Foreign Secretary Yvette Cooper\u2019s explanation was blunt: \u201cwe only want to be part of arrangements that provide value for money.\u201d The fee dispute sounds like an administrative footnote. It is actually the clearest evidence yet of what Europe\u2019s \u20ac150 billion Security Action for Europe fund, SAFE, is optimized to do. SAFE exists to fix a genuine problem \u2014 a European defense-industrial base too dependent on suppliers outside the EU \u2014 by requiring that at least 65 percent of a weapon\u2019s value originate in the EU, EEA or Ukraine. It is working, in the narrow sense that money is moving and factories are expanding. It is also pricing out the one European military that can genuinely project force, over a technicality nobody designed the rule to test.<\/p>\n<p class=\"wp-block-paragraph\">The scale of what is being built is not in question. Beyond national budgets unlocked under the Commission\u2019s fiscal-flexibility push, SAFE offers \u20ac150 billion in joint loans, and the European Defence Industry Programme layers on a further \u20ac1.5 billion in direct funding with an ambition to mobilize roughly \u20ac190 billion by 2036 across five Commission-designated joint projects \u2014 drones and counter-drone systems, maritime and seabed defense, space, air and missile defense, and security along the eastern flank \u2014 each drawing around eighteen member states, plus Ukraine in four of the five. Poland, now spending close to 4.8 percent of GDP on defense, the highest ratio in NATO, has become the test case for whether that money builds shared European capacity or simply bigger national arsenals.
