Jsou v\u00a0rozporu s\u00a0\u00fazemn\u00edm pl\u00e1nem m\u011bsta, kter\u00e9 p\u0159es sedm let jako starostka vedla. <\/p>\n<p class=\"e_bW\">V minul\u00fdch dnech &#8211; u\u017e jako ministryn\u011b &#8211; za\u010dala nadto prosazovat zm\u011bny stavebn\u00edho z\u00e1kona, kter\u00e9 mimo jin\u00e9 maj\u00ed zm\u00edrnit pravidla pro dodate\u010dn\u00e9 povolov\u00e1n\u00ed staveb. A\u00a0zjednodu\u0161it tak legalizaci pr\u00e1v\u011b \u010dern\u00fdch staveb.<\/p>\n<p>Neleg\u00e1ln\u00ed idyla u\u00a0lesa<\/p>\n<p class=\"e_bW\">Pozemek ministryn\u011b Mr\u00e1zov\u00e9 le\u017e\u00ed na okraji m\u011bsta, v\u00a0t\u011bsn\u00e9 bl\u00edzkosti lesa. Za vysok\u00fdm zelen\u00fdm plotem je vid\u011bt d\u0159ev\u011bn\u00e1 pergola s\u00a0posezen\u00edm, domek s\u00a0kom\u00ednem, pod rozm\u011brnou st\u0159echou je zaparkovan\u00fd b\u00edl\u00fd karavan. Kolem plotu stoj\u00ed mlad\u00e9 t\u00faje a\u00a0v pe\u010dliv\u011b ohrani\u010den\u00fdch z\u00e1honech ra\u0161\u00ed kv\u011btiny a\u00a0rostou ke\u0159e.<\/p>\n<p class=\"e_bW\">Leteck\u00e9 sn\u00edmky nav\u00edc dokl\u00e1daj\u00ed, jak se pozemek v\u00a0\u010dase m\u011bnil a\u00a0jak p\u0159ib\u00fdvaly stavby a\u00a0\u00fapravy. <\/p>\n<p class=\"e_bW\">Probl\u00e9m ale je, \u017ee \u017e\u00e1dn\u00e9 \u201edomky\u201c by se na pozemku nach\u00e1zet nem\u011bly. Ne\u00fasp\u011b\u0161n\u011b. M\u00edstn\u00ed \u00fa\u0159edn\u00edci neustoupili.<\/p>\n<p class=\"e_bW\">\u201eJedn\u00e1 se o\u00a0lokalitu nevhodnou pro dal\u0161\u00ed rozvoj bydlen\u00ed, jeliko\u017e by doch\u00e1zelo k\u00a0expanzi obytn\u00e9 z\u00e1stavby do voln\u00e9 krajiny. (\u2026) Pozemek se nav\u00edc cel\u00fd nach\u00e1z\u00ed ve vzd\u00e1lenosti men\u0161\u00ed ne\u017e 50\u00a0metr\u016f od okraje lesa a\u00a0realizace jak\u00e9koli stavby pro bydlen\u00ed je zde tak s\u00a0ohledem na ve\u0159ejn\u00fd z\u00e1jem ochrany lesa jen velmi problematick\u00e1,\u201c stoj\u00ed v\u00a0\u00fa\u0159edn\u00edm zd\u016fvodn\u011bn\u00ed. <\/p>\n<p class=\"e_bW\">Sami \u00fa\u0159edn\u00edci p\u0159itom podotkli, \u017ee parcela\u00a0u\u017e neleg\u00e1ln\u00ed objekty obsahuje. \u201eNa p\u0159edm\u011btn\u00e9m pozemku se nicm\u00e9n\u011b ji\u017e nach\u00e1z\u00ed drobn\u00e9 stavby realizovan\u00e9 p\u0159ed vyd\u00e1n\u00edm \u00fazemn\u00edho pl\u00e1nu,\u201c napsali doslova.<\/p>\n<p><img height=\"1984\"   width=\"3464\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/04\/1777529890_211_mrazova.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/>Foto: Seznam Zpr\u00e1vy<\/p>\n<p class=\"e_bW\">Z dokumentace k\u00a0mo\u017en\u00fdm zm\u011bn\u00e1m \u00fazemn\u00edho pl\u00e1nu vypl\u00fdv\u00e1, \u017ee na parcele ministryn\u011b le\u017e\u00ed stavby, kter\u00e9 tam nemaj\u00ed co d\u011blat.<\/p>\n<p class=\"e_bW\">Ministryn\u011b Mr\u00e1zov\u00e1 se h\u00e1j\u00ed t\u00edm, \u017ee pozemek nabyla u\u017e se stavbami. <\/p>\n<p class=\"e_bW\">\u201eV dob\u011b po\u0159\u00edzen\u00ed jsem vych\u00e1zela z\u00a0p\u0159edpokladu, \u017ee stav je v\u00a0souladu s\u00a0pr\u00e1vn\u00edmi p\u0159edpisy,\u201c tvrd\u00ed Mr\u00e1zov\u00e1, kter\u00e1 se prezentuje jako expertka na \u00fazemn\u00ed rozvoj a\u00a0nejpozd\u011bji od roku 2022\u00a0m\u011bla \u00fazemn\u00ed pl\u00e1n v\u00a0B\u00edlin\u011b p\u0159\u00edmo na starosti. <\/p>\n<p><img height=\"276\"   width=\"1494\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/04\/1777529890_195_mrazova.png\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/>Foto: Seznam Zpr\u00e1vy<\/p>\n<p class=\"e_bW\">Z\u00e1znam z\u00a0rady B\u00edliny z\u00a0listopadu 2022.\u00a0Radn\u00ed d\u00e1vaj\u00ed tvorbu \u00fazemn\u00edho pl\u00e1nu do rukou starostky Mr\u00e1zov\u00e9 (tehdy je\u0161t\u011b Schwarz Ba\u0159tip\u00e1nov\u00e9).<\/p>\n<p class=\"e_bW\">Jej\u00ed argumentace m\u00e1 z\u00e1sadn\u00ed h\u00e1\u010dek. Polovinu zm\u00edn\u011bn\u00e9 parcely dostala darem od sv\u00e9ho tehdej\u0161\u00edho man\u017eela v\u00a0roce 2021.\u00a0O\u00a0t\u0159i roky pozd\u011bji se stala u\u017e majitelkou cel\u00e9ho pozemku.<\/p>\n<p class=\"e_bW\">\u201ePozemek jsem nabyla ji\u017e s\u00a0existuj\u00edc\u00edmi objekty, kter\u00e9 jsou tvo\u0159eny zejm\u00e9na mobiln\u00edmi prvky bez pevn\u00fdch z\u00e1klad\u016f. Aktu\u00e1ln\u011b \u0159e\u0161\u00edm narovn\u00e1n\u00ed pr\u00e1vn\u00edho stavu a\u00a0slad\u011bn\u00ed faktick\u00e9ho vyu\u017eit\u00ed, evidence v\u00a0katastru a\u00a0\u00fazemn\u00edho pl\u00e1nu standardn\u00ed cestou prost\u0159ednictv\u00edm \u017e\u00e1dosti o\u00a0zm\u011bnu \u00fazemn\u00edho pl\u00e1nu,\u201c doplnila s\u00a0t\u00edm, \u017ee hodl\u00e1 vyu\u017e\u00edvat pozemek jako zahradu. <\/p>\n<p class=\"e_bW\">Co\u017e ov\u0161em d\u011bl\u00e1 u\u017e te\u010f, i\u00a0kdy\u017e ani to nen\u00ed v\u00a0souladu s\u00a0\u00fazemn\u00edm pl\u00e1nem. Zm\u011bna z\u00a0lesn\u00ed plochy na zahradu se dosud neodehr\u00e1la, m\u011bsto ji neschv\u00e1lilo.<\/p>\n<p>Experti: \u010cern\u00e9 stavby<\/p>\n<p class=\"e_bW\">Jej\u00ed b\u00fdval\u00fd man\u017eel Schwarz p\u0159ipou\u0161t\u00ed, \u017ee na pozemku stav\u011bl on. Podle n\u011bj se ale o\u00a0\u010dern\u00e9 stavby nejedn\u00e1. \u201eTo nem\u00e1 z\u00e1klady, to nem\u00e1 nic. Jeden kus je jenom bu\u0148ka stavebn\u00ed, tak\u017ee to nen\u00ed jako nic pevn\u00fdho,\u201c mysl\u00ed si. <\/p>\n<p class=\"e_bW\">Podle Pavla Kopeck\u00e9ho, advok\u00e1ta specializuj\u00edc\u00edho se na stavebn\u00ed pr\u00e1vo, je jedno, jestli stavby z\u00e1klady maj\u00ed, \u010di ne. A\u00a0stejn\u011b tak, kdo stavby postavil. \u201ePokud n\u011bkdo nab\u00fdv\u00e1 pozemek se stavbami, m\u011bl by si ve sv\u00e9m z\u00e1jmu v\u017edy ov\u011b\u0159it, zda stavby byly \u0159\u00e1dn\u011b povoleny, proto\u017ee v\u0161echny s\u00a0t\u00edm spojen\u00e9 probl\u00e9my p\u0159ech\u00e1zej\u00ed na nov\u00e9ho vlastn\u00edka,\u201c upozornil Kopeck\u00fd.<\/p>\n<p class=\"e_bW\">Kdy\u017e prostudoval \u00fazemn\u00ed pl\u00e1n B\u00edliny, dosp\u011bl k\u00a0z\u00e1v\u011bru, \u017ee na pozemc\u00edch se stav\u011bt nem\u011blo. \u201eNa takov\u00fdch pozemc\u00edch nen\u00ed b\u011b\u017en\u011b mo\u017en\u00e9 prov\u00e1d\u011bt stavby ani roz\u0161i\u0159ovat ji\u017e existuj\u00edc\u00ed stavby. Na lesn\u00edch, zem\u011bd\u011blsk\u00fdch \u010di p\u0159\u00edrodn\u00edch ploch\u00e1ch je mo\u017en\u00e9 stav\u011bt jen v\u00fdjime\u010dn\u011b, a\u00a0to pouze specifick\u00e9 druhy staveb, nikoli stavby pro individu\u00e1ln\u00ed rekreaci,\u201c vysv\u011btlil advok\u00e1t.<\/p>\n<p class=\"e_bW\">\u201eS ohledem na funk\u010dn\u00ed vyu\u017eit\u00ed pozemku dle platn\u00e9ho \u00fazemn\u00edho pl\u00e1nu &#8211; plochy lesn\u00ed &#8211; tedy minim\u00e1ln\u011b n\u011bkter\u00e9 stavby budou s\u00a0vysokou pravd\u011bpodobnost\u00ed takzvan\u011b \u010dern\u00fdmi stavbami,\u201c doplnil Kopeck\u00fd.<\/p>\n<p class=\"e_bW\">Architekt Igor D\u0159ev\u00edkovsk\u00fd, kter\u00fd se na legalizaci \u010dern\u00fdch staveb specializuje, vid\u00ed nejv\u011bt\u0161\u00ed probl\u00e9m v\u00a0\u0161ed\u00e9m p\u0159\u00edst\u0159e\u0161ku (viz leteck\u00e9 sn\u00edmky), pod kter\u00fdm m\u00e1 Mr\u00e1zov\u00e1 zaparkovan\u00fd karavan. \u201ePodle katastr\u00e1ln\u00edch map je to stavba, kter\u00e1 m\u00e1 p\u0159es 40\u00a0metr\u016f \u010dtvere\u010dn\u00edch. Nen\u00ed ale katastr\u00e1ln\u011b evidovan\u00e1, je bez opat\u0159en\u00ed stavebn\u00edho \u00fa\u0159adu &#8211; \u010dern\u00e1 stavba,\u201c uvedl pro Seznam Zpr\u00e1vy po prostudov\u00e1n\u00ed dokumentace expert. <\/p>\n<p>Kauzy ministryn\u011b Mr\u00e1zov\u00e9<img height=\"375\"   width=\"1800\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/04\/1777529891_941_zuzana-mrazova.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/>Foto: \u010cTK, Profimedia.cz<\/p>\n<p class=\"e_bW\">Zuzana Mr\u00e1zov\u00e1.<\/p>\n<p class=\"e_bW\">Jako politi\u010dka Zuzana Mr\u00e1zov\u00e1 (ANO) mluv\u00ed o\u00a0tom, \u017ee chce vy\u0159e\u0161it bydlen\u00ed pro ohro\u017een\u00e9 skupiny ob\u010dan\u016f. Jako starostka B\u00edliny ale ob\u00fdvala a\u00a0dodnes ob\u00fdv\u00e1 obecn\u00ed byty za p\u00e1r tis\u00edc m\u011bs\u00ed\u010dn\u011b na n\u00e1m\u011bst\u00ed m\u011bsta, kter\u00e9 m\u00e1 jeden z\u00a0nejvy\u0161\u0161\u00edch pod\u00edl\u016f obyvatel v\u00a0exekuci.<\/p>\n<p class=\"e_bW\">Zuzana Mr\u00e1zov\u00e1 se v\u00a0B\u00edlin\u011b opakovan\u011b ocitala v\u00a0konfliktu z\u00e1jm\u016f; jej\u00ed kroky se prot\u00ednaly s\u00a0podnik\u00e1n\u00edm jej\u00edho tehdej\u0161\u00edho man\u017eela Romana Schwarze. \u010celila nap\u0159\u00edklad nevoli ob\u010dan\u016f, kte\u0159\u00ed si st\u011b\u017eovali na dlouhodob\u00fd hluk z\u00a0jeho diskot\u00e9ky.<\/p>\n<p>\u00da\u0159edn\u00edk: Kompletn\u011b na\u010derno<\/p>\n<p class=\"e_bW\">\u00da\u0159edn\u00edk z\u00a0b\u00edlinsk\u00e9 radnice, kter\u00fd se stavbami na \u00fazem\u00ed m\u011bsta zab\u00fdv\u00e1, m\u00e1 v\u00a0p\u0159\u00edpad\u011b ministryniny parcely jasno. \u201eJe to kompletn\u011b na\u010derno, to se tady v\u00ed. Muselo by ale p\u0159ij\u00edt ud\u00e1n\u00ed, aby se to \u0159e\u0161ilo ofici\u00e1ln\u011b. Prost\u011b \u201adobr\u00e1 v\u016fle\u2018,\u201c potvrdil \u00fa\u0159edn\u00edk, jen\u017e necht\u011bl b\u00fdt z\u00a0pochopiteln\u00fdch d\u016fvod\u016f jmenov\u00e1n. A\u00a0je\u0161t\u011b podotkl: \u201eJsou lidi, u\u00a0kter\u00fdch se to \u0159e\u0161\u00ed v\u00edc, u\u00a0n\u011bkter\u00fdch m\u00ed\u0148.\u201c<\/p>\n<p class=\"e_bW\">Ostatn\u011b s\u00e1m Schwarz v\u00a0rozhovoru p\u0159iznal, \u017ee ho radnice kv\u016fli neleg\u00e1ln\u00ed v\u00fdstavb\u011b v\u00a0minulosti nekontaktovala. \u201eP\u0159edt\u00edm to je\u0161t\u011b nebylo takov\u00fd, \u017ee by n\u011bkdo upozor\u0148oval na n\u011bco\u2026 To a\u017e te\u010f to za\u010dalo. Posledn\u00ed dobou se \u0159e\u0161\u00ed ty \u010dern\u00fd stavby a\u00a0tady ty v\u011bci,\u201c \u0159ekl.<\/p>\n<p class=\"e_bW\">Z\u00e1stupci b\u00edlinsk\u00e9 radnice se p\u0159itom d\u00e1l tv\u00e1\u0159\u00ed, \u017ee o\u00a0\u010dernot\u011b na pozemku dlouholet\u00e9 starostky nikdy nesly\u0161eli. A\u00a0to i\u00a0navzdory citovan\u00e9 dokumentaci, podle n\u00ed\u017e se Schwarz pokou\u0161el v\u0161e ob\u00edlit u\u017e p\u0159ed lety. <\/p>\n<p class=\"e_bW\">\u201eVy si mysl\u00edte, \u017ee v\u00edm \u00fapln\u011b o\u00a0v\u0161em? Nev\u00edm. My jsme velk\u00e1 obec s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed, m\u00e1me cel\u00e9 m\u011bsto, m\u00e1me cel\u00e9 obce okolo n\u00e1s. Prost\u011b my nem\u016f\u017eeme pojmout \u00fapln\u011b v\u0161echno,\u201c reagoval vedouc\u00ed stavebn\u00edho \u00fa\u0159adu Old\u0159ich Jedli\u010dka.<\/p>\n<p>Starosta taky nic nev\u00ed<\/p>\n<p class=\"e_bW\">O problematick\u00e9 parcele pr\u00fd nesly\u0161el ani sou\u010dasn\u00fd starosta B\u00edliny Matu\u0161ka (rovn\u011b\u017e z\u00a0hnut\u00ed ANO), kter\u00fd v\u00a0\u00e9\u0159e Mr\u00e1zov\u00e9 p\u016fsobil jako radn\u00ed. \u201eJ\u00e1 kdy\u017e dostanu materi\u00e1ly o\u00a0\u00fazemn\u00edm pl\u00e1nu, tak z\u00a0toho ch\u00e1pu tak deset procent,\u201c p\u0159iznal se starosta.<\/p>\n<p class=\"e_bW\">Na dodate\u010dn\u00fd p\u00edsemn\u00fd dotaz je\u0161t\u011b napsal, \u017ee \u201eo pozemku nic nev\u00ed, nato\u017e o\u00a0stavb\u00e1ch\u201c, a\u00a0\u017ee B\u00edlina \u201e\u017e\u00e1dn\u00fd podn\u011bt neobdr\u017eela\u201c. Pokud se tak podle starosty stane, bude pr\u00fd m\u011bsto postupovat v\u00a0mez\u00edch z\u00e1kona.<\/p>\n<p class=\"e_bW\">Podn\u011bt u\u017e nicm\u00e9n\u011b padl. Vedouc\u00ed stavebn\u00edho \u00fa\u0159adu Jedli\u010dka musel \u201einformaci\u201c zaevidovat minul\u00fd p\u00e1tek &#8211; pot\u00e9, co jej redaktorky Seznam Zpr\u00e1v na v\u011bc upozornily. Jak \u00fa\u0159ad v\u00a0p\u0159\u00edpad\u011b exstarostky a\u00a0sou\u010dasn\u00e9 ministryn\u011b zakro\u010d\u00ed, zat\u00edm nen\u00ed jasn\u00e9.<\/p>\n<p>Novela stavebn\u00edho z\u00e1kona od Mr\u00e1zov\u00e9Novelu stavebn\u00edho z\u00e1kona navrhuje ministryn\u011b pro m\u00edstn\u00ed rozvoj Zuzana Mr\u00e1zov\u00e1 s p\u0159edsedou hnut\u00ed ANO Andrejem Babi\u0161em a dal\u0161\u00edmi vl\u00e1dn\u00edmi poslanci. Chystan\u00e1 \u00faprava nap\u0159\u00edklad po\u010d\u00edt\u00e1 s vypu\u0161t\u011bn\u00edm \u010d\u00e1sti ustanoven\u00ed, kter\u00e9 dosud znemo\u017e\u0148ovalo dodate\u010dn\u00e9 povolen\u00ed stavby, pokud majitel nepodal \u017e\u00e1dost ve stanoven\u00e9 lh\u016ft\u011b. Podle d\u016fvodov\u00e9 zpr\u00e1vy m\u00e1 tato zm\u011bna zabr\u00e1nit p\u0159\u00edli\u0161n\u00e9 tvrdosti z\u00e1kona v p\u0159\u00edpadech, kdy majitel lh\u016ftu prome\u0161k\u00e1 z omluviteln\u00fdch d\u016fvod\u016f.V praxi by tak mohla p\u0159in\u00e9st z\u00e1sadn\u00ed obrat pro majitele nepovolen\u00fdch objekt\u016f. Pokud by stavebn\u00ed \u00fa\u0159ad uznal d\u016fvody zme\u0161k\u00e1n\u00ed lh\u016fty za omluviteln\u00e9, otev\u0159ela by se cesta k legalizaci i u staveb, kde majitel nestihl zareagovat na v\u00fdzvu \u00fa\u0159adu v\u010das.\u201eJe to \u00fapln\u011b tristn\u00ed z\u00e1sah. Stavebn\u00ed povolen\u00ed bude jenom jako formalitka, kterou \u010dlov\u011bk m\u00edt m\u016f\u017ee a nemus\u00ed,\u201c zkritizovala novelu pro Seznam Zpr\u00e1vy Veronika Kov\u00e1\u0159ov\u00e1 (Pir\u00e1ti). \u201eOpravdu se boj\u00edme, \u017ee se t\u00edmhle otv\u00edraj\u00ed dve\u0159e na ty typick\u00fd papal\u00e1\u0161sk\u00fd stavby velk\u00fdch vil a komplex\u016f v chr\u00e1n\u011bn\u00fdch z\u00f3n\u00e1ch, kter\u00fd se p\u0159esn\u011b p\u0159es tenhle institut \u010dern\u00e9 stavby, kter\u00e1 pak bude n\u011bjak zlegalizov\u00e1na, klidn\u011b m\u016f\u017eou za\u010d\u00edt stav\u011bt.\u201cNovela stavebn\u00edho z\u00e1kona zat\u00edm pro\u0161la prvn\u00edm \u010dten\u00edm. Nyn\u00ed ji projedn\u00e1vaj\u00ed v\u00fdbory.
