Revolution Wind, a 704 MW offshore wind farm jointly owned by Ørsted and Skyborn Renewables, began delivering power to New England’s electric grid on March 13, 2026.

The project sits in federal waters 15 miles south of the Rhode Island coast, delivering 304 MW to Connecticut and 400 MW to Rhode Island, making it America’s first two-state offshore wind project to serve both grids simultaneously.

What Revolution Wind is and how it is built

The farm comprises 65 turbines, each a Siemens Gamesa SG 11.0-200 DD unit rated at 11 MW, placing them among the larger machines now operating in US waters.

Power travels through a submarine transmission system that comes ashore at Quonset Business Park in North Kingstown, Rhode Island.

From there, one mile of underground cable connects to a new substation near the existing Rhode Island Energy Davisville Substation, linking the project to the regional grid.

The nearest turbines stand at least 15 miles off Rhode Island and 32 miles southeast of the Connecticut coast.

Turbine parts were staged at State Pier in New London before installation could begin offshore.

The underwater cable route was carefully engineered to avoid fishing grounds and existing infrastructure along the southern New England seabed.

How much power the farm will supply and who benefits

At 704 MW, Revolution Wind is expected to supply enough electricity to power more than 350,000 homes and businesses across the two states.

That represents a meaningful increase in renewable energy supply for the region.

The project operates under 20-year fixed price agreements with utilities in both states, locking in rates for two decades regardless of natural gas prices.

Ørsted says Revolution Wind will save New England ratepayers $500 million per year in wholesale energy costs once it reaches full commercial operation, citing an analysis by Connecticut’s Department of Energy and Environmental Protection.

State leaders said the project should also help lower electricity costs, particularly during harsh winters when demand peaks and gas prices spike.

The fixed rate structure shields consumers from the price swings that have driven up winter heating and electricity bills across New England in recent years.

The federal stop work orders that slowed construction

Revolution Wind faced two stop work orders from the Bureau of Ocean Energy Management during construction.

The first questioned the regulatory approval process; the second grouped the project with four others halted over alleged national security concerns about radar interference from turbine blades and towers.

Workers and officials gathered at State Pier in August 2025 to discuss the order, which was issued when the project was already 80 percent complete.

Connecticut Governor Ned Lamont acknowledged the tension at a New London news conference, saying “We weren’t always sure we’d get this over the finish line.”

The project’s legal battles reflect a wider struggle: the Trump administration’s executive actions affected five major offshore projects representing nearly 5.8 GW of capacity.

Revolution Wind pressed on and became only the third US offshore wind project to begin supplying power to the grid.

The outcome showed that projects already deep into construction retained enough contractual and legal footing to push through the uncertainty.

The workforce and port investment behind the project

More than 1,000 local union workers have logged over 2 million hours on the project since work began in 2023.

Ørsted says Revolution Wind has supported more than 2,000 workers across construction, operations, shipping and manufacturing in the US.

Ørsted invested nearly $700 million into domestic shipbuilding and vessel contracts, catalyzing construction of 14 new American-made vessels to support offshore operations, and invested in port upgrades at ProvPort, Quonset and State Pier in New London.

Those port investments brought new union jobs and local supply chain contracts to coastal communities in both states.

Blade logistics alone are a significant undertaking at this scale, and the full life cycle of turbine components, including what happens to blade material at end of life, remains an active area of industry work as US offshore capacity grows.

The New London port in particular saw years of preparation work before a single turbine left the dock, transforming State Pier into a dedicated offshore wind staging facility.

What comes next and where uncertainty remains

Full commissioning is expected in the second half of 2026.

As of mid-2026, Revolution Wind is roughly 93 percent complete, with all 65 foundations installed and most turbines erected.

Grid integration work continues through the summer, and the project is not yet in full commercial operation.

The broader US offshore pipeline remains uneven, with policy shifts under the Trump administration continuing to cloud the outlook for projects still in permitting or early construction.

The dual milestone of Revolution Wind and Vineyard Wind 1 both reaching construction milestones in the same period gave the industry a tangible marker of resilience.

Several other offshore projects in the Northeast remain in permitting limbo, and developers are watching closely to see whether Revolution Wind’s completion changes the federal calculus.

Still, Revolution Wind’s grid connection is a concrete step forward, proving that projects already deep into construction can reach completion even under sustained federal pressure.
