”When that man is dead and gone” is a musical depiction of the widespread joy that would follow the death of Adolf Hitler, written during World War Two by Irving Berlin. The lyrics are pretty straightforward:

Note: the song doesn’t call for violence, makes no threats. It’s a simple song about the natural relief that would follow the demise of a truly terrible person. Although no name is mentioned, no one of the times would have had any trouble identifying who it was supposed to be about.
