{"id":1876,"date":"2026-07-03T22:21:16","date_gmt":"2026-07-03T22:21:16","guid":{"rendered":"https:\/\/www.europesays.com\/defence\/1876\/"},"modified":"2026-07-03T22:21:16","modified_gmt":"2026-07-03T22:21:16","slug":"ukraine-opens-wartime-arms-exports-as-production-outpaces-domestic-demand","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/defence\/1876\/","title":{"rendered":"Ukraine Opens Wartime Arms Exports as Production Outpaces Domestic Demand\u00a0"},"content":{"rendered":"<p>\t\t\t<a href=\"https:\/\/dronefront.com\/\" target=\"_blank\" rel=\"nofollow noopener\">&#13;<br \/>\n    <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/defence\/wp-content\/uploads\/2026\/07\/WhatsAppVideo2026-05-15at09.23.58.gif\" alt=\"The Drone Front\" width=\"1280\" height=\"539\"\/>&#13;<br \/>\n<\/a><\/p>\n<p class=\"wp-block-paragraph\">Ukraine has opened exports of arms and defense technology to partner countries for the first time since Russia\u2019s full-scale invasion, as its defense industry has developed production capacity beyond the country\u2019s needs.<\/p>\n<p class=\"wp-block-paragraph\">Under the \u201cfirst transparent mechanism,\u201d countries participating in Ukraine\u2019s <a href=\"https:\/\/www.facebook.com\/rustemumerov.ua\/posts\/pfbid0HHonhD1RXFP3BCWZdrtkhrjcFqbvfVpe4zJQ7MV1Bc9dukvQKbLykdmjBiUGPZtKl\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Drone Deal<\/a> initiative can procure Ukrainian weapons and technologies directly from domestic manufacturers, Ukrainian Defense Minister Mykhailo Fedorov <a href=\"https:\/\/t.me\/zedigital\/6857\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a> on Telegram.<\/p>\n<p class=\"wp-block-paragraph\">Ukraine\u2019s Drone Deal framework currently includes 27 participating countries, including 15 NATO members.<\/p>\n<p class=\"wp-block-paragraph\">The new framework authorizes exports of advanced military systems worth at least $335,000 and sets a standard 30-day review period for manufacturers\u2019 applications.<\/p>\n<p class=\"wp-block-paragraph\">\u201cUkrainian defense technology has already proven its effectiveness on the battlefield,\u201d Fedorov said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOur task is to create conditions under which Ukrainian manufacturers will be able to scale production, open new markets, and attract international investment, without losing the priority of providing for the defense forces.\u201d<\/p>\n<p>Exports to Drive Industry Growth<\/p>\n<p class=\"wp-block-paragraph\">Ukraine imposed wartime export restrictions to ensure domestically produced weapons were prioritized for its military.<\/p>\n<p class=\"wp-block-paragraph\">Four years into the war, the country\u2019s defense production capacity has <a href=\"http:\/\/expanded\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">expanded<\/a> 35-fold \u2014 from $1 billion to $35 billion \u2014 while domestic contracts reportedly covered only about a third of that capacity last year. Output is projected to reach $55 billion in 2026.<\/p>\n<p class=\"wp-block-paragraph\">With domestic demand unable to absorb the industry\u2019s growing output, foreign orders are expected to generate several times more revenue than domestic procurement, enabling manufacturers to further expand capacity.<\/p>\n<p>Safeguards<\/p>\n<p class=\"wp-block-paragraph\">To maintain strict security controls, the Foreign Ministry will oversee the list of approved buyer countries, while the Defense Ministry will designate equipment prohibited from export.<\/p>\n<p class=\"wp-block-paragraph\">The framework prohibits the re-export or third-party transfer of Ukrainian technology without Kyiv\u2019s written consent. Countries using Ukrainian technology to manufacture products for export to third countries must transfer 20 percent of the product\u2019s value to Ukraine\u2019s state budget.<\/p>\n<p class=\"wp-block-paragraph\">Exports remain subject to domestic military requirements, with the government retaining the authority to block shipments of equipment needed on the frontline.
