Proto pat\u0159\u00ed k\u00a0t\u011bm nejlacin\u011bj\u0161\u00edm politick\u00fdm slib\u016fm, \u017ee byt\u016f bude dost a\u00a0za dostupnou cenu. Z\u00e1rove\u0148 v\u0161ak jde u\u00a0bydlen\u00ed o\u00a0sliby, kter\u00e9 se t\u011b\u017eko pln\u00ed. Pokud tedy Karel Havl\u00ed\u010dek sl\u00edbil ve sv\u00e9 Hospod\u00e1\u0159sk\u00e9 strategii tak\u0159ka nesplniteln\u00e9, a\u00a0p\u0159itom aspo\u0148 \u010d\u00e1st z\u00a0toho uskute\u010dn\u00ed, zap\u00ed\u0161e se do d\u011bjin.<\/p>\n<p class=\"e_bP\">Vl\u00e1d\u011b Andreje Babi\u0161e u\u017e to jednou nevy\u0161lo, konkr\u00e9tn\u011b v\u00a0jej\u00edm minul\u00e9m funk\u010dn\u00edm obdob\u00ed 2018-2021.\u00a0Kdy\u017e Babi\u0161ovi minist\u0159i nastoupili do sv\u00fdch funkc\u00ed, byly st\u00ed\u017enosti na bytovou krizi sp\u00ed\u0161 jen obvykl\u00fdm folkl\u00f3rem. V\u00a0letech 2014-2018\u00a0vyrostl po\u010det dokon\u010den\u00fdch byt\u016f z\u00a0cca 25\u00a0na 35\u00a0tis\u00edc ro\u010dn\u011b, p\u0159itom skoro dv\u011b t\u0159etiny z\u00a0toho byly rodinn\u00e9 domy. D\u00edky rostouc\u00edm p\u0159\u00edjm\u016fm cel\u00e9 populace a\u00a0tak\u0159ka nulov\u00fdm \u00farok\u016fm u\u00a0hypot\u00e9k, kter\u00e9 se nav\u00edc daly odepsat z\u00a0dan\u00ed, se skoro zd\u00e1lo, \u017ee se za\u010d\u00ednaj\u00ed plnit liber\u00e1ln\u00ed sny o\u00a0tom, \u017ee si ka\u017ed\u00fd \u010cech po\u0159\u00edd\u00ed vlastn\u00ed domek za m\u011bstem.<\/p>\n<p class=\"e_bP\">Sen o\u00a0vlastn\u00edm bydlen\u00ed pro ka\u017ed\u00e9ho se v\u0161ak z\u00e1hy rozplynul, a\u00a0bylo to pr\u00e1v\u011b po intervenci minul\u00e9 Babi\u0161ovy vl\u00e1dy. Na ja\u0159e 2020, v\u00a0\u010dasech covidu, to jej\u00ed minist\u0159i v\u00a0\u010dele s\u00a0Alenou Schillerovou cht\u011bli je\u0161t\u011b vylep\u0161it a\u00a0navrhli zru\u0161it spekula\u010dn\u00ed da\u0148, tedy \u010dty\u0159procentn\u00ed poplatek z\u00a0ceny zakoupen\u00e9 nemovitosti. S\u00a0od\u016fvodn\u011bn\u00edm, \u017ee se t\u00edm sn\u00ed\u017e\u00ed cena a\u00a0zlep\u0161\u00ed dostupnost bydlen\u00ed zvl\u00e1\u0161t\u011b pro mlad\u00e9 rodiny, hlasovala pro n\u00e1vrh slavnostn\u011b cel\u00e1 Sn\u011bmovna.<\/p>\n<p class=\"e_bP\">Z\u00e1jem o\u00a0v\u00fdstavbu \u010di n\u00e1kup byt\u016f se skute\u010dn\u011b zv\u00fd\u0161il o\u00a0tolik, \u017ee se jich za\u010dalo stav\u011bt dlouho nev\u00eddan\u00fdch 45\u00a0tis\u00edc ro\u010dn\u011b. Pot\u00ed\u017e byla v\u00a0tom, \u017ee na tak velk\u00fd boom nebylo dost materi\u00e1lu, kter\u00fd pak zdra\u017eil o\u00a0des\u00edtky procent. Byty se v\u0161ak bez ohledu na cenu stejn\u011b prod\u00e1valy, proto\u017ee d\u00edky zru\u0161en\u00ed spekula\u010dn\u00ed dan\u011b se staly \u017e\u00e1dan\u00fdm investi\u010dn\u00edm zbo\u017e\u00edm, jeho\u017e cena se rychle zvy\u0161ovala. Cenov\u00fd n\u00e1r\u016fst byl v\u00a0\u010cesku v\u00a0roce 2021\u00a0i\u00a02022\u00a0nejv\u011bt\u0161\u00ed v\u00a0Evrop\u011b. Jin\u00fdmi slovy, vl\u00e1dn\u00ed intervence pomohla bohat\u00fdm, pro b\u011b\u017enou populaci se bydlen\u00ed stalo m\u00e9n\u011b dostupn\u00fdm, ne\u017e bylo p\u0159edt\u00edm. Pak je\u0161t\u011b zdra\u017eily hypot\u00e9ky a\u00a0od t\u00e9 doby u\u017e nastala skute\u010dn\u00e1 bytov\u00e1 krize.<\/p>\n<p class=\"e_bP\">Loni se dokon\u010dilo 34\u00a0tis\u00edc byt\u016f. Vicepremi\u00e9r nov\u00e9 vl\u00e1dy Karel Havl\u00ed\u010dek podle Hospod\u00e1\u0159sk\u00e9 strategie pokus\u00ed la\u0165ku zv\u00fd\u0161it, pr\u00fd a\u017e na 50\u00a0tis\u00edc. Teoreticky by se t\u00edm mohla krize skute\u010dn\u011b odstranit, zvl\u00e1\u0161\u0165 kdyby se takov\u00fdm tempem stav\u011blo del\u0161\u00ed dobu. Srovnateln\u011b velk\u00e9 Rakousko p\u0159edloni dokon\u010dilo 55\u00a0tis\u00edc nov\u00fdch byt\u016f a\u00a0p\u0159inejmen\u0161\u00edm skromn\u00e9 bydlen\u00ed si tam m\u016f\u017ee dovolit prakticky ka\u017ed\u00fd.<\/p>\n<p>Souvisej\u00edc\u00ed<a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/ekonomika-byznys-trendy-analyzy-komentar-zadluzit-deti-nevadi-to-je-hlavni-vzkaz-havlickovy-strategie-299380\" class=\"e_m h_l6\" rel=\"nofollow noopener\" target=\"_blank\"><img fetchpriority=\"high\" height=\"758\"   width=\"1347\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/02\/1772003648_525_karel-havlicek.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_U e_S\"\/><\/a><\/p>\n<p class=\"e_bP\">V tuzemsku se v\u00a0dohledn\u00e9 dob\u011b nevr\u00e1t\u00ed \u010dasy, kdy se ro\u010dn\u011b dokon\u010dovalo 20\u00a0tis\u00edc rodinn\u00fdch dom\u016f. Dokud lid\u00e9 zas neza\u010dnou bohatnout a\u00a0dokud nezlevn\u00ed hypot\u00e9ky, nen\u00ed d\u016fvod, aby jich bylo ro\u010dn\u011b v\u00edc ne\u017e sou\u010dasn\u00fdch 12\u00a0tis\u00edc. Developer\u016fm se i\u00a0p\u0159es oblig\u00e1tn\u00ed st\u00ed\u017enosti na pom\u011bry da\u0159ilo u\u017e v\u00a0minul\u00fdch letech. P\u0159edloni zah\u00e1jili stavbu 17\u00a0tis\u00edc bytov\u00fdch jednotek a\u00a0s pomoc\u00ed nov\u00e9 politiky mohou tuto hranici v\u00fdrazn\u011b p\u0159ekonat.<\/p>\n<p class=\"e_bP\">Dal\u0161\u00ed p\u00e1kou, jak pohnout s\u00a0bytovou ot\u00e1zkou, bude podle Hospod\u00e1\u0159sk\u00e9 strategie n\u00e1vrat k\u00a0osv\u011bd\u010den\u00fdm recept\u016fm. U\u017e v\u00a0roce 2030\u00a0se podle pl\u00e1nu postav\u00ed 10\u00a0tis\u00edc obecn\u00edch byt\u016f, dal\u0161\u00ed zainvestuj\u00ed velk\u00e9 st\u00e1tn\u00ed instituce a\u00a0vedle toho se je\u0161t\u011b obnov\u00ed stavebn\u00ed bytov\u00e1 dru\u017estva. Pades\u00e1t tis\u00edc byt\u016f se stane realitou\u00a0\u2013 pokud se jako p\u0159ed p\u011bti lety znovu neuplatn\u00ed pravidlo b\u00fdval\u00e9ho rusk\u00e9ho premi\u00e9ra Viktora \u010cernomyrdina: \u201eCht\u011bli jsme to nejlep\u0161\u00ed, ale\u00a0dopadlo to jako v\u017edycky.\u201c<\/p>\n<p class=\"e_bP\">Riskantn\u00ed je sama o\u00a0sob\u011b s\u00e1zka na developery. Vicepremi\u00e9r nap\u0159\u00edklad rozumn\u011b doporu\u010duje, aby st\u00e1t p\u0159edal obc\u00edm pro v\u00fdstavbu n\u00e1jemn\u00edch byt\u016f sv\u00e9 nevyu\u017eit\u00e9 pozemky. P\u0159i obnov\u011b dru\u017estev se odvol\u00e1v\u00e1 na n\u011bmeck\u00fd a\u00a0d\u00e1nsk\u00fd vzor, uva\u017euje o\u00a0tom, \u017ee za hypot\u00e9ku bude mo\u017en\u00e9 ru\u010dit i\u00a0dru\u017estevn\u00edm pod\u00edlem. V\u00a0tom projevuje \u00factyhodn\u00fd realismus, ke kter\u00e9mu se dosud \u017e\u00e1dn\u00fd ze zdej\u0161\u00edch bytov\u00fdch reform\u00e1tor\u016f nepropracoval. Nen\u00ed a\u00a0nikdy nebude mo\u017en\u00e9, aby si v\u0161ichni lid\u00e9 po\u0159\u00eddili sv\u016fj vlastn\u00ed d\u016fm, ani si ka\u017ed\u00fd nebude moci koupit vlastn\u00ed byt.<\/p>\n<p class=\"e_bP\">Re\u00e1ln\u00e9 politice bydlen\u00ed v\u0161ak chyb\u00ed je\u0161t\u011b druh\u00fd krok &#8211; objasnit ot\u00e1zku, kde se vezmou pen\u00edze na podporu obecn\u00edch a\u00a0dru\u017estevn\u00edch projekt\u016f. V\u00a0Rakousku, kter\u00e9 s\u00a0t\u00edm m\u00e1 nejv\u011bt\u0161\u00ed zku\u0161enosti, odv\u00e1d\u011bj\u00ed pracovn\u00edk a\u00a0jeho podnik na \u201epodporu bydlen\u00ed\u201c (Wohnbauf\u00f6rderung) jedno procento hrub\u00e9 mzdy, ve V\u00eddni jeden a\u00a0p\u016fl procenta. D\u00edky tomu mohou spolkov\u00e9 zem\u011b ka\u017edoro\u010dn\u011b financovat v\u00fdstavbu \u010d\u00e1stkou v\u00a0p\u0159epo\u010dtu 50\u00a0miliard korun a\u00a0je\u0161t\u011b jim obdobn\u00e9 prost\u0159edky plynou ze spl\u00e1tek d\u0159\u00edve poskytnut\u00fdch \u00fav\u011br\u016f. Leto\u0161n\u00ed \u010desk\u00fd rozpo\u010det rezervoval pro investice do bydlen\u00ed 2,2\u00a0miliardy korun. Je to lep\u0161\u00ed ne\u017e nic.<\/p>\n<p class=\"e_bP\">Efektivn\u00ed podpora bydlen\u00ed v\u00a0\u010cesku m\u00e1 jeden nezbytn\u00fd p\u0159edpoklad, zato ho nen\u00ed slo\u017eit\u00e9 splnit. Sta\u010d\u00ed, aby vicepremi\u00e9r Karel Havl\u00ed\u010dek p\u0159edstoupil p\u0159ed n\u00e1rod a\u00a0ozn\u00e1mil, \u017ee se zav\u00e1d\u00ed speci\u00e1ln\u00ed odvod na bytovou v\u00fdstavbu, a\u00a0pot\u0159ebn\u00e1 \u010d\u00e1stka bude pod st\u0159echou.
