Canada Turns to Homegrown Drones as Arctic Defence and U.S. Tensions Reshape Military Strategy
OTTAWA — Canada is moving to put more of its military drone capability in domestic hands, seeking Canadian-built surveillance aircraft and cargo-delivery systems as Ottawa confronts a harsher security environment in the Arctic and increasingly uncertain relations with the United States. For the Canadian Army, the effort includes a series of procurement challenges for uncrewed aircraft and ground systems, including drones for intelligence, surveillance and reconnaissance, Arctic operations, tactical cargo movement and aerial delivery of supplies and munitions. The requirements are aimed at domestically produced systems that Canadian soldiers can operate and maintain in demanding environments.
At first glance, the procurement effort may look like another incremental military modernization program. In reality, it points to a much broader strategic shift: Ottawa increasingly sees domestic defence manufacturing not simply as an economic opportunity, but as an element of national security.
Drones for a harsh Arctic battlefield
The Arctic is at the centre of the effort. Canada’s northern territory presents an unusually difficult military operating environment: enormous distances, sparse infrastructure, severe weather and limited transportation links can make conventional resupply and surveillance expensive and dangerous. A relatively small number of personnel can be spread across vast areas, making persistent airborne surveillance and autonomous logistics particularly valuable.
For Arctic operations, the Army is seeking an uncrewed air system capable of intelligence, surveillance and reconnaissance in extreme cold. The system is expected to be rugged, relatively easy for soldiers to operate and maintain, and domestically produced. That requirement matters because Arctic defence is fundamentally a problem of reach. A drone can remain airborne over an area that would otherwise require soldiers, vehicles or aircraft to patrol, while a cargo-carrying system can move supplies without putting a crewed aircraft or a convoy at unnecessary risk. Together, such platforms can extend the Army’s presence without requiring a proportional increase in personnel.

Beyond battlefield efficiency, the implications are tied directly to sovereignty. Surveillance and mobility are central to demonstrating that Canada can monitor and operate in its own northern territory as strategic competition for the Arctic intensifies. In an environment where distance itself can become a military vulnerability, relatively inexpensive autonomous systems offer Ottawa a means of putting more eyes and more logistical reach across a region that remains extraordinarily difficult and costly to cover.
From surveillance to resupply
The Army is also seeking uncrewed aircraft capable of delivering cargo and mission payloads, alongside ground systems designed to move supplies and ammunition. The cargo requirement is deliberately broad, encompassing domestically produced aerial systems capable of delivering supplies and munitions, as well as uncrewed ground vehicles capable of tactical cargo movement.
That reflects lessons emerging from modern warfare, particularly the experience of Ukraine, where inexpensive drones have become central to reconnaissance, logistics and combat operations. Canadian officials have increasingly recognized that future forces cannot treat drones as specialized equipment reserved for a handful of units; they need to become commonplace across the Army. The objective is therefore not simply to acquire a few sophisticated aircraft, but to create a scalable ecosystem in which drones can be produced, repaired, upgraded and replaced quickly.
For soldiers operating in remote territory, the logistical value could be especially significant. Autonomous aircraft and ground vehicles can potentially move ammunition, food, medical supplies and other equipment across terrain where roads are limited, distances are immense and conventional convoys could expose personnel to unnecessary danger. In a future crisis, that ability could allow relatively small Canadian forces to sustain themselves over wider areas without relying entirely on conventional transportation.
A defence policy shaped by uncertainty in Washington
Behind the push is a second strategic calculation: Ottawa can no longer assume that access to American defence technology and supply chains will always be as predictable as it was in previous decades. For years, Canada’s defence establishment operated within an overwhelmingly North American security framework. The United States remains Canada’s closest military partner, and the two countries remain deeply integrated through NORAD and NATO. But the relationship has come under extraordinary political and economic strain as Washington and Ottawa clash over tariffs, trade and broader questions about Canada’s place in North America.
That environment has encouraged Canadian policymakers to think more seriously about sovereign defence capacity. The calculation is not necessarily that Canada should sever military ties with the United States. Rather, Ottawa increasingly wants options: the ability to source critical equipment domestically, maintain it without relying entirely on foreign suppliers and preserve production capacity during a geopolitical crisis.
Drones are particularly suited to that approach because they can be developed by relatively small Canadian companies rather than requiring the industrial scale associated with fighter aircraft, submarines or major naval platforms. A domestic drone industry can also evolve quickly, allowing Canadian firms to experiment with new designs and technologies while responding directly to military requirements.
MINERVA puts Canadian industry inside the military modernization effort
That is where the Army’s MINERVA initiative becomes more significant than a conventional procurement program. The initiative brings Canadian soldiers, engineers, government organizations and private companies into the development process early, allowing equipment to be tested against actual operational requirements rather than being purchased as a finished product with limited adaptation afterward.

Within the program, solutions are being developed around capabilities including Arctic aerial ISR, cargo and munition delivery, ground reconnaissance and tactical cargo movement. The government is using its innovation programs to help Canadian firms develop and commercialize the technologies, while giving industry access to realistic military testing environments and direct feedback from potential users.
The approach could help solve one of Canada’s longstanding defence-industry problems: a relatively small domestic market that makes it difficult for emerging companies to achieve scale. By giving Canadian firms a pathway from prototype development to military procurement, Ottawa is attempting to create something larger than individual drone contracts — a domestic industrial base capable of continuously producing military technology.
The economic dimension is becoming strategic
Canada’s broader defence buildup reinforces that effort. Ottawa is increasing defence spending while placing greater emphasis on domestic industrial capabilities and investment in areas such as aerospace, robotics and uncrewed systems. Canadian companies are already moving into areas ranging from military sensors to autonomous robots and heavy-lift drones.
For firms that previously had little reason to consider defence as a major market, the shift represents a potentially transformative opportunity. For Ottawa, however, the objective is not simply to create jobs. A domestic manufacturer that can build a reconnaissance drone, replace its components and modify its software inside Canada provides a degree of resilience that purchasing an equivalent system entirely from abroad cannot.
At the same time, that resilience becomes particularly important when trade relationships are unstable. A defence supply chain dependent on foreign political decisions can become vulnerable to tariffs, export restrictions, production priorities or diplomatic disputes. Developing domestic alternatives does not eliminate those risks, but it gives Canada greater freedom to determine which critical capabilities it can sustain independently.
Why the drone push matters
The significance of Canada’s drone procurement effort lies in the convergence of three pressures: Arctic sovereignty, the changing character of warfare and deteriorating confidence in traditional supply-chain assumptions. The Arctic demands persistent surveillance and logistical reach. Modern battlefields demand large numbers of relatively inexpensive autonomous systems. And geopolitical uncertainty makes dependence on a single foreign industrial base increasingly risky.
Canada’s answer is to build those capabilities at home. That does not mean Canadian drones will replace American, European or other allied military technology. Nor does it eliminate Canada’s dependence on international defence supply chains. Instead, it gives Ottawa greater control over some of the technologies most likely to define future operations while providing Canadian industry with the opportunity to develop expertise that can be applied across both military and civilian markets.
More importantly, the strategy could create a feedback loop: military demand gives Canadian companies a market; Canadian companies develop domestic expertise; that expertise makes future military procurement faster and less dependent on foreign suppliers; and a stronger industrial base gives Canada greater strategic flexibility.
For a country whose geography makes surveillance and logistics unusually difficult, that flexibility could prove decisive. Canada’s northern defence challenge cannot be solved simply by purchasing more conventional equipment; it requires systems capable of operating over enormous distances, in extreme conditions and with limited infrastructure.
The immediate contracts may involve drones small enough to fit into a tactical unit’s equipment inventory. Their strategic significance, however, is considerably larger. Canada is effectively testing whether it can turn its emerging drone industry into an instrument of sovereignty — one capable of improving the Army’s ISR capabilities, moving supplies and munitions farther north, while giving Ottawa more control over the industrial foundations of the Nation’s Arctic defence.
