The Pašilaičiai district of Vilnius is undergoing its most significant transformation in decades. This September, construction is set to begin on “REWO Leičiai,” an ambitious residential project on Leičių Street that serves as a cornerstone for the broader revitalization of this western part of the Lithuanian capital.

Building permits for the first and second phases have already been issued. The project represents a shift toward a new urban standard in an area where residential expansion has historically outpaced the development of social infrastructure. This private investment coincides with municipal projects, including a new school with a swimming pool, a planned kindergarten, and expanded green spaces.

Developed across a 3-hectare site in three phases, the project will feature 676 apartments and 39 commercial units. REWO, the developer, is investing approximately €100 million into the complex. To prioritize pedestrian space, the plan includes 655 underground parking spaces, keeping the ground level largely vehicle-free.

Gediminas Mickėnas, CEO of REWO, emphasizes that the primary goal is to create an environment where residents do not need to constantly commute between different city locations for basic needs. By integrating daily services, sports facilities, and leisure spaces within the neighborhood, the project aims to address a common issue in Pašilaičiai: residents spending excessive time in traffic to reach other districts.

To avoid architectural monotony, the project involves four professional teams: MMAP, Aketuri Architektai, 313 Architects, and Simper. This collaborative approach, combining different architectural visions within a single territory, has typically been reserved for high-end projects in the Vilnius city center.

Architect Andrius Mockaitis of 313 Architects notes that the focus extends beyond the aesthetics of individual buildings to their relationship with the surrounding environment. The authors aim to restore a clear system of public spaces—a feature of the original Pašilaičiai design that was largely lost during later periods of rapid, fragmented construction.

Architect Andrius Kamičaitis observes that while the western part of the district grew quickly, urban quality must now be elevated. The new quarter is designed with distinct boundaries between public and private spaces, ensuring that movement through the area is natural and convenient for pedestrians.

A significant portion of the site is dedicated to the spaces between buildings. Ground-floor commercial units will foster active street life, while internal courtyards and “green links” will create safe zones for the community. Residents on upper floors will have views of the upcoming “Perkūno oželis” square and the Vilnius TV Tower.

Urbanist Martynas Marozas of MMAP highlights the inclusion of a multifunctional sports center and an active community square. The sports center is designed as a flexible piece of infrastructure accessible to the entire local community.

Connectivity will be further improved by the construction of the new Bieliūnų Street, which will provide a direct link to Ukmergės Street, one of the city’s main arteries. The existing connection to the Western Bypass (Vakarinis aplinkkelis) already allows for quick access to the city center and major highways toward Kaunas and Panevėžys. These infrastructure changes, combined with municipal investments in education, are expected to finalize the transition of Pašilaičiai from a “dormitory district” into a modern urban center.
