Vilnius Municipality is reorganising its education administration and creating a new Education and Youth Department. The municipality says the change will clarify responsibilities, speed up decisions affecting schools and improve monitoring of education outcomes.

The new department will consist of the Pre-primary and General Education Division and the Non-formal Education and Youth Policy Division. Together with the municipal leadership, it will shape education policy, set strategic priorities and monitor whether planned results are achieved.

Implementation responsibilities will remain with organisations including EDU Vilnius and Vilnius Development Company. Depending on their areas of responsibility, they will carry out projects, provide methodological support, analyse data and develop education infrastructure.

Vilnius is currently undertaking what the municipality describes as the largest construction programme for new kindergartens and schools in the history of independent Lithuania. Over the next five years, it plans to renovate more than 10 Vilnius schools.

Deputy Mayor Vytautas Mitalas said the administrative changes are intended to ensure that investment in buildings also contributes to better education quality. “Clearer responsibilities, more targeted use of data and closer cooperation with other institutions will help address challenges facing schools more quickly,” he said.

The municipality says student achievement, inclusion and other education data are currently spread across different systems and organisations, making it harder to assess the overall situation and take necessary decisions. Planning and performance-assessment practices are also not sufficiently uniform, while support does not always reach schools quickly or in a coordinated way.

The new structure is expected to reduce overlapping responsibilities, improve coordination between the municipality and institutions under its authority, and use available resources more efficiently. The changes are being introduced in stages, with the Education and Youth Department scheduled to start operating on 1 October 2026.
