The renovation of the Congress Hall at the Palace of Culture and Science in Warsaw is set to be delayed once again. Work resumed in November 2023 after a long hiatus, and the project was due to be completed this year. It is now clear that this deadline will not be met. One of the main reasons is the large quantities of asbestos discovered during the work, as well as discrepancies between the documentation and the actual condition of the building.

Renovation of the Congress Hall – a never-ending story

Initial plans for the renovation envisaged a limited scope of work, focusing mainly on replacing equipment and modernising the backstage facilities. However, during the course of the project, it became apparent that the Congress Hall required far more extensive work. Ultimately, the works covered several floors, including the basement, as well as services, escape routes and structural elements. As the Palace of Culture and Science is a listed building, it requires a special approach. Its finishes, decorations and all details are subject to meticulous conservation so that they can be returned to their original places once the renovation is complete. As a result, what was originally a minor modernisation has turned into a large-scale, functional and technical refurbishment.

Asbestos delays the renovation of the Congress Hall

Currently, the most serious problem is asbestos, the quantity of which has turned out to be greater than indicated by earlier studies. The harmful material is gradually being discovered in successive parts of the building, forcing changes to the technology used and interruptions to the work. Asbestos removal requires specialist procedures and costly disposal. The schedule is also affected by earlier problems related to the organisation of the entire project, including the bankruptcy of one of the contractors, long-standing difficulties in awarding contracts, as well as rising costs of materials and labour.

The venue in the future

Once the work is complete, the Congress Hall is set to serve the city as a multi-purpose venue for hosting a variety of events. The interior will be equipped with state-of-the-art electroacoustic systems, lighting systems and stage mechanics. The refurbished auditorium will seat around 2,400–2,600 people, with significantly improved comfort thanks to new seats and wider spacing between rows. The modernisation will also extend to the backstage areas, technical facilities and circulation routes, including lifts and facilities for people with disabilities. The completed venue is set to meet all current safety requirements and the highest standards.

History of the Congress Hall in Warsaw

The Congress Hall was built between 1952 and 1955 as part of the Palace of Culture and Science. Throughout its long history, it has hosted numerous political and cultural events, including a Rolling Stones concert in 1967, the Miss World final in 2006 and the UEFA Euro 2012 group draw. The venue was closed in 2014 to begin renovation, but work remained on hold for a long time, until 2023. The cost of the protracted project has already reached several hundred million zlotys, and its completion has been postponed to an unspecified date. The further progress of the modernisation depends primarily on the pace of asbestos removal and design adjustments. A team working in consultation with the Mazovian Provincial Conservator of Monuments is responsible for the design, whilst implementation has been entrusted to a consortium comprising Adamietz Warsaw and Adamietz from Strzelce Opolskie.
