St\u0159edo\u010desk\u00fd kraj a\u00a0Praha vyb\u00edraj\u00ed dopravce, kter\u00fd bude dal\u0161\u00edch t\u0159icet let obsluhovat hlavn\u00ed m\u011bsto a\u00a0s n\u00edm soused\u00edc\u00ed kraj velkokapacitn\u00edmi vlaky v\u00a0syst\u00e9mu Pra\u017esk\u00e9 integrovan\u00e9 dopravy.<\/p>\n<p class=\"e_bX\">Kraj a\u00a0Praha po\u017eaduj\u00ed, aby v\u00edt\u011bzn\u00fd dopravce na trat\u011b z\u00a0Prahy do Kol\u00edna, Kladna, Berouna, Kutn\u00e9 Hory a\u00a0v budoucnu i\u00a0do Mlad\u00e9 Boleslavi nasadil nov\u00e9 velkokapacitn\u00ed elektrick\u00e9 vlaky. Dopravci tak z\u00e1rove\u0148 vyb\u00edraj\u00ed v\u00fdrobce t\u011bchto vlak\u016f, ozna\u010dovan\u00fdch jako EMU 400 (Electric Multiple Unit, elektrick\u00e1 jednotka).<\/p>\n<p class=\"e_bX\">Sout\u011b\u017e\u00ed se celkem 60\u00a0elektrick\u00fdch jednotek s\u00a0kapacitou 380\u00a0cestuj\u00edc\u00edch. Tendr prob\u00edh\u00e1 na dvou \u00farovn\u00edch &#8211; kraj sout\u011b\u017e\u00ed dopravce a\u00a0ti si vyb\u00edraj\u00ed dodavatele vlak\u016f. Celkov\u00e1 hodnota zak\u00e1zky se bl\u00ed\u017e\u00ed 142\u00a0miliard\u00e1m korun a\u00a0jedin\u00fdm hodnot\u00edc\u00edm krit\u00e9riem je nab\u00eddnut\u00e1 cena.<\/p>\n<p class=\"e_bX\">\u201eNov\u00e9 jednotky EMU 400\u00a0nahrad\u00ed st\u00e1vaj\u00edc\u00ed CityElefanty. Jsou to vlaky, kter\u00e9 v\u00a0\u010cesk\u00e9 republice je\u0161t\u011b nejezd\u00ed, to jsou vlastn\u011b nejkapacitn\u011bj\u0161\u00ed vlaky, kter\u00e9 tady budou jezdit,\u201c \u0159\u00edk\u00e1 radn\u00ed St\u0159edo\u010desk\u00e9ho kraje pro dopravu Petr Boreck\u00fd.<\/p>\n<p class=\"e_bX\">Na \u017eelezni\u010dn\u00ed megatendr dohl\u00ed\u017e\u00ed protikorup\u010dn\u00ed organizace Transparency International. Parametry tendru, kvalifika\u010dn\u00ed po\u017eadavky na dopravce i\u00a0technick\u00e9 specifikace po\u017eadovan\u00fdch vozidel ale podle n\u011bkter\u00fdch \u00fa\u010dastn\u00edk\u016f bud\u00ed podez\u0159en\u00ed, \u017ee nejsou nastaveny f\u00e9rov\u011b, ale favorizuj\u00ed tradi\u010dn\u00ed spojence na \u010desk\u00fdch kolej\u00edch &#8211; \u010cesk\u00e9 dr\u00e1hy a\u00a0plze\u0148skou \u0160kodu Group.<\/p>\n<p class=\"e_bX\">Zadavatel tyto obavy striktn\u011b odm\u00edt\u00e1. \u201eTo mus\u00edm absolutn\u011b vylou\u010dit. T\u00fdm, kter\u00fd to p\u0159ipravuje, m\u00e1 zhruba 40\u00a0lid\u00ed jak ze St\u0159edo\u010desk\u00e9ho kraje, tak z\u00a0Prahy. Kdy\u017e \u0159eknete, \u017ee jsme ten tendr p\u0159ipravili pro \u0160kodu a\u00a0\u010cesk\u00e9 dr\u00e1hy, tak byste musel \u0159\u00edct, \u017ee se 40\u00a0lid\u00ed z\u00a0r\u016fzn\u00fdch odbor\u016f, z\u00a0poradensk\u00fdch firem, advok\u00e1t\u016f, z\u00a0IDSK, z\u00a0Ropidu, domluvilo, \u017ee cht\u011bj\u00ed zv\u00fdhodnit jednoho dopravce a\u00a0jednu firmu,\u201c \u0159\u00edk\u00e1 krajsk\u00fd radn\u00ed Boreck\u00fd.<\/p>\n<p>Kdo chce jezdit <\/p>\n<p class=\"e_bX\">Nejv\u011bt\u0161\u00ed \u010desk\u00e1 \u017eelezni\u010dn\u00ed zak\u00e1zka se p\u0159ipravovala v\u00edce ne\u017e dva roky. M\u00e1 dv\u011b \u010d\u00e1sti &#8211; v\u00fdb\u011brov\u00e9 \u0159\u00edzen\u00ed dopravce, kter\u00fd bude na zm\u00edn\u011bn\u00fdch link\u00e1ch provozovat \u017eelezni\u010dn\u00ed dopravu, a\u00a0tendr na nov\u00e9 vlaky, kter\u00fd si ka\u017ed\u00fd dopravce organizuje s\u00e1m.<\/p>\n<p class=\"e_bX\">P\u0159edb\u011b\u017en\u00fdmi tr\u017en\u00edmi konzultacemi, kter\u00e9 uspo\u0159\u00e1dal zadavatel je\u0161t\u011b p\u0159ed za\u010d\u00e1tkem vlastn\u00edho tendru, pro\u0161ly \u010dty\u0159i dopravn\u00ed spole\u010dnosti &#8211; \u010desk\u00e1 pobo\u010dka nadn\u00e1rodn\u00ed skupiny Arriva, st\u00e1tn\u00ed \u010cesk\u00e9 dr\u00e1hy, RegioJet podnikatele Radima Jan\u010dury a\u00a0slovensk\u00e1 st\u00e1tn\u00ed firma \u017delezni\u010dn\u00e1 spolo\u010dnos\u0165 Slovensko.<\/p>\n<p class=\"e_bX\">Podle informac\u00ed Seznam Zpr\u00e1v z\u016fstaly v\u00a0sout\u011b\u017ei o\u00a0ob\u0159\u00ed zak\u00e1zku pouze dva z\u00a0nich, \u010cesk\u00e9 dr\u00e1hy a\u00a0RegioJet. Slovensk\u00e9 st\u00e1tn\u00ed dr\u00e1hy se o\u00a0zak\u00e1zku nakonec v\u016fbec neuch\u00e1zely, zat\u00edmco Arriva se rozhodla nepodat nab\u00eddku.<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/ekonomika-firmy-skupina-ceske-drahy-loni-hospodarila-se-ziskem-1837-miliardy-korun-305261\" class=\"e_n f_l1\" rel=\"nofollow noopener\" target=\"_blank\"><img fetchpriority=\"high\" height=\"1687\"   width=\"3000\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/05\/55d2.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bX\">\u201eProb\u00edhaj\u00edc\u00ed v\u00fdb\u011brov\u00e1 \u0159\u00edzen\u00ed z\u00e1sadn\u011b nekomentujeme,\u201c \u0159\u00edk\u00e1 mluv\u010d\u00ed Arrivy Jan Holub. Podle informac\u00ed Seznam Zpr\u00e1v se ale dopravce rozhodl proti \u00fa\u010dasti v\u00a0tendru vzhledem k\u00a0jeho finan\u010dn\u00ed n\u00e1ro\u010dnosti a\u00a0tak\u00e9 proto, \u017ee loni z\u00edskal sv\u016fj dosud nejv\u011bt\u0161\u00ed kontrakt na \u010desk\u00e9 \u017eeleznici, kdy bude od roku 2028\u00a0provozovat rychl\u00edky z\u00a0Prahy do Chebu a\u00a0do Klatov.<\/p>\n<p class=\"e_bX\">\u201eArriva chce r\u016fst organicky a\u00a0domn\u00edv\u00e1 se, \u017ee pra\u017esk\u00e1 zak\u00e1zka by byl pro ni p\u0159\u00edli\u0161 velk\u00fd skok,\u201c \u0159ekl redakci zdroj obezn\u00e1men\u00fd s\u00a0pr\u016fb\u011bhem tendru, kter\u00fd si nep\u0159\u00e1l b\u00fdt jmenov\u00e1n.<\/p>\n<p class=\"e_bX\">Zadavatel k\u00a0prvotn\u00ed konzultaci oslovil tak\u00e9 spole\u010dnost Leo Express, vlastn\u011bnou \u0161pan\u011blsk\u00fdm st\u00e1tn\u00edm dopravcem Renfe. Tento dopravce se tendru nakonec ne\u00fa\u010dastn\u00ed, ale napadl jej u\u00a0\u00da\u0159adu pro ochranu hospod\u00e1\u0159sk\u00e9 sout\u011b\u017ee (\u00daOHS).<\/p>\n<p class=\"e_bX\">\u201eChceme celou sout\u011b\u017e zru\u0161it a\u00a0znovu ji smyslupln\u011b vypsat. To je tak\u00e9 d\u016fvod, pro\u010d jsme se sout\u011b\u017ee ne\u00fa\u010dastnili a\u00a0podali jsme n\u00e1mitky. Po jejich zam\u00edtnut\u00ed jsme se obr\u00e1tili na \u00daOHS, kter\u00fd se parametry dan\u00e9 sout\u011b\u017ee nyn\u00ed zab\u00fdv\u00e1,\u201c uvedl mluv\u010d\u00ed Leo Expressu Emil Sedla\u0159\u00edk.<\/p>\n<p>Mimo\u0159\u00e1dn\u011b velk\u00fd tendr<\/p>\n<p class=\"e_bX\">Jedn\u00edm ze sporn\u00fdch bod\u016f v\u00fdb\u011brov\u00e9ho \u0159\u00edzen\u00ed je relativn\u011b velk\u00fd objem cel\u00e9 zak\u00e1zky. St\u0159edo\u010desk\u00fd kraj a\u00a0Praha popt\u00e1vaj\u00ed \u017eelezni\u010dn\u00ed dopravn\u00ed slu\u017eby na 30\u00a0let, co\u017e v\u00a0jin\u00fdch zem\u00edch nen\u00ed obvykl\u00e9. \u201eVe\u0159ejn\u00e1 doprava se mus\u00ed p\u0159izp\u016fsobovat pot\u0159eb\u00e1m sv\u00fdch u\u017eivatel\u016f. Nen\u00ed ale v\u016fbec jasn\u00e9, jak\u00e9 tyto pot\u0159eby budou za 20\u00a0nebo 30\u00a0let,\u201c \u0159\u00edk\u00e1 Andrea Kneiflov\u00e1, advok\u00e1tka a\u00a0p\u0159edsedkyn\u011b spolku Fair Rail sdru\u017euj\u00edc\u00edho n\u011bkter\u00e9 v\u00fdrobn\u00ed a\u00a0dopravn\u00ed spole\u010dnosti uch\u00e1zej\u00edc\u00ed se o\u00a0zak\u00e1zky na \u010desk\u00e9 \u017eeleznici.<\/p>\n<p class=\"e_bX\">Srovnateln\u00e9 zak\u00e1zky jinde v\u00a0Evrop\u011b se podle Kneiflov\u00e9 vypisuj\u00ed na 10\u00a0a\u017e 15\u00a0let. To je mimo jin\u00e9 p\u0159\u00edpad Berl\u00edna a\u00a0tamn\u00edho region\u00e1ln\u00edho dopravn\u00edho svazu VBB, kter\u00fd sout\u011b\u017e\u00ed smlouvu na 15\u00a0let. Region Ile de France, kter\u00fd obklopuje Pa\u0159\u00ed\u017e, vypsal sout\u011b\u017e na r\u016fzn\u00e9 skupiny p\u0159\u00edm\u011bstsk\u00fdch \u017eelezni\u010dn\u00edch linek na obdob\u00ed 9\u00a0a\u017e 12\u00a0let.<\/p>\n<p class=\"e_bX\">Dopravci si mezit\u00edm vyb\u00edraj\u00ed nov\u00e9 vlaky od \u010dty\u0159 v\u00fdrobc\u016f &#8211; \u010desk\u00e9 spole\u010dnosti \u0160koda Group, n\u011bmeck\u00e9ho holdingu Siemens, \u0161v\u00fdcarsk\u00e9 firmy Stadler a\u00a0francouzsk\u00e9 spole\u010dnosti Alstom.<\/p>\n<p class=\"e_bX\">Podle zdroj\u016f redakce z\u00a0prost\u0159ed\u00ed dopravc\u016f a\u00a0v\u00fdrobn\u00edch spole\u010dnost\u00ed mimo\u0159\u00e1dn\u011b dlouhodob\u00fd z\u00e1vazek nahr\u00e1v\u00e1 \u010cesk\u00fdm drah\u00e1m zejm\u00e9na kv\u016fli financov\u00e1n\u00ed projektu. St\u00e1tem vlastn\u011bn\u00e1 firma bude podle nich sn\u00e1ze sh\u00e1n\u011bt dlouhodob\u00e9 financov\u00e1n\u00ed ne\u017e men\u0161\u00ed dopravci.<\/p>\n<p class=\"e_bX\">Podle st\u0159edo\u010desk\u00e9ho radn\u00edho Boreck\u00e9ho ale t\u0159icetilet\u00e1 d\u00e9lka kontraktu vyplynula z\u00a0konzultac\u00ed s\u00a0v\u00fdrobci vozidel. \u201eOd v\u00fdrobc\u016f jsme se pom\u011brn\u011b jednozna\u010dn\u011b dozv\u011bd\u011bli, \u017ee vzhledem k\u00a0t\u0159icetilet\u00e9 d\u00e9lce odpisu souprav a\u00a0investic do servisn\u00edho z\u00e1zem\u00ed by byla patn\u00e1ctilet\u00e9 obdob\u00ed v\u00a0rozsahu, kter\u00fd po\u017eadujeme, p\u0159\u00edli\u0161 kr\u00e1tk\u00e1 doba, aby se v\u00fdrobc\u016fm vyplatilo na tento trh vstoupit,\u201c vysv\u011btluje.<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/ekonomika-byznys-rozhovory-jizdni-rad-je-na-prd-tak-jezdime-za-prd-jancura-popisuje-start-v-polsku-291336\" class=\"e_n f_l1\" rel=\"nofollow noopener\" target=\"_blank\"><img height=\"1003\"   width=\"1784\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/04\/WSgBl.png\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bX\">Jedn\u00edm z\u00a0kvalifika\u010dn\u00edch krit\u00e9ri\u00ed pro dopravce je tak\u00e9 v\u00fdkon 15\u00a0milion\u016f vlakov\u00fdch kilometr\u016f [jednotka dopravn\u00edho v\u00fdkonu vyjad\u0159uj\u00edc\u00ed p\u0159em\u00edst\u011bn\u00ed jednoho vlaku o\u00a0jeden kilometr, pozn. red.] v\u00a0osobn\u00ed doprav\u011b b\u011bhem posledn\u00edch t\u0159ech let.<\/p>\n<p class=\"e_bX\">Takovou podm\u00ednkou spl\u0148uj\u00ed jen velc\u00ed dopravci, co\u017e je jeden z\u00a0d\u016fvod\u016f, pro\u010d se Leo Express obr\u00e1til na antimonopoln\u00ed \u00fa\u0159ad s\u00a0n\u00e1vrhem na zru\u0161en\u00ed sout\u011b\u017ee. \u201ePrakticky m\u016f\u017ee vyhr\u00e1t jen jeden dodavatel, co\u017e je jedn\u00e1n\u00ed proti p\u00e9\u010di \u0159\u00e1dn\u00e9ho hospod\u00e1\u0159e. Podm\u00ednky pro spln\u011bn\u00ed technick\u00e9 kvalifikace jsou nastaveny p\u0159\u00edli\u0161 p\u0159\u00edsn\u011b, kdy zadavatel po\u017eaduje pro spln\u011bn\u00ed t\u00e9to kvalifika\u010dn\u00ed podm\u00ednky 15\u00a0milion\u016f vlakokilometr\u016f. Tento po\u017eadavek je zcela excesivn\u00ed, v\u00a0\u017e\u00e1dn\u00e9m jin\u00e9m tendru nen\u00ed po\u017eadov\u00e1no tolik vlakokilometr\u016f,\u201c vypo\u010d\u00edt\u00e1v\u00e1 Sedla\u0159\u00edk.<\/p>\n<p class=\"e_bX\">Majitel RegioJetu Radim Jan\u010dura redakci vzk\u00e1zal, \u017ee o\u00a0tendru m\u016f\u017ee mluvit a\u017e pot\u00e9, co skon\u010d\u00ed v\u00fdb\u011brov\u00e9 \u0159\u00edzen\u00ed na dodavatele vlak\u016f. \u010cesk\u00e9 dr\u00e1hy podle sv\u00e9ho mluv\u010d\u00edho Petra \u0160\u0165\u00e1hlavsk\u00e9ho prob\u00edhaj\u00edc\u00ed tendry obvykle nekomentuj\u00ed.<\/p>\n<p class=\"e_bX\">S dotazy na parametry tendru oslovila redakce tak\u00e9 dodavatele vlak\u016f. Siemens na ot\u00e1zky nereagoval, spole\u010dnosti Alstom a\u00a0\u0160koda Group necht\u011bly v\u00fdb\u011brov\u00e9 \u0159\u00edzen\u00ed komentovat. Odpov\u011bdi poslal pouze medi\u00e1ln\u00ed mana\u017eer spole\u010dnosti Stadler \u010cR David Jiru\u0161ek.<\/p>\n<p class=\"e_bX\">N\u011bkter\u00e9 po\u017eadavky podle Jiru\u0161ka odpov\u00eddaj\u00ed b\u011b\u017en\u00e9 praxi u\u00a0obdobn\u00fdch zak\u00e1zek v\u00a0Evrop\u011b, jin\u00e9 ale vyvol\u00e1vaj\u00ed \u017eivou odbornou diskuzi. \u201eSoubory provoz\u016f St\u0159edo\u010desk\u00e9ho kraje a\u00a0ROPID se svou velikost\u00ed \u0159ad\u00ed k\u00a0jedn\u011bm z\u00a0nejv\u011bt\u0161\u00edch v\u00a0Evrop\u011b. B\u011b\u017en\u011b jsou pak takov\u00e9to soubory rozd\u011bleny na v\u00edcero sout\u011b\u017e\u00ed, a\u00a0to proto, aby byla zaji\u0161t\u011bna \u0159\u00e1dn\u00e1 hospod\u00e1\u0159sk\u00e1 sout\u011b\u017e. D\u00e9lka kontraktu pat\u0159\u00ed tak\u00e9 do oblasti v\u00fdjimek,\u201c uvedl.<\/p>\n<p>Vlaky najezd\u00ed pom\u011brn\u011b m\u00e1lo<\/p>\n<p class=\"e_bX\">N\u011bkte\u0159\u00ed \u00fa\u010dastn\u00edci tendru se neofici\u00e1ln\u011b pozastavuj\u00ed tak\u00e9 nad pom\u011brn\u011b velk\u00fdm po\u010dtem po\u017eadovan\u00fdch nov\u00fdch vlak\u016f v\u00a0kombinaci s\u00a0relativn\u011b n\u00edzk\u00fdm po\u010dtem kilometr\u016f, kter\u00e9 tyto soupravy ro\u010dn\u011b najezd\u00ed, takzvan\u00fdm prob\u011bhem.<\/p>\n<p class=\"e_bX\">Zadavatel po\u017eaduje celkem 60\u00a0velkokapacitn\u00edch jednotek. 44\u00a0z\u00a0nich by m\u011blo ka\u017edodenn\u011b vyjet na tra\u0165, zb\u00fdvaj\u00edc\u00edch 16\u00a0by m\u011blo slou\u017eit jako rezerva. Ro\u010dn\u011b by tyto vlaky m\u011bly ujet zhruba 130\u00a0tis\u00edc kilometr\u016f. To podle kritik\u016f zv\u00fdhod\u0148uje levn\u011bj\u0161\u00ed a\u00a0m\u00e9n\u011b spolehliv\u00e9 jednotky na \u00fakor dra\u017e\u0161\u00edch a\u00a0spolehliv\u011bj\u0161\u00edch.<\/p>\n<p class=\"e_bX\">\u0160estn\u00e1ct n\u00e1hradn\u00edch vozidel je p\u0159\u00edli\u0161 mnoho tak\u00e9 podle advok\u00e1tky Kneiflov\u00e9, kter\u00e1 se domn\u00edv\u00e1, \u017ee zad\u00e1n\u00ed v\u00fdb\u011brov\u00e9ho \u0159\u00edzen\u00ed by m\u011blo v\u00edce zohled\u0148ovat \u017eivotn\u00ed cyklus vlak\u016f a\u00a0jejich servis. V\u00a0tendru \u010cesk\u00fdch drah na vlaky m\u00e1 nav\u00edc cena vozidel dominantn\u00ed v\u00e1hu 91\u00a0procent, zat\u00edmco RegioJet d\u00e1v\u00e1 vy\u0161\u0161\u00ed v\u00e1hu \u00fadr\u017eb\u011b, takzvan\u00e9mu full service.<\/p>\n<p class=\"e_bX\">\u201eTuto v\u00fdtku vn\u00edm\u00e1m. My jsme se tak rozhodli mimo jin\u00e9 proto, \u017ee m\u00e1me zku\u0161enost se st\u00e1vaj\u00edc\u00edmi CityElefanty, kter\u00e9 maj\u00ed naopak extr\u00e9mn\u00ed prob\u011bh [ro\u010dn\u00ed n\u00e1jezd kilometr\u016f, pozn. red.] v\u016f\u010di po\u010dtu jednotek, a\u00a0vy pak v\u00a0tom syst\u00e9mu jedeme takzvan\u011b na krev,\u201c oponuje radn\u00ed Boreck\u00fd.<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/audio-podcast-agenda-konec-ery-kartelu-sef-spravy-zeleznic-chce-levnejsi-trate-a-nove-hrace-300705\" class=\"e_n f_l1\" rel=\"nofollow noopener\" target=\"_blank\"><img height=\"1697\"   width=\"3017\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/1773312848_428_regiony-koleje-zeleznice-vlak-doprava.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bX\">Takov\u00fd stav je podle Boreck\u00e9ho neudr\u017eiteln\u00fd, proto\u017ee chyb\u00ed jak\u00e1koliv provozn\u00ed rezerva. \u201e\u0160li jsme skute\u010dn\u011b cestou m\u00edt o\u00a0n\u011bco vy\u0161\u0161\u00ed provozn\u00ed z\u00e1lohy a\u00a0o n\u011bco ni\u017e\u0161\u00ed prob\u011bh v\u00fdm\u011bnou za to, \u017ee pokud bude n\u011bjak\u00e1 nehoda, jsme schopni operativn\u011b rychle nahradit soupravy,\u201c dod\u00e1v\u00e1 Boreck\u00fd s\u00a0t\u00edm, \u017ee to m\u016f\u017ee ve\u0159ejn\u00e9 rozpo\u010dty st\u00e1t v\u00edce pen\u011bz, cestuj\u00edc\u00ed v\u0161ak podle n\u011bj vy\u017eaduj\u00ed hlavn\u011b spolehlivost.<\/p>\n<p class=\"e_bX\">S vysok\u00fdm po\u010dtem z\u00e1lo\u017en\u00edch vozidel \u00fazce souvis\u00ed i\u00a0podm\u00ednky servisu a\u00a0\u00fadr\u017eby nov\u00fdch vlak\u016f. Zat\u00edmco RegioJet ve sv\u00e9m tendru na vlaky cenu jejich t\u0159icetilet\u00e9ho servisu zastropoval, \u010cesk\u00e9 dr\u00e1hy ji nechaly otev\u0159enou.<\/p>\n<p class=\"e_bX\">\u201eTeoreticky by tak bylo mo\u017en\u00e9 nab\u00eddnout jednu jednotku t\u0159eba za 10\u00a0korun a\u00a0rozd\u00edl dostat zp\u011bt v\u00a0cen\u011b \u00fadr\u017eby a\u00a0oprav,\u201c \u0159\u00edk\u00e1 z\u00e1stupce jedn\u00e9 ze sout\u011b\u017e\u00edc\u00edch firem, kter\u00fd s\u00a0redakc\u00ed mluvil pod podm\u00ednkou anonymity.<\/p>\n<p class=\"e_bX\">Podle Boreck\u00e9ho je v\u0161ak nastaven\u00ed byznys modelu \u010dist\u011b v\u011bc\u00ed samotn\u00fdch dopravc\u016f a\u00a0kraj jim do smluv s\u00a0v\u00fdrobci mluvit nem\u016f\u017ee. \u201eTo, co jsme d\u00e1vali dopravc\u016fm do podm\u00ednek, byla garance dostupnosti slu\u017eby a\u00a0po\u017eadavek na z\u00e1lo\u017en\u00ed vozidla. Jak si dopravce nastav\u00ed vlastn\u00ed tendr v\u016f\u010di v\u00fdrobc\u016fm, je ot\u00e1zka jejich podnikatelsk\u00e9ho p\u0159\u00edstupu a\u00a0rizika,\u201c vysv\u011btluje radn\u00ed.<\/p>\n<p>Bez referenc\u00ed<\/p>\n<p class=\"e_bX\">Mezi po\u017eadavky na dopravce a\u00a0jejich dodavatele jsou i\u00a0reference na v\u00fdznamn\u00e9 dod\u00e1vky vozidel jednotliv\u00fdch v\u00fdrobc\u016f. Tyto reference ale maj\u00ed pouze doporu\u010duj\u00edc\u00ed charakter a\u00a0v zad\u00e1n\u00ed se v\u00fdslovn\u011b uv\u00e1d\u00ed, \u017ee jejich nedolo\u017een\u00ed nebude m\u00edt za n\u00e1sledek nespln\u011bn\u00ed podm\u00ednek \u00fa\u010dasti v\u00a0nab\u00eddkov\u00e9m \u0159\u00edzen\u00ed.<\/p>\n<p class=\"e_bX\">Reference by mohli dodat t\u0159i ze \u010dty\u0159 z\u00fa\u010dastn\u011bn\u00fdch v\u00fdrobc\u016f, jejich\u017e vlaky odpov\u00eddaj\u00edc\u00ed zad\u00e1n\u00ed kraje a\u00a0hlavn\u00edho m\u011bsta jsou u\u017e v\u00a0provozu v\u00a0r\u016fzn\u00fdch zem\u00edch. Siemens by mohl nab\u00eddnout jednotku Desiro HC, Alstom vlak Coradia Max a\u00a0Stadler vozidlo Kiss. Prototyp bez referenc\u00ed nab\u00edz\u00ed pouze \u0160koda Group.<\/p>\n<p class=\"e_bX\">\u201eTechnick\u00e1 specifikace po\u017eadovan\u00fdch vozidel je asi v\u00a0po\u0159\u00e1dku, p\u0159ekvapiv\u00e9 je, \u017ee zadavatel nepo\u017eadoval reference na takov\u00e1to vozidla v\u00a0provozu,\u201c uv\u00e1d\u00ed za Stadler \u010cR David Jiru\u0161ek.<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/ekonomika-byznys-rozhovory-sefove-ppf-air-bank-roste-nejrychleji-na-trhu-ostatni-banky-nam-zavidi-o2-294500\" class=\"e_n f_l1\" rel=\"nofollow noopener\" target=\"_blank\"><img height=\"2304\"   width=\"4096\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/05\/f2a8.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bX\">Kraj nicm\u00e9n\u011b tvrd\u00ed, \u017ee jako zadavatel musel reagovat na specifika \u010desk\u00e9 \u017eelezni\u010dn\u00ed s\u00edt\u011b. \u201ePr\u00e1vn\u00edci n\u00e1m \u0159ekli, \u017ee vzhledem ke specifikac\u00edm pro vozidla EMU 400, kter\u00e1 jsou dan\u00e1 i\u00a0d\u00e9lkou n\u00e1stupi\u0161\u0165, se v\u0161echna vozidla budou vyr\u00e1b\u011bt specificky na podm\u00ednky \u010cesk\u00e9 republiky a\u00a0\u010desk\u00fdch dr\u00e1\u017en\u00edch p\u0159edpis\u016f,\u201c \u0159\u00edk\u00e1 Boreck\u00fd.<\/p>\n<p class=\"e_bX\">Zadavatel proto necht\u011bl po\u017eadovat reference na n\u011bco, co v\u00a0konkr\u00e9tn\u00ed konfiguraci na trhu neexistuje. \u201eVy nem\u016f\u017eete d\u00e1t do referenc\u00ed vozidlo p\u0159esn\u011b t\u011bchto parametr\u016f, proto\u017ee ho \u017e\u00e1dn\u00fd v\u00fdrobce nem\u00e1. Reference jsme tam ned\u00e1vali pr\u00e1v\u011b proto, \u017ee bychom vy\u017eadovali n\u011bco, co ti v\u00fdrobci dop\u0159edu vlastn\u011b nem\u016f\u017eou dolo\u017eit. Cht\u011bli jsme nechat co nejm\u00e9n\u011b otev\u0159en\u00fdch bod\u016f pro napaden\u00ed sout\u011b\u017ee u\u00a0\u00daOHS,\u201c argumentuje radn\u00ed.<\/p>\n<p>Excelov\u00e1 tabulka<\/p>\n<p class=\"e_bX\">Nejv\u011bt\u0161\u00ed pochybnost ohledn\u011b nestrannosti tendru ale vzbudila jin\u00e1 z\u00e1le\u017eitost. St\u0159edo\u010de\u0161t\u00ed kraj\u0161t\u00ed \u00fa\u0159edn\u00edci toti\u017e v\u00a0r\u00e1mci tr\u017en\u00edch konzultac\u00ed s\u00a0v\u00fdrobci rozeslali v\u00fdrobc\u016fm excelov\u00e9 tabulky, kter\u00e9 vznikly ve spole\u010dnosti \u0160koda Group.<\/p>\n<p class=\"e_bX\">V z\u00e1hlav\u00ed t\u011bchto dokument\u016f, kter\u00e9 se b\u011b\u017en\u011b nezobrazuj\u00ed, z\u016fstala takzvan\u00e1 metadata, tedy informace o\u00a0vzniku dan\u00e9 tabulky, podle nich\u017e soubory poch\u00e1zely ze \u0160kody. Mezi konkurenty to vzbudilo podez\u0159en\u00ed, \u017ee technick\u00e9 parametry tendru ve skute\u010dnosti sestavoval plze\u0148sk\u00fd stroj\u00edrensk\u00fd gigant.<\/p>\n<p class=\"e_bX\">Podle radn\u00edho Boreck\u00e9ho \u0161lo v\u0161ak o\u00a0ne\u0161\u0165astnou shodu okolnost\u00ed a\u00a0b\u011b\u017enou lidskou chybu p\u0159i pr\u00e1ci s\u00a0po\u010d\u00edta\u010dov\u00fdmi vzory. \u201eOno to cel\u00e9 nevzniklo kolem tendru EMU 400, vzniklo to kv\u016fli p\u0159\u00edprav\u011b tendru na bateriov\u00e9 vlaky pro Pos\u00e1zavsk\u00fd Pacifik,\u201c vysv\u011btluje incident Boreck\u00fd.<\/p>\n<p><a data-dot=\"mol-article-card-media\" aria-hidden=\"true\" tabindex=\"-1\" href=\"https:\/\/www.seznamzpravy.cz\/clanek\/ekonomika-byznys-doprava-nevestinec-i-zeleznicni-katedraly-jak-se-v-cesku-opravuji-nadrazi-301335\" class=\"e_n f_l1\" rel=\"nofollow noopener\" target=\"_blank\"><img height=\"522\"   width=\"929\" src=\"https:\/\/www.europesays.com\/cz\/wp-content\/uploads\/2026\/03\/1774637049_77_pacov.jpeg\" loading=\"eager\" decoding=\"sync\" class=\"e_aa e_Z\"\/><\/a><\/p>\n<p class=\"e_bX\">N\u00e1sledn\u00e9 p\u00e1tr\u00e1n\u00ed podle n\u011bj uk\u00e1zalo, \u017ee jeden z\u00a0\u010dlen\u016f t\u00fdmu v\u00a0minulosti pou\u017eil obecnou tabulku, kterou kdysi d\u00e1vno dostal z\u00a0Plzn\u011b, jako pouhou intern\u00ed \u0161ablonu (template). \u201eDo n\u00ed se potom vypl\u0148ovaly a\u00a0dopl\u0148ovaly jednotliv\u00e9 polo\u017eky a\u00a0v\u011bci, a\u00a0takhle to prost\u011b vzniklo. Tak prost\u00e9 to je. Nejv\u011bt\u0161\u00ed legrace je, \u017ee pak si to p\u0159epos\u00edlali \u00fapln\u011b v\u0161ichni v\u00fdrobci v\u00a0tom t\u00fdmu a\u00a0nev\u0161iml si toho nikdo, a\u017e po roce a\u00a0p\u016fl,\u201c h\u00e1j\u00ed \u010distotu sout\u011b\u017ee Boreck\u00fd.<\/p>\n<p class=\"e_bX\">Obavy z\u00a0nef\u00e9rov\u011b nastaven\u00e9ho tendru odm\u00edt\u00e1 tak\u00e9 Jan Dup\u00e1k, vedouc\u00ed pr\u00e1vn\u00edk zm\u00edn\u011bn\u00e9 protikorup\u010dn\u00ed organizace Transparency International, kterou si zadavatel najal na dohled nad v\u00fdb\u011brov\u00fdm \u0159\u00edzen\u00edm.<\/p>\n<p class=\"e_bX\">Podle t\u00e9to organizace postupuj\u00ed zadavatel\u00e9 tak, aby v\u00a0r\u00e1mci mo\u017enost\u00ed zajistili co nej\u0161ir\u0161\u00ed sout\u011b\u017e. \u201ePo\u017eadavky zadavatel\u016f vych\u00e1z\u00ed z\u00a0objektivn\u00edch skute\u010dnost\u00ed dan\u00fdch infrastrukturou, zvolen\u00fdm modelem zaji\u0161t\u011bn\u00ed dopravn\u00ed obslu\u017enosti a\u00a0od\u016fvodniteln\u00fdmi n\u00e1roky na dopravce i\u00a0vlaky, kter\u00e9 budou provozov\u00e1ny,\u201c \u0159\u00edk\u00e1 Dup\u00e1k.<\/p>\n<p class=\"e_bX\">Zadavatel\u00e9 mus\u00ed p\u0159i sout\u011b\u017ei podle Dup\u00e1ka vych\u00e1zet z\u00a0\u0159ady pr\u00e1vn\u00edch, ekonomick\u00fdch, technick\u00fdch i\u00a0provozn\u00edch omezen\u00ed, kter\u00e1 existuj\u00ed nez\u00e1visle na jejich v\u016fli. \u201ePostup zadavatel\u016f vn\u00edm\u00e1me tak, \u017ee usiluj\u00ed o\u00a0zaji\u0161t\u011bn\u00ed co nej\u0161ir\u0161\u00ed \u00fa\u010dasti dodavatel\u016f, nicm\u00e9n\u011b ur\u010dit\u00e9 n\u00e1roky mus\u00ed b\u00fdt stanoveny a\u00a0udr\u017eeny, aby se p\u0159ede\u0161lo v\u00fdznamn\u00fdm rizik\u016fm pro ve\u0159ejn\u00e9 rozpo\u010dty a\u00a0pro zaji\u0161t\u011bn\u00ed dopravn\u00ed obslu\u017enosti v\u00fdznamn\u00e9ho \u00fazem\u00ed, kdyby vybran\u00ed dodavatel\u00e9 selhali,\u201c dod\u00e1v\u00e1.<\/p>\n<p class=\"e_bX\">Dopravci maj\u00ed sv\u00e9 nab\u00eddky p\u0159edlo\u017eit do 15.\u00a0\u010dervna. Po jejich vyhodnocen\u00ed mus\u00ed smlouvy s\u00a0v\u00edt\u011bznou firmou schv\u00e1lit zastupitelstva St\u0159edo\u010desk\u00e9ho kraje i\u00a0Prahy.
