Global Combat Air Programme (GCAP)<\/a> as its first observer nation, opening the door to closer defence and industrial cooperation with the UK, Italy and Japan.<\/p>\nThe move was confirmed on 21 July following a meeting in London between UK Defence Secretary Wes Streeting, Italian Defence Minister Guido Crosetto, Japanese Defense Minister Koizumi Shinjir\u014d and Canadian Minister of National Defence David J McGuinty.<\/p>\n
GCAP is developing a next-generation combat aircraft intended to replace the Eurofighter Typhoon in UK and Italian service and Japan\u2019s Mitsubishi F-2. Known as Tempest in the UK, the aircraft is expected to enter service from 2035.<\/p>\n
However, the programme extends well beyond the crewed fighter itself. GCAP is being developed as a connected system of systems, bringing together uncrewed collaborative combat aircraft, advanced sensors, weapons, space-based capabilities and secure digital networks.<\/p>\n
Observer status offers route into GCAP<\/p>\n
Canada\u2019s observer status does not make it a full programme partner, but will provide the country with greater visibility of GCAP\u2019s governance, capabilities and industrial structure.<\/p>\n
According to the UK Ministry of Defence, the arrangement will also allow Canada to understand the programme\u2019s security requirements and explore wider partnering opportunities.<\/p>\n
Canada is the first country to be granted observer status since the UK, Italy and Japan established the trilateral programme. Its involvement could eventually create new opportunities for Canadian aerospace and defence companies, while broadening GCAP\u2019s potential industrial and export base.<\/p>\n
The decision is particularly significant as Canada reassesses its future defence requirements and looks to diversify its international partnerships. Ottawa is currently committed to acquiring the F-35A, although its government has been reviewing the scale and structure of that procurement amid changing relations with the United States.<\/p>\n
GCAP moves into design and development<\/p>\n
Canada\u2019s arrival comes shortly after the three founding nations agreed a $4.6 billion contract to advance GCAP into its design and development phase.<\/p>\n
The work will be delivered through Edgewing, the joint venture formed by BAE Systems, Leonardo and the Japan Aircraft Industrial Enhancement Company.<\/p>\n
For the UK, GCAP represents both a strategic defence capability and a long-term industrial programme encompassing combat air engineering, advanced manufacturing, software, sensors and propulsion. Canada\u2019s observer status could therefore mark the beginning of a wider international framework around the programme, without immediately altering the decision-making authority held by its three founding members.<\/p>\n
