The Lithuanian government has approved amendments to the national Apartment Building Renovation (Modernization) Program, marking a shift from simple heat-saving initiatives to comprehensive building upgrades. Environment Minister Kastytis Žuromskas stated that the goal is to improve not only energy efficiency but also building functionality, architecture, and overall resident comfort.
State support will now be available for projects that combine energy efficiency measures with other infrastructure improvements. The Ministry of Environment has identified 18 categories of eligible measures that qualify for subsidized loans. These include the modernization of drinking water, sewage, and drainage systems, as well as stairwell repairs, the installation of new balconies, and the addition of electric vehicle charging infrastructure in residential parking areas.
Furthermore, the program now supports specialized upgrades such as installing exterior elevators in five-story buildings to improve accessibility for elderly residents, basement conversions for use as shelters, and the installation of bicycle storage facilities.
Under the new regulations, subsidized loans can also be used for additional measures not explicitly listed, provided these costs do not exceed 20% of the total investment value. This flexibility allows housing associations to address specific building needs, such as installing water filtration systems, upgrading waste chutes, improving communication infrastructure, or installing fire alarm systems in individual apartments.
Renovation projects must now comply with strict environmental standards regarding protected bird species. If common swifts or other protected birds are found nesting in a building, the renovation plan must include measures to preserve these nesting sites or provide equivalent artificial alternatives. This requirement aligns with the EU Birds Directive, which prohibits the destruction of wild bird breeding and resting sites. A visual inspection for nesting sites will now be a mandatory part of the investment planning process for all renovation projects.
