Vypr\u00e1v\u011bj\u00ed o\u00a0\u010dlov\u011bku semlet\u00e9m modern\u00ed dobou, kterou s\u00e1m stvo\u0159il. Marn\u00fd boj s\u00a0anonymn\u00ed byrokraci\u00ed, marn\u00fd pokus zvr\u00e1tit sv\u016fj osud. Izolovanost a\u00a0\u00fazkost jedince utopen\u00e9ho v\u00a0groteskn\u00edm d\u011bji.<\/p>\n<p class=\"e_bW\">V Praze m\u00e1 slavn\u00fd rod\u00e1k u\u017e dv\u011b sochy, ale na Han\u00e9 loni vyrostla jin\u00e1 stavba, kter\u00e1 by splnila stejn\u00fd \u00fa\u010del je\u0161t\u011b l\u00e9pe. Pojmenovat ji dodate\u010dn\u011b jako most Franze Kafky by byla\u00a0\u2013\u00a0vzhledem k\u00a0posledn\u00edm peripeti\u00edm\u00a0\u2013\u00a0vylo\u017een\u00e1 trefa.<\/p>\n<p class=\"e_bW\">\u010cty\u0159i m\u011bs\u00edce od otev\u0159en\u00ed\u00a0se ukazuje p\u0159esn\u011b to, co se dalo od sporn\u00e9ho d\u00edla \u010dekat. A\u00a0sice, \u017ee protnout d\u00e1lnic\u00ed obytn\u00e9 \u00fazem\u00ed bez ohledu na st\u00ed\u017enosti m\u00edstn\u00edch nic dobr\u00e9ho nep\u0159inese.<\/p>\n<p class=\"e_bW\">Bolav\u00fdm m\u00edstem je most na 272.\u00a0kilometru D1, proch\u00e1zej\u00edc\u00ed p\u0159\u00edmo nad domy vesnice Dluhonice. M\u00edstn\u00ed z\u00a0pochopiteln\u00fdch d\u016fvod\u016f proti trase od za\u010d\u00e1tku protestovali a\u00a0dlouho ji dok\u00e1zali v\u00a0r\u00e1mci povolovac\u00edho \u0159\u00edzen\u00ed \u00fasp\u011b\u0161n\u011b brzdit. Stav\u011bt se za\u010dalo a\u017e v\u00a0prosinci 2022, kdy byl zbytek hlavn\u00edho tahu Brno\u2013Ostrava d\u00e1vno hotov\u00fd. Jezdit se tu za\u010dalo loni p\u0159ed V\u00e1noci. <\/p>\n<p class=\"e_bW\">Vznikl\u00fd probl\u00e9m sotva n\u011bkoho p\u0159ekvap\u00ed. Provoz je zdrojem hluku, kter\u00fd bere m\u00edstn\u00edm klidn\u00fd sp\u00e1nek i\u00a0majetek v\u00a0d\u016fsledku znehodnocen\u00ed nemovitost\u00ed. \u017d\u00e1dosti o\u00a0posun trasy o\u00a0kus d\u00e1l do pol\u00ed nikdo nikdy nebral v\u00e1\u017en\u011b. Nejde jen o\u00a0klasick\u00e9 a\u00a0trval\u00e9 nav\u00fd\u0161en\u00ed celkov\u00e9 hladiny decibel\u016f, ale nav\u00edc o\u00a0r\u00e1ny od kamion\u016f naj\u00ed\u017ed\u011bj\u00edc\u00edch v\u00a0rychlosti na most. Jde o\u00a0obvykl\u00fd probl\u00e9m takov\u00fdch p\u0159echod\u016f, umocn\u011bn\u00fd v\u00a0tomto p\u0159\u00edpad\u011b bohu\u017eel konstrukc\u00ed mostu. <\/p>\n<p class=\"e_bW\">\u0158editelstv\u00ed silnic a\u00a0d\u00e1lnic\u00a0(\u0158SD)\u00a0\u2013 st\u00e1tn\u00ed organizace, stoj\u00edc\u00ed za trasou i\u00a0stavbou\u00a0\u2013 v\u00a0b\u0159eznu na st\u00ed\u017enosti reagovalo \u00favahami o\u00a0d\u00edl\u010d\u00edch \u00fastupc\u00edch. Objednalo kontroln\u00ed m\u011b\u0159en\u00ed a\u00a0<a data-dot=\"atm-link\" target=\"_blank\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/domaci-zivot-v-cesku-jako-bourka-nechali-jsme-zmerit-hluk-u-nove-d1-ktery-drazdi-mistni-302821\" class=\"e_n\" rel=\"nofollow noopener\">p\u0159i\u0161lo i\u00a0s variantami<\/a> men\u0161\u00edch, ale konkr\u00e9tn\u00edch stavebn\u00edch \u00faprav. Jen\u017ee\u2026 <\/p>\n<p>D\u00e1lnice jako st\u0159elnice<\/p>\n<p class=\"e_bW\">\u201eV\u017edycky to bouchne, jako by byla bou\u0159ka. R\u00e1na se ozve poka\u017ed\u00e9, kdy\u017e projede kamion. Tak\u017ee ka\u017edou chv\u00edli,\u201c popsal novou realitu v\u00a0report\u00e1\u017ei Seznam Zpr\u00e1v v\u00a0b\u0159eznu Vladim\u00edr Maz\u00e1\u010d, jeden ze soused\u016f nov\u00e9ho d\u00e1lni\u010dn\u00edho tahu.<\/p>\n<p class=\"e_bW\">Zvuka\u0159sk\u00fd posudek, vypracovan\u00fd pot\u00e9 na zak\u00e1zku \u0158SD, jeho po\u010dty up\u0159esnil. B\u011bhem osmi hodin no\u010dn\u00edho m\u011b\u0159en\u00ed od des\u00e1t\u00e9 hodiny ve\u010dern\u00ed do \u0161est\u00e9 rann\u00ed napo\u010d\u00edtal 1706\u00a0n\u00e1kladn\u00edch vozidel. Mus\u00ed m\u00edt rezervu pro tepeln\u00e9 roztahov\u00e1n\u00ed a\u00a0smr\u0161\u0165ov\u00e1n\u00ed, to se u\u010d\u00ed ve fyzice u\u017e na z\u00e1kladn\u00ed \u0161kole. Mezeru u\u00a0Dluhonic vypl\u0148uje takzvan\u00fd \u201edilata\u010dn\u00ed mostn\u00ed z\u00e1v\u011br\u201c\u00a0\u2013\u00a0prod\u011brav\u011bl\u00fd \u017eelezn\u00fd p\u00e1s, funguj\u00edc\u00ed bohu\u017eel i\u00a0jako n\u00e1hl\u00e1 akustick\u00e1 skulina, kudy z\u00a0vozovky sm\u011brem dol\u016f pod most ut\u00edk\u00e1 zvukov\u00e1 vlna p\u0159i ka\u017ed\u00e9m p\u0159ejezdu pneumatik.<\/p>\n<p class=\"e_bW\">Akustick\u00e9 normy pracuj\u00ed s\u00a0pr\u016fm\u011bry, v\u00fdpo\u010dty a\u00a0modely, kter\u00e9 maj\u00ed realitu zjednodu\u0161it do kontrolovateln\u00e9 podoby. Jen\u017ee pr\u00e1v\u011b tady se zjednodu\u0161en\u00ed m\u011bn\u00ed v\u00a0absurdn\u00ed konstrukci: Hluk, kter\u00fd ka\u017ed\u00fd sly\u0161\u00ed, ofici\u00e1ln\u011b podle tabulek neexistuje. Kafka by ocenil, jak p\u0159esn\u011b syst\u00e9m dok\u00e1\u017ee popsat stav, kter\u00fd z\u00e1rove\u0148 pop\u00edr\u00e1. <\/p>\n<p class=\"e_bW\">Z\u00e1ludnost v\u00fdsledku laik pochop\u00ed a\u017e po konzultaci s\u00a0jin\u00fdmi \u201ezvuka\u0159i\u201c. Posudek je odborn\u011b v\u00a0po\u0159\u00e1dku, proto\u017ee metodika, jak ji st\u00e1t pro m\u011b\u0159en\u00ed v\u00a0doprav\u011b nastavuje, nezvl\u00e1d\u00e1 zachytit realitu takzvan\u00e9ho impulsn\u00edho hluku. Bou\u0159kov\u00e9 r\u00e1ny od pneumatik se maj\u00ed podle st\u00e1tn\u00edch pokyn\u016f hodnotit podobn\u011b jako r\u00e1ny na st\u0159elnici, co\u017e ale v\u00a0praxi nefunguje a\u00a0zvuka\u0159i to dob\u0159e v\u011bd\u00ed. <\/p>\n<p class=\"e_bW\">Na d\u00e1lnici je h\u00e1\u010dek v\u00a0tom, \u017ee impulsn\u00ed vlny nep\u0159ich\u00e1zej\u00ed do ticha, ale u\u017e do vysok\u00e9 stabiln\u00ed hladiny. Kdy\u017e se takto zpr\u016fm\u011bruje jen zlomek skute\u010dn\u00e9 dopravy, most vych\u00e1z\u00ed v\u00a0norm\u011b. <\/p>\n<p class=\"e_bW\">N\u00e1rodn\u00ed referen\u010dn\u00ed laborato\u0159, co\u017e je st\u00e1tn\u00ed org\u00e1n diktuj\u00edc\u00ed metodiku, o\u00a0slabin\u00e1ch m\u011b\u0159en\u00ed impulsn\u00edho hluku v\u00ed. Loni kv\u016fli podobn\u00fdm probl\u00e9m\u016fm na nov\u00e9m obchvatu Fr\u00fddku-M\u00edstku postupy upravila a\u00a0slibuje i\u00a0dal\u0161\u00ed zlep\u0161en\u00ed. To je ale pro Dluhonice zat\u00edm irelevantn\u00ed. I\u00a0pro silni\u010d\u00e1\u0159e, kte\u0159\u00ed (a Kafka by se nejsp\u00ed\u0161 zaradoval podruh\u00e9) nemaj\u00ed na probl\u00e9m raz\u00edtko. A\u00a0t\u00edm p\u00e1dem ani mand\u00e1t zaplatit n\u00e1pravu. <\/p>\n<p class=\"e_bW\">Takto zn\u00ed \u017eivot u\u00a0nov\u00e9 \u010d\u00e1sti D1\u00a0v\u00a0Dluhonic\u00edch. Most nad Dluhonicemi je toti\u017e postaven tak, \u017ee pod vozovkou m\u00e1 dutiny, kde se r\u00e1ny umoc\u0148uj\u00ed podobn\u011b jako v\u00a0reprobedn\u011b nebo v\u00a0pr\u00e1zdn\u00e9 m\u00edstnosti. Proto i\u00a0z\u00a0\u0158SD p\u0159ed m\u011bs\u00edcem <a data-dot=\"atm-link\" target=\"_blank\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/domaci-zivot-v-cesku-jako-bourka-nechali-jsme-zmerit-hluk-u-nove-d1-ktery-drazdi-mistni-302821\" class=\"e_n\" rel=\"nofollow noopener\">vze\u0161la \u00favaha<\/a>, \u017ee by \u0161lo zkusit situaci vylep\u0161it zaslepen\u00edm dutin nebo pou\u017eit\u00edm speci\u00e1ln\u00edho vaku na spodn\u00ed \u010d\u00e1st mostn\u00edho z\u00e1v\u011bru. To v\u0161e ale nyn\u00ed kv\u016fli v\u00fdsledk\u016fm m\u011b\u0159en\u00ed pad\u00e1.<\/p>\n<p>Nekecejte n\u00e1m do toho <\/p>\n<p class=\"e_bW\">Je zoufal\u00e9, kdy\u017e terorizovan\u00e1 obec nem\u00e1 n\u00e1rok ani na tuto drobnou ex post z\u00e1platu. P\u0159itom vzhledem k\u00a0historii jde o\u00a0to nejmen\u0161\u00ed. <\/p>\n<p class=\"e_bW\">Spor o\u00a0trasu p\u0159erovsk\u00e9ho \u00faseku D1\u00a0se t\u00e1hl p\u0159es dv\u011b dek\u00e1dy. U\u017e d\u00e1vno uk\u00e1zal, \u017ee hlavn\u00ed probl\u00e9m nen\u00ed v\u00a0samotn\u00e9 stavb\u011b, ale v\u00a0tom, jak vznikala. St\u00e1t obvi\u0148uje odp\u016frce z\u00a0blokov\u00e1n\u00ed staveb, odp\u016frci reaguj\u00ed \u017ealobami a\u00a0odvol\u00e1n\u00edmi, proto\u017ee logicky chr\u00e1n\u00ed sv\u016fj prostor a\u00a0jin\u00fd n\u00e1stroj nemaj\u00ed. N\u00e1mitky jsou br\u00e1ny jako sabot\u00e1\u017e m\u00edsto jako zlep\u0161ov\u00e1k. U\u017e nejde o\u00a0trasu, ale o\u00a0d\u016fsledky. Hluk, kter\u00fd \u201enen\u00ed\u201c. Domy, kter\u00e9 nikdo nevykoupil, proto\u017ee nestoj\u00ed p\u0159\u00edmo v\u00a0trase, ale jejich\u017e hodnota i\u00a0kvalita \u017eivota v\u00a0nich \u0161ly rapidn\u011b dol\u016f. Ve\u0159ejn\u00fd prostor, kter\u00fd zmizel pod betonem. A\u00a0pocit, \u017ee rozhodnut\u00ed padlo d\u00e1vno p\u0159edt\u00edm, ne\u017e mohl kdokoli n\u011bco re\u00e1ln\u011b ovlivnit. Kafka nastupuje pot\u0159et\u00ed, tentokr\u00e1t v\u00a0pln\u00e9 par\u00e1d\u011b.<\/p>\n<p class=\"e_bW\">Samoz\u0159ejm\u011b\u00a0\u2013 d\u00e1lnice n\u011bkudy v\u00e9st mus\u00ed. U\u00a0ka\u017ed\u00e9 trasy bude n\u011bkdo nespokojen\u00fd. Pl\u00e1nov\u00e1n\u00ed infrastruktury je v\u017edy hled\u00e1n\u00edm kompromisu v\u00a0\u00fazem\u00ed, kde se st\u0159et\u00e1vaj\u00ed z\u00e1jmy dopravy, p\u0159\u00edrody, ekonomiky a\u00a0lid\u00ed, kte\u0159\u00ed v\u00a0m\u00edst\u011b \u017eij\u00ed. Jen\u017ee pr\u00e1v\u011b to hled\u00e1n\u00ed kompromisu by m\u011blo b\u00fdt v\u00a0civilizovan\u00e9 demokratick\u00e9 zemi 21.\u00a0stolet\u00ed kl\u00ed\u010dov\u00e9. <\/p>\n<p class=\"e_bW\">U Dluhonic se to zjevn\u011b moc nepovedlo. Mo\u017en\u00e1 sta\u010dilo v\u00edc naslouchat v\u00a0moment\u011b, kdy se je\u0161t\u011b kreslily \u010d\u00e1ry na map\u011b. Ne a\u017e kdy\u017e stoj\u00ed pil\u00ed\u0159e a\u00a0\u0159e\u0161\u00ed se, jestli hluk vych\u00e1z\u00ed v\u00a0norm\u011b. Mo\u017en\u00e1 by st\u00e1lo za to p\u0159ipustit, \u017ee stav\u011bn\u00ed s\u00a0respektem k\u00a0n\u00e1mitk\u00e1m m\u016f\u017ee b\u00fdt ve v\u00fdsledku lep\u0161\u00ed i\u00a0rychlej\u0161\u00ed.<\/p>\n<p class=\"e_bW\">M\u00edsto toho jako by dnes s\u00edlila opa\u010dn\u00e1 tendence: Zrychlit, zjednodu\u0161it, omezit n\u00e1mitky, \u201ehlavn\u011b n\u00e1m do toho nekecejte\u201c. Ned\u00e1vn\u00e9 \u00fapravy z\u00e1kona o\u00a0liniov\u00fdch stavb\u00e1ch a\u00a0chystan\u00e1 reforma stavebn\u00edho z\u00e1kona jdou p\u0159esn\u011b t\u00edm sm\u011brem, proto\u017ee p\u0159ece hlavn\u011b mus\u00edme \u201eodblokovat v\u00fdstavbu\u201c. <\/p>\n<p class=\"e_bW\">Most u\u00a0P\u0159erova lze br\u00e1t jako memento, kam takov\u00fd p\u0159\u00edstup m\u016f\u017ee v\u00e9st. Jako p\u0159ipom\u00ednku, co se stane, kdy\u017e st\u00e1t jede jako parn\u00ed v\u00e1lec a\u00a0kompromis pova\u017euje za slabost. V\u00fdsledkem nen\u00ed rychlej\u0161\u00ed pokrok, ale jen jin\u00fd typ probl\u00e9mu\u00a0\u2013 trval\u00fd, h\u016f\u0159 \u0159e\u0161iteln\u00fd a\u00a0viditeln\u011bj\u0161\u00ed.
