Für Estland gehören russische Provokationen oder sogar Angriffe schon zum Alltag: Seien es durch die russische Schattenflotte beschädigte Unterseekabel, Cyber- und Hackerangriffe, die Verbreitung von Desinformation oder die Störung des Flugverkehrs. Zeitweise musste der Flugplatz der zweitgrößten Stadt Tartu schließen, weil immer wieder Flugzeuge durch Signalstörungen fehlgeleitet wurden. Durch neuere Technik konnte das Problem behoben werden.
