezi ambicemi a byrokraci\u00ed<\/p>\n<p>Probl\u00e9m geografick\u00e9ho odd\u011blen\u00ed region\u016f v\u00fdroby a spot\u0159eby existuje i v N\u011bmecku, i kdy\u017e v mnohem men\u0161\u00edm m\u011b\u0159\u00edtku. V\u011btrn\u00e9 farmy na mo\u0159i v Severn\u00edm mo\u0159i vyr\u00e1b\u011bj\u00ed zna\u010dn\u00e9 mno\u017estv\u00ed obnoviteln\u00e9 energie, ale nejv\u011bt\u0161\u00ed spot\u0159ebitel\u00e9 se nach\u00e1zej\u00ed v pr\u016fmyslov\u00fdch odv\u011btv\u00edch ji\u017en\u00edho N\u011bmecka. V roce 2025 schv\u00e1lil Feder\u00e1ln\u00ed \u00fa\u0159ad pro s\u00edt\u011b p\u0159ibli\u017en\u011b 2 000 kilometr\u016f elektrick\u00e9ho veden\u00ed, co\u017e p\u0159edstavuje n\u00e1r\u016fst o 45 procent oproti p\u0159edchoz\u00edmu roku, a poprv\u00e9 dokon\u010dil schvalovac\u00ed procesy pro v\u0161echna \u010dty\u0159i hlavn\u00ed p\u0159enosov\u00e1 veden\u00ed vysok\u00e9ho nap\u011bt\u00ed stejnosm\u011brn\u00e9ho proudu (HVDC): SuedLink, SuedOstLink, A-Nord a Ultranet. SuedLink, nejv\u011bt\u0161\u00ed prob\u00edhaj\u00edc\u00ed projekt HVDC, z\u00edskal pln\u00e9 schv\u00e1len\u00ed v \u0159\u00edjnu 2025.<\/p>\n<p>Z\u00e1konem stanoven\u00fd po\u017eadavek v\u0161ak \u010din\u00ed p\u0159ibli\u017en\u011b 16 800 kilometr\u016f veden\u00ed vysok\u00e9ho nap\u011bt\u00ed, z \u010deho\u017e povolovac\u00ed procesy byly pln\u011b dokon\u010deny pouze u asi 4 700 kilometr\u016f. N\u00e1klady jsou obrovsk\u00e9: Pl\u00e1n rozvoje s\u00edt\u011b odhaduje pot\u0159ebn\u00e9 investice do n\u011bmeck\u00e9 p\u0159enosov\u00e9 s\u00edt\u011b na v\u00edce ne\u017e 280 miliard eur do roku 2037 a dal\u0161\u00edch 80 miliard eur do roku 2045, co\u017e celkem \u010din\u00ed p\u0159es 360 miliard eur. Studie N\u011bmeck\u00fdch pr\u016fmyslov\u00fdch a obchodn\u00edch komor odhaduje celkov\u00e9 n\u00e1klady na energetickou transformaci do roku 2049 na 4,8 a\u017e 5,4 bilionu eur, p\u0159i\u010dem\u017e samotn\u00e1 infrastruktura s\u00edt\u011b, v\u010detn\u011b roz\u0161\u00ed\u0159en\u00ed a provozu, p\u0159edstavuje p\u0159ibli\u017en\u011b 1,2 bilionu eur. Spolkov\u00e1 vl\u00e1da pl\u00e1nuje na rok 2026 dotaci ve v\u00fd\u0161i 6,5 miliardy eur, kter\u00e1 m\u00e1 kompenzovat zv\u00fd\u0161en\u00e9 n\u00e1klady na s\u00ed\u0165 pro spot\u0159ebitele a podniky.<\/p>\n<p>P\u0159\u00edm\u00e9 srovn\u00e1n\u00ed n\u00e1zorn\u011b ilustruje rozd\u00edl v tempu mezi \u010c\u00ednou a N\u011bmeckem. Zat\u00edmco \u010c\u00edna v r\u00e1mci p\u011btilet\u00e9ho pl\u00e1nu stav\u00ed 13 600 kilometr\u016f nov\u00fdch veden\u00ed stejnosm\u011brn\u00e9ho proudu ultravysok\u00e9ho nap\u011bt\u00ed (UHV), \u010d\u00edm\u017e vytvo\u0159\u00ed p\u0159enosovou kapacitu 50 gigawatt\u016f, N\u011bmecko se pot\u00fdk\u00e1 se z\u00edsk\u00e1n\u00edm schv\u00e1len\u00ed pro jednotliv\u00e9 koridory, co\u017e jejich dokon\u010den\u00ed zpo\u017e\u010fuje o n\u011bkolik let. SuedOstLink, p\u016fvodn\u011b pl\u00e1novan\u00fd na rok 2022, m\u00e1 b\u00fdt nyn\u00ed dokon\u010den v roce 2027; SuedLink ne p\u0159ed rokem 2028. Rozhodnut\u00ed z roku 2015 polo\u017eit hlavn\u00ed veden\u00ed stejnosm\u011brn\u00e9ho proudu jako podzemn\u00ed kabely nam\u00edsto nadzemn\u00edho veden\u00ed zlep\u0161ilo m\u00edstn\u00ed p\u0159ijet\u00ed, ale v\u00fdrazn\u011b zv\u00fd\u0161ilo n\u00e1klady.<\/p>\n<p>Evropsk\u00e9 pr\u016fmyslov\u00e9 niky a zmen\u0161uj\u00edc\u00ed se okno p\u0159\u00edle\u017eitost\u00ed<\/p>\n<p>Ot\u00e1zkou pro Evropu a N\u011bmecko tedy nen\u00ed, zda si vybudovat vlastn\u00ed s\u00ed\u0165 UHV o d\u00e9lce tis\u00edc\u016f kilometr\u016f. Proti takov\u00e9mu projektu hovo\u0159\u00ed rozt\u0159\u00ed\u0161t\u011bn\u00e9 p\u0159edpisy, doby schvalov\u00e1n\u00ed a politick\u00e9 zam\u011b\u0159en\u00ed na decentralizovan\u00e9 struktury. D\u016fle\u017eit\u011bj\u0161\u00ed ot\u00e1zkou je, jakou roli mohou a cht\u011bj\u00ed hr\u00e1t evropsk\u00e9 spole\u010dnosti v glob\u00e1ln\u00edm hodnotov\u00e9m \u0159et\u011bzci UHV. S\u00edt\u011b UHV vy\u017eaduj\u00ed m\u011b\u010f, hlin\u00edk, speci\u00e1ln\u00ed oceli, vysoce v\u00fdkonnou izolaci, v\u00fdkonovou elektroniku, m\u011b\u0159ic\u00ed a \u0159\u00eddic\u00ed techniku, stejn\u011b jako \u0159\u00edzen\u00ed kvality a \u00fazk\u00fdch m\u00edst. Evropsk\u00e9 spole\u010dnosti tradi\u010dn\u011b zauj\u00edmaj\u00ed siln\u00e9 pozice pr\u00e1v\u011b v t\u011bchto pr\u00e9miov\u00fdch segmentech.<\/p>\n<p>Spole\u010dnost ABB se s\u00eddlem ve \u0160v\u00fdcarsku dos\u00e1hla ve \u010dtvrt\u00e9m \u010dtvrtlet\u00ed roku 2025 poprv\u00e9 v historii p\u0159\u00edjmu objedn\u00e1vek p\u0159ekra\u010duj\u00edc\u00edch deset miliard dolar\u016f v jednom \u010dtvrtlet\u00ed a dos\u00e1hla rekordn\u00edho maxima na akciov\u00e9m trhu. Spole\u010dnost Siemens tak\u00e9 t\u011b\u017e\u00ed ze siln\u00e9 popt\u00e1vky v sektoru elektrifikace. Ob\u011b spole\u010dnosti se pod\u00edlely na ran\u00fdch zkou\u0161k\u00e1ch \u010d\u00ednsk\u00e9 technologie UHV a maj\u00ed hlubok\u00e9 odborn\u00e9 znalosti v oblasti vysokonap\u011b\u0165ov\u00e9ho in\u017een\u00fdrstv\u00ed. Hitachi Energy dod\u00e1v\u00e1 rozv\u00e1d\u011b\u010de a transform\u00e1tory pro p\u0159enosov\u00e9 s\u00edt\u011b po cel\u00e9m sv\u011bt\u011b, nap\u0159\u00edklad pro projekt 765 kilovolt\u016f v P\u00e1kist\u00e1nu. Evropsk\u00e9mu trhu s vysokonap\u011b\u0165ov\u00fdmi rozv\u00e1d\u011b\u010di dominuj\u00ed spole\u010dnosti ABB, Siemens, General Electric, Toshiba a Mitsubishi. Glob\u00e1ln\u00ed trh s jisti\u010di, kl\u00ed\u010dov\u00fdm prvkem jak\u00e9koli s\u00ed\u0165ov\u00e9 infrastruktury, byl v roce 2025 odhadov\u00e1n na 24,4 miliardy dolar\u016f a p\u0159edpokl\u00e1d\u00e1 se, \u017ee do roku 2034 vzroste na v\u00edce ne\u017e 50 miliard dolar\u016f, p\u0159i\u010dem\u017e dominovat bude region Asie a Tichomo\u0159\u00ed s pod\u00edlem na trhu p\u0159es 40 procent.<\/p>\n<p>Tyto pozice v\u0161ak v \u017e\u00e1dn\u00e9m p\u0159\u00edpad\u011b nejsou jist\u00e9. \u010c\u00ednsk\u00e1 pr\u016fmyslov\u00e1 politika se v\u00fdslovn\u011b zam\u011b\u0159uje na roz\u0161\u00ed\u0159en\u00ed sv\u00e9ho pr\u016fmyslu stroj\u016f a za\u0159\u00edzen\u00ed prost\u0159ednictv\u00edm masivn\u00edho dom\u00e1c\u00edho trhu do takov\u00e9 m\u00edry, aby se stal mezin\u00e1rodn\u011b konkurenceschopn\u00fdm. Obrovsk\u00e9 vl\u00e1dn\u00ed zak\u00e1zky umo\u017e\u0148uj\u00ed \u010d\u00ednsk\u00fdm v\u00fdrobc\u016fm rozv\u00edjet odborn\u00e9 znalosti s dom\u00e1c\u00edm know-how a person\u00e1lem, co\u017e bylo d\u0159\u00edve dom\u00e9nou evropsk\u00fdch a japonsk\u00fdch specialist\u016f. Mechanismus je toto\u017en\u00fd s t\u00edm, kter\u00fd vedl \u010d\u00ednsk\u00fd fotovoltaick\u00fd a bateriov\u00fd pr\u016fmysl k dominanci na glob\u00e1ln\u00edm trhu: nejprve lokalizace a roz\u0161i\u0159ov\u00e1n\u00ed prost\u0159ednictv\u00edm chr\u00e1n\u011bn\u00e9ho dom\u00e1c\u00edho trhu, pot\u00e9 agresivn\u00ed expanze na zahrani\u010dn\u00ed trhy s cenov\u00fdmi v\u00fdhodami umo\u017en\u011bn\u00fdmi masovou v\u00fdrobou a vl\u00e1dn\u00ed podporou.<\/p>\n<p>Dvoj\u00ed v\u00fdzva standard\u016f a kybernetick\u00e9 bezpe\u010dnosti<\/p>\n<p>Evropsk\u00e1 reakce na \u010d\u00ednskou ofenzivu v oblasti ultravysok\u00e9ho nap\u011bt\u00ed (UHV) mus\u00ed b\u00fdt \u0159e\u0161ena sou\u010dasn\u011b na dvou \u00farovn\u00edch. Zaprv\u00e9 zahrnuje aktivn\u00ed formov\u00e1n\u00ed mezin\u00e1rodn\u00edch norem. Pokud Evropa pouze sleduje \u010d\u00ednsk\u00fd normaliza\u010dn\u00ed proces, m\u00edsto aby p\u0159isp\u00edvala sv\u00fdmi vlastn\u00edmi technologick\u00fdmi znalostmi do mezin\u00e1rodn\u00edch org\u00e1n\u016f, stane se pasivn\u00edm p\u0159\u00edjemcem syst\u00e9mu, jeho\u017e pravidla napsali jin\u00ed. V\u00fdbory IEC, kde se vyjedn\u00e1vaj\u00ed normy pro UHV, jsou boji\u0161t\u011bm, kde se bude rozhodovat o budouc\u00edm uspo\u0159\u00e1d\u00e1n\u00ed trhu. Evropsk\u00e9 odborn\u00e9 znalosti v oblasti v\u00fdkonov\u00e9 elektroniky, izola\u010dn\u00edch technologi\u00ed a spr\u00e1vy s\u00edt\u00ed zde mus\u00ed b\u00fdt zastoupeny aktivn\u011bji.<\/p>\n<p>Za druh\u00e9, ot\u00e1zka digit\u00e1ln\u00ed suverenity v energetick\u00e9 infrastruktu\u0159e se st\u00e1v\u00e1 st\u00e1le nal\u00e9hav\u011bj\u0161\u00ed. V\u00fdpadek proudu na Pyrenejsk\u00e9m poloostrov\u011b z 28. dubna 2025, kdy ztr\u00e1ta pouh\u00fdch 2,2 gigawatt\u016f vedla b\u011bhem n\u011bkolika sekund ke kask\u00e1dovit\u00fdm odst\u00e1vk\u00e1m a na dvan\u00e1ct hodin z\u016fstalo bez proudu p\u0159es 50 milion\u016f lid\u00ed, bolestn\u011b demonstroval zranitelnost modern\u00edch energetick\u00fdch s\u00edt\u00ed. \u010c\u00edn\u0161t\u00ed v\u011bdci systematicky studovali a analyzovali v\u00fdpadky z\u00e1padn\u00ed s\u00edt\u011b, identifikovali nejzraniteln\u011bj\u0161\u00ed uzly a zp\u016fsoby, jak optimalizovat p\u0159\u00edpadn\u00e9 v\u00fdpadky. Ve sv\u011bt\u011b, kde lze technologie vyu\u017e\u00edt jako geopolitickou zbra\u0148, p\u0159edstavuj\u00ed d\u00e1lkov\u011b ovl\u00e1dan\u00e9 st\u0159\u00edda\u010de a komponenty s\u00edt\u011b, jejich\u017e data proch\u00e1zej\u00ed \u010d\u00ednsk\u00fdmi servery a podl\u00e9haj\u00ed \u010d\u00ednsk\u00e9mu pr\u00e1vu, syst\u00e9mov\u00e9 riziko.<\/p>\n<p>Litva se v dubnu 2024 stala prvn\u00ed zem\u00ed EU, kter\u00e1 schv\u00e1lila z\u00e1kon zakazuj\u00edc\u00ed \u010c\u00edn\u011b vzd\u00e1len\u00fd p\u0159\u00edstup k digit\u00e1ln\u00edm syst\u00e9m\u016fm elektr\u00e1ren na obnoviteln\u00e9 zdroje energie. Estonsko varuje p\u0159ed riziky vyd\u00edr\u00e1n\u00ed. Org\u00e1ny EU nyn\u00ed volaj\u00ed po revizi z\u00e1kona o kybernetick\u00e9 bezpe\u010dnosti tak, aby se p\u0159\u00edsn\u00fdm bezpe\u010dnostn\u00edm po\u017eadavk\u016fm vztahovaly nejen telekomunika\u010dn\u00ed s\u00edt\u011b, ale i energetick\u00e9 syst\u00e9my. Existuje v\u0161ak z\u00e1sadn\u00ed dilema: st\u0159\u00edda\u010de z jin\u00fdch zem\u00ed ne\u017e z \u010c\u00edny stoj\u00ed dvakr\u00e1t a\u017e t\u0159ikr\u00e1t v\u00edce ne\u017e jejich \u010d\u00ednsk\u00e9 prot\u011bj\u0161ky. Jak\u00e1koli regulace, kter\u00e1 zv\u00fdhod\u0148uje evropsk\u00e9 v\u00fdrobce, zvy\u0161uje n\u00e1klady na energetickou transformaci a potenci\u00e1ln\u011b zpomaluje rozvoj obnoviteln\u00fdch zdroj\u016f energie.<\/p>\n<p>Strategick\u00e1 mezera v evropsk\u00e9 pr\u016fmyslov\u00e9 politice<\/p>\n<p>\u00dasp\u011bch \u010c\u00edny v oblasti zelen\u00fdch technologi\u00ed, a\u0165 u\u017e se jedn\u00e1 o fotovoltaiku, baterie nebo technologie ultravysok\u00e9ho nap\u011bt\u00ed, sleduje rozpoznateln\u00fd vzorec pr\u016fmyslov\u00e9 politiky: vl\u00e1dn\u00ed c\u00edle, masivn\u00ed po\u010d\u00e1te\u010dn\u00ed dotace, vytv\u00e1\u0159en\u00ed n\u00e1rodn\u00edch \u0161ampion\u016f prost\u0159ednictv\u00edm chr\u00e1n\u011bn\u00e9ho dom\u00e1c\u00edho trhu, paraleln\u00ed rozvoj nezbytn\u00e9 infrastruktury a kone\u010dn\u011b c\u00edlen\u00e9 ukon\u010den\u00ed st\u00e1tn\u00edch intervenc\u00ed, jakmile bude odv\u011btv\u00ed mezin\u00e1rodn\u011b konkurenceschopn\u00e9. Evropsk\u00e1 reakce na druhou stranu po l\u00e9ta osciluje mezi neoprotekcionistick\u00fdmi reflexy a regula\u010dn\u00ed pasivitou. Trestn\u00e1 cla na \u010d\u00ednsk\u00e9 elektromobily a diskutovan\u00e9 znovuzaveden\u00ed cel na fotovoltaick\u00e9 moduly jsou n\u00e1stroje, kter\u00e9 ji\u017e jednou selhaly: Mezi lety 2013 a 2018 nevedla evropsk\u00e1 cla na \u010d\u00ednsk\u00e9 sol\u00e1rn\u00ed moduly ani k o\u010dek\u00e1van\u00fdm technologick\u00fdm inovac\u00edm, ani ke zv\u00fd\u0161en\u00ed produkce v Evrop\u011b; m\u00edsto toho \u0159ada n\u011bmeck\u00fdch v\u00fdrobc\u016f sol\u00e1rn\u00edch panel\u016f vyhl\u00e1sila bankrot.<\/p>\n<p>Chyb\u00ed ucelen\u00fd, dlouhodob\u00fd pl\u00e1n, kter\u00fd by propojil pob\u00eddky pro pr\u016fmyslov\u00e9 inovace, rozvoj v\u00fdrobn\u00edch kapacit a stimulaci dom\u00e1c\u00ed popt\u00e1vky. Instalovan\u00e1 sol\u00e1rn\u00ed kapacita v Evrop\u011b je m\u00e9n\u011b ne\u017e polovi\u010dn\u00ed ne\u017e v \u010c\u00edn\u011b; \u010c\u00edna mezi lety 2015 a 2023 zv\u00fd\u0161ila svou lok\u00e1ln\u011b instalovanou sol\u00e1rn\u00ed kapacitu \u010dtrn\u00e1ctin\u00e1sobn\u011b, ze 44 na 610 gigawatt\u016f. P\u0159edpokl\u00e1d\u00e1 se, \u017ee spot\u0159eba elekt\u0159iny v \u010c\u00edn\u011b dos\u00e1hne v roce 2025 10 500 terawatthodin, co\u017e je v\u00edce ne\u017e trojn\u00e1sobek spot\u0159eby elekt\u0159iny v cel\u00e9 EU s 2 700 terawatthodinami. Tato \u010d\u00edsla jasn\u011b ukazuj\u00ed, \u017ee \u010c\u00edna, nejen jako v\u00fdrobce, ale i jako trh, funguje se zcela odli\u0161nou dynamikou, ne\u017e jak\u00e9 by kdy bylo mo\u017en\u00e9 dos\u00e1hnout v Evrop\u011b.
