The Ukrainian Ministry of Defence has completed its review of decisions designating defence companies as critical to the ability to retain staff. 86 per cent of defence industry enterprises have retained this status, as reported on the Ministry of Defence’s website.

The criticality of the companies was reviewed under a Government resolution. In particular, defence industry enterprises were assessed, the criticality status of which had been determined by 7 July 2026.

The Ministry of Defence clarified that the majority of defence companies had confirmed their status via a simplified procedure, which did not require the resubmission of a full set of documents. This verification format was available to companies where defence-related activities account for 50 per cent of total production, residents of Defence City, certain manufacturers of explosives and ammunition, as well as defence industry enterprises in the aircraft manufacturing and space sectors that had previously been granted status based on a combination of criteria.

“To confirm their status, these enterprises submitted documents certifying their current compliance with the criterion on the basis of which the Ministry of Defence had previously designated them as critically important,” the Ministry of Defence explained.

According to the Ministry of Defence, the enterprises that passed the review have retained their critical status and the ability to reserve employees subject to military service. The remaining 14 per cent of enterprises that did not confirm their status may submit a full set of documents to the Ministry of Defence “in accordance with the current procedure”.

“The Ministry of Defence will verify the enterprise’s compliance with the established criteria and, based on the results of the review, will make an appropriate decision”, as stated on the ministry’s website.

Earlier, “Defense” reported that at the end of January 2026 the Cabinet of Ministers of Ukraine has updated the conditions for reserving conscripts for critically important enterprises in the defence-industrial complex, so that companies have the opportunity to scale up.
