Debata o Metropolitn\u00edm pl\u00e1nu se \u010dasto vede jako technick\u00e1 nebo urbanistick\u00e1. Ve skute\u010dnosti je ale p\u0159edev\u0161\u00edm ekonomick\u00e1.\u00a0<\/p>\n<p>Nejde toti\u017e jen o to, jak bude Praha vypadat a jestli ulicemi budou jezdit tramvaje, kola nebo auta. Jde o to, zda bude schopn\u00e1 r\u016fst, p\u0159itahovat lidi, kapit\u00e1l a p\u0159\u00edle\u017eitosti. A pr\u00e1v\u011b v tomto ohledu dnes Praha nar\u00e1\u017e\u00ed na sv\u00e9 limity. Pro\u010d si mysl\u00edm, \u017ee Praha nov\u00fd Metropolitn\u00ed pl\u00e1n pot\u0159ebuje? Ze t\u0159\u00ed d\u016fvod\u016f.\u00a0<\/p>\n<p>T\u0159i d\u016fvody<\/p>\n<p>Zaprv\u00e9, <a href=\"https:\/\/www.e15.cz\/tag\/metropole\/1\" rel=\"nofollow noopener\" target=\"_blank\">metropole<\/a> d\u00e1l poroste, ot\u00e1zkou je, zda \u0159\u00edzen\u011b, tedy p\u0159etvo\u0159\u00ed r\u016fst do p\u0159\u00edle\u017eitosti, nebo \u017eiveln\u011b, co\u017e bude generovat spole\u010densk\u00e9 n\u00e1klady. Praha je dlouhodob\u011b nejsiln\u011bj\u0161\u00edm ekonomick\u00fdm centrem \u010cesk\u00e9 republiky. Vytv\u00e1\u0159\u00ed zhruba \u010dtvrtinu n\u00e1rodn\u00edho HDP, koncentruje pracovn\u00ed p\u0159\u00edle\u017eitosti, univerzity i zdravotnictv\u00ed. To z n\u00ed d\u011bl\u00e1 p\u0159irozen\u00fd magnet, kter\u00fd p\u0159itahuje lidi z cel\u00e9 zem\u011b i ze zahrani\u010d\u00ed. Tento trend nen\u00ed do\u010dasn\u00fd, naopak je struktur\u00e1ln\u00ed.\u00a0<\/p>\n<p>Lid\u00e9 se st\u011bhuj\u00ed tam, kde vznikaj\u00ed p\u0159\u00edle\u017eitosti \u2013 a <a href=\"https:\/\/www.e15.cz\/byznys\/zacelene-diry-ve-meste-podivejte-se-na-nove-prazske-projekty-ktere-se-staveji-v-prolukach-1430205\" rel=\"nofollow noopener\" target=\"_blank\">hlavn\u00ed m\u011bsto tyto p\u0159\u00edle\u017eitosti nab\u00edz\u00ed<\/a>. Navzdory d\u0159\u00edv\u011bj\u0161\u00edm p\u0159edstav\u00e1m o decentralizaci ekonomiky se ukazuje, \u017ee velk\u00e1 m\u011bsta svou roli neztr\u00e1cej\u00ed, ale posiluj\u00ed. Z\u00e1sadn\u00ed ot\u00e1zka proto nezn\u00ed, zda Praha poroste. Jasn\u011b \u017ee poroste. Ot\u00e1zka zn\u00ed, zda bude tento r\u016fst \u0159\u00edzen\u00fd, nebo chaotick\u00fd. Dnes <a href=\"https:\/\/www.e15.cz\/byznys\/reality-a-stavebnictvi\/praha-koupi-zamek-veleslavin-diky-taktice-cekani-usetrila-stovky-milionu-1432358\" rel=\"nofollow noopener\" target=\"_blank\">Praha<\/a> na tento tlak nen\u00ed p\u0159ipraven\u00e1. Ne proto, \u017ee by j\u00ed chyb\u011bl prostor nebo kapit\u00e1l, ale proto, \u017ee jej\u00ed regula\u010dn\u00ed r\u00e1mec nedok\u00e1\u017ee umo\u017enit dostate\u010dn\u011b rychlou v\u00fdstavbu. M\u011bsto tak \u010del\u00ed situaci, kdy popt\u00e1vka roste, ale nab\u00eddka z\u016fst\u00e1v\u00e1 rigidn\u011b omezen\u00e1. Bez nov\u00e9ho \u00fazemn\u00edho pl\u00e1nu bude tento nesoulad pokra\u010dovat \u2013 a s n\u00edm i jeho negativn\u00ed dopady.<\/p>\n<p>Bydlen\u00ed je probl\u00e9m<\/p>\n<p>Zadruh\u00e9, nedostatek <a href=\"https:\/\/www.e15.cz\/byznys\/reality-a-stavebnictvi\/byt-v-praze-se-zaplati-za-74-let-vidina-snadneho-zhodnoceni-mizi-i-z-regionu-investori-voli-plan-b-1431727\" rel=\"nofollow noopener\" target=\"_blank\">bydlen\u00ed je ekonomick\u00fd probl\u00e9m<\/a>, ne jen soci\u00e1ln\u00ed. V\u00fdsledkem sou\u010dasn\u00e9ho stavu je struktur\u00e1ln\u00ed nedostatek bydlen\u00ed. Deficit p\u0159esahuje sto tis\u00edc byt\u016f a v syst\u00e9mu je z\u00e1rove\u0148 zablokov\u00e1no p\u0159ibli\u017en\u011b 150 tis\u00edc byt\u016f v r\u016fzn\u00fdch f\u00e1z\u00edch p\u0159\u00edpravy. To znamen\u00e1 jedin\u00e9: Probl\u00e9m nen\u00ed v tom, \u017ee by se necht\u011blo stav\u011bt. Probl\u00e9m je, \u017ee se stav\u011bt ned\u00e1. Ka\u017ed\u00fd, kdo p\u0159ijde do Prahy a vytvo\u0159\u00ed t\u00edm novou popt\u00e1vku na jeden nov\u00fd byt, na n\u011bj v\u00a0pr\u016fm\u011bru \u010dek\u00e1 6 a\u017e 8 let. Stra\u0161n\u00e9. Ceny novostaveb dosahuj\u00ed 175 a\u017e 200 tis\u00edc korun za metr \u010dtvere\u010dn\u00ed a rostou tempem 10 a\u017e 15 procent ro\u010dn\u011b. Bydlen\u00ed se tak st\u00e1v\u00e1 nedostupn\u00fdm i pro st\u0159edn\u00ed t\u0159\u00eddu, kterou ale m\u011bsto pro sv\u016fj rozvoj pot\u0159ebuje. Z ekonomick\u00e9ho hlediska jde o u\u010debnicov\u00fd p\u0159\u00edklad omezen\u00e9 nab\u00eddky: Pokud se nestav\u00ed, ceny rostou, a pokud ceny rostou p\u0159\u00edli\u0161 rychle, doch\u00e1z\u00ed k vytla\u010dov\u00e1n\u00ed obyvatel a deformaci trhu.<\/p>\n<p>Tento stav m\u00e1 nav\u00edc \u0161ir\u0161\u00ed dopady. <a href=\"https:\/\/www.e15.cz\/nazory-a-analyzy\/cesko-si-vypestovalo-krizi-bydleni-mladi-jsou-bez-sance-ceny-zase-bez-stropu-1430606\" rel=\"nofollow noopener\" target=\"_blank\">Nedostupn\u00e9 bydlen\u00ed<\/a> omezuje mobilitu pracovn\u00ed s\u00edly, zvy\u0161uje n\u00e1klady firem a sni\u017euje konkurenceschopnost m\u011bsta. Ka\u017ed\u00fd rok odkladu p\u0159itom znamen\u00e1 des\u00edtky miliard korun v nerealizovan\u00fdch investic\u00edch a miliardy korun, kter\u00e9 dom\u00e1cnosti p\u0159epl\u00e1cej\u00ed za bydlen\u00ed, a t\u00edm p\u00e1dem je neutr\u00e1cej\u00ed jinde. Metropolitn\u00ed pl\u00e1n je v tomto kontextu kl\u00ed\u010dov\u00fd. Ne proto, \u017ee by s\u00e1m o sob\u011b stav\u011bl byty, ale proto, \u017ee vytv\u00e1\u0159\u00ed podm\u00ednky, aby se stav\u011bt mohlo. Rychle, hust\u011b a kvalitn\u011b.\u00a0<\/p>\n<p>Bez Prahy \u010cesko neporoste<\/p>\n<p>Zat\u0159et\u00ed, bez funk\u010dn\u00ed Prahy nebude fungovat ani ekonomika. Praha nen\u00ed jen jedn\u00edm z region\u016f. Je \u010dtvrt\u00fdm nejbohat\u0161\u00edm regionem v\u00a0EU, je centrem, na kter\u00e9m stoj\u00ed velk\u00e1 \u010d\u00e1st \u010desk\u00e9 ekonomiky. Pokud m\u011bsto nefunguje, dopady se p\u0159en\u00e1\u0161ej\u00ed do cel\u00e9 zem\u011b. Nedostatek bydlen\u00ed vede k odlivu obyvatel do okoln\u00edch region\u016f, k p\u0159et\u00ed\u017een\u00ed infrastruktury a ke zhor\u0161ov\u00e1n\u00ed kvality \u017eivota. Firmy ztr\u00e1cej\u00ed pracovn\u00ed s\u00edlu, rostou jim n\u00e1klady a kles\u00e1 jejich schopnost konkurovat.<\/p>\n<p>Sou\u010dasn\u011b <a href=\"https:\/\/www.e15.cz\/byznys\/reality-a-stavebnictvi\/praha-kupuje-narodni-dum-na-vinohradech-statu-zaplati-temer-400-milionu-1432357\" rel=\"nofollow noopener\" target=\"_blank\">Praha<\/a> trp\u00ed struktur\u00e1ln\u00edm probl\u00e9mem n\u00edzk\u00e9 hustoty. Ve srovn\u00e1n\u00ed s jin\u00fdmi velk\u00fdmi m\u011bsty je relativn\u011b \u0159\u00eddk\u00e1, co\u017e zvy\u0161uje n\u00e1klady na infrastrukturu a podporuje rozl\u00e9z\u00e1n\u00ed m\u011bsta do krajiny. Modern\u00ed m\u011bsta p\u0159itom sm\u011b\u0159uj\u00ed k vy\u0161\u0161\u00ed kompaktnosti a efektivit\u011b. Metropolitn\u00ed pl\u00e1n tento probl\u00e9m reflektuje. Sm\u011b\u0159uje v\u00fdstavbu do brownfield\u016f a do oblast\u00ed v dosahu ve\u0159ejn\u00e9 dopravy. Z\u00e1rove\u0148 zav\u00e1d\u00ed jednotn\u00fd a p\u0159edv\u00eddateln\u00fd r\u00e1mec, kter\u00fd nahrazuje sou\u010dasnou rozt\u0159\u00ed\u0161t\u011bnost a neefektivitu. Bez tohoto r\u00e1mce z\u016fstane Praha z\u00e1visl\u00e1 na individu\u00e1ln\u00edch zm\u011bn\u00e1ch a pomal\u00fdch procesech, kter\u00e9 brzd\u00ed rozvoj.<\/p>\n<p>Konec staveb od roku 2029?<\/p>\n<p>St\u00e1vaj\u00edc\u00ed \u00fazemn\u00ed pl\u00e1n p\u0159estane nejpozd\u011bji v roce 2028 platit. Pokud nebude nahrazen, hroz\u00ed, \u017ee od roku 2029 nebude mo\u017en\u00e9 v Praze prakticky nic stav\u011bt. Alternativou k p\u0159ijet\u00ed pl\u00e1nu tedy nen\u00ed lep\u0161\u00ed pl\u00e1n. Alternativou je stagnace.<\/p>\n<p>Jist\u011b plat\u00ed, \u017ee Metropolitn\u00ed pl\u00e1n nen\u00ed dokonal\u00fd. Ka\u017ed\u00e9ho, kdo se s\u00a0n\u00edm sezn\u00e1mil, co\u017e v\u00e1m mimochodem doporu\u010duji, napadne p\u00e1r subjektivn\u00edch v\u011bc\u00ed, co by se dalo zlep\u0161it. T\u00edm nejl\u00e9pe zjist\u00edte, \u017ee je v\u00fdsledkem kompromisu a dlouh\u00e9ho procesu, kter\u00fd f\u00e9rov\u011b reflektuje r\u016fzn\u00e9 z\u00e1jmy a priority. Mimoto jej samoz\u0159ejm\u011b v budoucnu bude mo\u017en\u00e9 upravovat a zp\u0159es\u0148ovat.<\/p>\n<p>Z ekonomick\u00e9ho hlediska je ale z\u00e1sadn\u00ed jin\u00e1 v\u011bc: Bez Metropolitn\u00edho pl\u00e1nu Praha nedok\u00e1\u017ee vy\u0159e\u0161it sv\u00e9 kl\u00ed\u010dov\u00e9 probl\u00e9my. Rozhodnut\u00ed o jeho schv\u00e1len\u00ed proto nen\u00ed volbou mezi ide\u00e1ln\u00edm a nedokonal\u00fdm \u0159e\u0161en\u00edm. Je to volba mezi t\u00edm, zda bude Praha schopn\u00e1 r\u016fst, nebo zda z\u016fstane uzav\u0159en\u00fdm, drah\u00fdm a postupn\u011b m\u00e9n\u011b funk\u010dn\u00edm m\u011bstem.<\/p>\n<p>A pr\u00e1v\u011b proto by m\u011bl b\u00fdt Metropolitn\u00ed pl\u00e1n schv\u00e1len.<\/p>\n","protected":false},"excerpt":{"rendered":"Praha stoj\u00ed na rozcest\u00ed.
