title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">great-power competition<\/a> grow, Beijing should make greater use of civilian ships to support military operations, according to an article published last month in Defence Industry Conversion in China.\u201cAs China\u2019s national security and development interests continue to extend into the maritime domain, the growing demands for maritime rights protection and military operations have increasingly highlighted the <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/military\/article\/3351887\/why-beijings-weaponised-cargo-ship-could-be-crucial-player-taiwan-strait?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">critical role<\/a> of civilian ship mobilisation,\u201d Li Jin, from the Research Centre for Coordinated Economic and National Defence Development at the National Development and Reform Commission, wrote.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">According to the article, Britain\u2019s experience in the Falklands showed the importance of having a large pool of civilian vessels, detailed mobilisation plans, ships designed with defence requirements in mind and effective compensation and incentive measures.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">It noted that Britain mobilised dozens of civilian vessels within days of the outbreak of the war, using them to transport aircraft, fuel and other supplies, and to perform medical and support missions.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The author said China should conduct a general survey of its enormous civilian fleets to establish a comprehensive database, including information on their speed, carrying capacity, ownership and crew qualifications \u2013 especially for vessels with military potential such as oil tankers and semi-submersibles.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The article called for plans detailing command and communications arrangements, responses to unexpected situations and which
