The two were addressing a trilateral \u201cfriendship reception\u201d co-hosted by the Paraguayan Embassy and the Taipei Economic and Cultural Representative Office in Japan. \u201cParaguay stands proudly as a bridge between Japan and Taiwan,\u201d President Pe\u00f1a declared, affirming the small landlocked South American country\u2019s role as a connector between Taiwan and countries outside Taipei\u2019s formal diplomatic circle. Representative Lee responded by thanking Asunci\u00f3n for Paraguay\u2019s enduring support.\u00a0<\/p>\n<p>The reception suggests a broader pattern of Taiwan-focused diplomatic coordination hosted by Japan. That same week, Japanese Prime Minister Shigeru Ishiba <a href=\"https:\/\/japan.kantei.go.jp\/103\/diplomatic\/202505\/21paraguay.html\" rel=\"nofollow noopener\" target=\"_blank\">welcomed<\/a> President Pe\u00f1a for a two-way meeting. The meeting concluded with a signed memorandum of cooperation, a nod to the \u201cFree and Open Indo-Pacific,\u201d and an upgrade in Japan-Paraguay ties to that of \u201cstrategic partnership.\u201d\u00a0<\/p>\n<p>The timing and symbolism of the two meetings were unmistakable and underscore Tokyo\u2019s growing role in reinforcing Taiwan\u2019s global standing.<\/p>\n<p>Japan\u2019s Diplomatic Alignment with Taiwan<\/p>\n<p>Since Russia\u2019s full-scale invasion of Ukraine began in February 2022, Japan\u2019s foreign policy\u2014 first under the leadership of Fumio Kishida and now under Ishiba\u2014has steadily aligned with that of Taiwan. For Japan, reinforcing Taiwan\u2019s diplomatic space also serves its broader interest in maintaining a free, open, and rules-based Indo-Pacific, without directly provoking Beijing. Tokyo has helped expand Taiwan\u2019s growing influence in Central and Eastern Europe and advanced Taipei\u2019s ties with its few remaining formal diplomatic allies, including Paraguay.<\/p>\n<p>In contrast to China\u2019s overly-ambitious and ultimately abortive <a href=\"https:\/\/thediplomat.com\/2021\/02\/how-chinas-171-became-a-zombie-mechanism\/\" rel=\"nofollow noopener\" target=\"_blank\">17+1 framework<\/a> in Central and Eastern Europe, Japan has earned trust by consistently delivering on diplomatic and economic commitments. Following his summit with Prime Minister Ishiba, President Pe\u00f1a <a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/05\/23\/japan\/politics\/paraguay-president-pena-japan-taiwan\/\" rel=\"nofollow noopener\" target=\"_blank\">suggested<\/a> that Paraguay could serve as a venue for future engagement between Taiwan and other global leaders. Japan\u2019s willingness to diplomatically elevate Taiwan creates space for its partners to confidently offer visible and creative support to Taipei. Thus, Japan\u2019s efforts stand out as some of the most consequential in supporting Taiwan\u2019s diplomatic relations, especially as Beijing seeks to isolate Taipei by poaching its <a href=\"https:\/\/en.mofa.gov.tw\/AlliesIndex.aspx?n=1294&amp;sms=1007\" rel=\"nofollow noopener\" target=\"_blank\">remaining<\/a> 12 diplomatic allies.<\/p>\n<p>Japan\u2019s diplomatic alignment with Taiwan has been particularly evident in Central and Eastern Europe. Tokyo\u2019s efforts build on the groundwork laid by Taipei, whose diplomatic corps has <a href=\"https:\/\/www.euronews.com\/my-europe\/2022\/02\/01\/taiwan-is-making-new-friends-in-europe-china-isn-t-happy-about-it\" rel=\"nofollow noopener\" target=\"_blank\">actively cultivated<\/a> informal partnerships and technical cooperation across Eastern Europe and the Pacific. Catalyzed by the COVID-19 pandemic and Russia\u2019s war in Ukraine, countries such as <a href=\"https:\/\/globaltaiwan.org\/2025\/03\/patience-and-perseverance-lessons-from-lithuanias-engagement-with-taiwan\/\" rel=\"nofollow noopener\" target=\"_blank\">Lithuania<\/a>, <a href=\"https:\/\/czechinvest.gov.cz\/en\/Homepage\/News\/December-2024\/Czechia-and-Taiwan-strengthen-cooperation-in-industrial-development\" rel=\"nofollow noopener\" target=\"_blank\">Czechia<\/a>, and <a href=\"https:\/\/www.pism.pl\/publications\/what-is-the-present-and-future-of-polands-cooperation-with-taiwan\" rel=\"nofollow noopener\" target=\"_blank\">Poland<\/a> have emerged as key informal partners of Taiwan, including by opening a <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2025\/04\/18\/2003835402\" rel=\"nofollow noopener\" target=\"_blank\">representative office<\/a>, strengthening economic and technological cooperation, <a href=\"https:\/\/en.mofa.gov.tw\/News_Content.aspx?n=1328&amp;s=115169\" rel=\"nofollow noopener\" target=\"_blank\">providing aid and assistance<\/a> to Ukraine, and <a href=\"https:\/\/english.radio.cz\/china-aimed-sabotage-taiwanese-vice-presidents-czechia-visit-intelligence-8855151\" rel=\"nofollow noopener\" target=\"_blank\">publicly challenging<\/a> Chinese pressure. Japan\u2019s increasing diplomatic and economic <a href=\"https:\/\/www.gmfus.org\/news\/japan-new-strategic-partner-three-seas-initiative-opportunities-and-challenges-ahead\" rel=\"nofollow noopener\" target=\"_blank\">engagement<\/a> in the region complements Taiwan\u2019s existing initiatives. Tokyo supports <a href=\"https:\/\/www.reuters.com\/technology\/eu-japan-deepen-chip-cooperation-breton-2023-07-03\/\" rel=\"nofollow noopener\" target=\"_blank\">supply chain resilience<\/a>, <a href=\"https:\/\/www.reuters.com\/business\/energy\/japan-eu-agree-work-creating-hydrogen-demand-supply-2024-06-03\/\" rel=\"nofollow noopener\" target=\"_blank\">energy security<\/a>, and <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/opinions_234396.htm\" rel=\"nofollow noopener\" target=\"_blank\">closer cooperation<\/a> between the Euro-Atlantic and Indo-Pacific regions, particularly in relation to <a href=\"https:\/\/www.mofa.go.jp\/erp\/c_see\/ua\/page4e_001361.html\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine<\/a>\u2013and all these initiatives align with Taiwan\u2019s efforts.<\/p>\n<p>Strengthening Ties in Europe: Lithuania as a Case Study<\/p>\n<p>Further exemplifying Japan\u2019s expanding diplomatic efforts in Central and Eastern Europe, Prime Minister Ishiba <a href=\"https:\/\/www.lrp.lt\/en\/media-center\/news\/gitanas-nauseda-met-with-the-prime-minister-of-japan\/45246\" rel=\"nofollow noopener\" target=\"_blank\">met<\/a> with Lithuanian President Gitanas Naus\u0117da in Tokyo on June 9, during the latter\u2019s visit to the Osaka World Expo. During their meeting, both leaders reaffirmed their commitment to a \u201cFree and Open Indo-Pacific\u201d while deepening cooperation in areas where Taiwan maintains existing or emerging partnerships, such as Ukraine\u2019s <a href=\"https:\/\/en.mofa.gov.tw\/Theme.aspx?n=3730&amp;s=128&amp;sms=294\" rel=\"nofollow noopener\" target=\"_blank\">reconstruction<\/a>, <a href=\"https:\/\/x.com\/GitanasNauseda\/status\/1931984666728206672\" rel=\"nofollow\">semiconductors<\/a>, <a href=\"https:\/\/www.baltictimes.com\/president_invites_japanese_companies_to_explore_lithuania_s_smart_tech_market\/\" rel=\"nofollow noopener\" target=\"_blank\">infrastructure development<\/a>, and cybersecurity. The decision by policymakers in Vilnius and Tokyo to collaboratively engage signals the ongoing convergence of foreign policies between like-minded democracies across the Euro-Atlantic and Indo-Pacific regions, with Taiwan serving as a critical catalyst.<\/p>\n<p>After Vilnius permitted the opening of the <a href=\"https:\/\/www.roc-taiwan.org\/lt_en\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">Taiwanese Representative Office<\/a> (\u99d0\u7acb\u9676\u5b9b\u53f0\u7063\u4ee3\u8868\u8655) in Lithuania\u2014the first representative office in Europe to feature \u201cTaiwanese\u201d in its title, instead of the commonly-used \u201cTaipei\u201d\u2014China lashed out against the small Baltic country with diplomatic and economic retaliation. The fallout from China\u2019s coercion provided an <a href=\"https:\/\/www.hinrichfoundation.com\/research\/wp\/trade-and-geopolitics\/china-sanctions-lithuania-european\/\" rel=\"nofollow noopener\" target=\"_blank\">opportunity<\/a> for Lithuania to deepen diplomatic, trade, and other ties with like-minded countries across the Indo-Pacific. By quietly supporting Lithuania, Japan is bolstering the country\u2019s resolve in the face of coercion from Beijing, strengthening relations between Euro-Atlantic and Indo-Pacific democracies, and, most importantly, amplifying Taiwan\u2019s international visibility. The meeting between Prime Minister Ishiba and President Naus\u0117da serves the interests of both countries and Taiwan by demonstrating the evolving partnerships between Taiwan, Lithuania, and Japan.<\/p>\n<p>Global Reinforcement Through the G7 and Beyond<\/p>\n<p>Japan\u2019s role in bolstering Taiwan\u2019s international profile reached a peak during Tokyo\u2019s <a href=\"https:\/\/www.cfr.org\/article\/japans-g7-moment\" rel=\"nofollow noopener\" target=\"_blank\">presidency<\/a> of the G7 in 2023. Under Japanese leadership, G7 communiqu\u00e9s referred to Taiwan more consistently and with sharper diplomatic language than in previous years. The <a href=\"https:\/\/www.mofa.go.jp\/files\/100492731.pdf\" rel=\"nofollow noopener\" target=\"_blank\">April 2023 Foreign Ministers\u2019 Communiqu\u00e9<\/a>, the <a href=\"https:\/\/www.mofa.go.jp\/files\/100506878.pdf\" rel=\"nofollow noopener\" target=\"_blank\">May Hiroshima Summit Leaders\u2019 Communiqu\u00e9<\/a>, the <a href=\"https:\/\/www.mofa.go.jp\/files\/100578225.pdf\" rel=\"nofollow noopener\" target=\"_blank\">November Foreign Ministers\u2019 Statement<\/a>, and the <a href=\"https:\/\/www.mofa.go.jp\/mofaj\/files\/100591757.pdf\" rel=\"nofollow noopener\" target=\"_blank\">December Leaders\u2019 Statement<\/a> described Taiwan Strait\u2019s \u201cpeace and stability\u201d as \u201cindispensable\u201d to the international community\u2019s \u201csecurity and prosperity.\u201d This phrasing hadn\u2019t appeared in earlier G7 documents. Japanese officials also highlighted Taiwan\u2019s strategic importance in a <a href=\"https:\/\/www.mofa.go.jp\/erp\/c_see\/ua\/page4e_001361.html\" rel=\"nofollow noopener\" target=\"_blank\">meeting<\/a> between then-Prime Minister Kishida and Ukrainian President Volodymyr Zelenskyy in Kyiv, as well as in bilateral meetings with other Euro-Atlantic leaders from <a href=\"https:\/\/www.mofa.go.jp\/press\/release\/press1e_000429.html\" rel=\"nofollow noopener\" target=\"_blank\">Lithuania<\/a>, <a href=\"https:\/\/www.mofa.go.jp\/press\/release\/press4e_003256.html\" rel=\"nofollow noopener\" target=\"_blank\">France<\/a>, the <a href=\"https:\/\/www.mofa.go.jp\/files\/100577337.pdf\" rel=\"nofollow noopener\" target=\"_blank\">United Kingdom<\/a>, and <a href=\"https:\/\/www.mofa.go.jp\/erp\/ep\/page4e_001325.html\" rel=\"nofollow noopener\" target=\"_blank\">NATO<\/a>.\u00a0<\/p>\n<p>While earlier G7 statements had acknowledged <a href=\"https:\/\/www.rfa.org\/english\/news\/china\/name-06142021105054.html\" rel=\"nofollow noopener\" target=\"_blank\">Taiwan<\/a> and the importance of security in the Taiwan Strait for global stability, Japan\u2019s presidency gave the issue greater visibility, more precise language, and stronger normative framing. Tokyo\u2019s strategy remains constrained by its official adherence to its <a href=\"https:\/\/www.mofa.go.jp\/region\/asia-paci\/china\/joint72.html\" rel=\"nofollow noopener\" target=\"_blank\">One-China Policy<\/a>, which recognizes the People\u2019s Republic of China as the sole legal government of all of \u201cChina.\u201d However, Tokyo merely \u201cfully understands and respects\u201d Beijing\u2019s position that Taiwan is a part of China, which requires careful navigation to avoid escalation while still signaling support for Taipei. Through measured diplomatic coordination, Tokyo has helped build a multilateral consensus that bolstered Taiwan\u2019s position without provoking confrontation.<\/p>\n<p>While the recent meeting between Japan and Paraguay demonstrated Tokyo\u2019s continued support for one of Taiwan\u2019s remaining diplomatic allies in Latin America, Japan has been even more proactive in the South Pacific. In February 2025, Prime Minister Ishiba <a href=\"https:\/\/www.mofa.go.jp\/a_o\/ocn\/pw\/pageite_000001_00802.html\" rel=\"nofollow noopener\" target=\"_blank\">met with<\/a> Palauan President Surangel Whipps Jr. to reaffirm the countries\u2019 \u201cspecial relationship\u201d and to expand cooperation in areas where Taiwan <a href=\"https:\/\/en.mofa.gov.tw\/News_Content.aspx?n=1328&amp;s=117892&amp;sms=273\" rel=\"nofollow noopener\" target=\"_blank\">happens to be<\/a> deeply engaged: including maritime security, sustainable development, and regional infrastructural development. Japan\u2019s <a href=\"https:\/\/www.jica.go.jp\/english\/information\/press\/2024\/20250327_14.html\" rel=\"nofollow noopener\" target=\"_blank\">use<\/a> of official development assistance, infrastructure finance, and technical assistance has also enhanced its appeal as a development partner by <a href=\"https:\/\/www.taiwantoday.tw\/Politics\/Top-News\/257729\/Taiwan%2C-Japan-convene-maritime-cooperation-dialogue-in-Taipei\" rel=\"nofollow noopener\" target=\"_blank\">aligning closely<\/a> with Taiwan\u2019s emphasis on transparent, sustainable, and capacity-building cooperation across the Indo-Pacific.\u00a0<\/p>\n<p>The following month, Japan <a href=\"https:\/\/www.mofa.go.jp\/pageite_000001_00209.html\" rel=\"nofollow noopener\" target=\"_blank\">hosted<\/a> the Marshall Islands President Hilda Heine, with bilateral pledges to support <a href=\"https:\/\/www.mofa.go.jp\/press\/release\/pressite_000001_00231.html\" rel=\"nofollow noopener\" target=\"_blank\">maritime domain awareness<\/a> as well as starting <a href=\"https:\/\/www.mofa.go.jp\/ic\/cap1\/pageite_000001_00456.html\" rel=\"nofollow noopener\" target=\"_blank\">talks<\/a> that led to the signing of a grant for airport improvements and fisheries development. Later that year, during the <a href=\"https:\/\/www.mofa.go.jp\/a_o\/ocn\/pageite_000001_00481.html\" rel=\"nofollow noopener\" target=\"_blank\">10th Pacific Islands Leaders Meeting<\/a>, Prime Minister Kishida <a href=\"https:\/\/www.mofa.go.jp\/a_o\/ocn\/tv\/pageite_000001_00457.html\" rel=\"nofollow noopener\" target=\"_blank\">met<\/a> with Tuvalu\u2019s Prime Minister, Feleti Penitala Teo, to discuss maritime transportation, cybersecurity, and climate change adaptation. Like Paraguay, each of these Pacific states <a href=\"https:\/\/en.mofa.gov.tw\/AlliesIndex.aspx?n=1294&amp;sms=1007\" rel=\"nofollow noopener\" target=\"_blank\">maintains diplomatic relations<\/a> with Taipei rather than Beijing.\u00a0<\/p>\n<p>Conclusion<\/p>\n<p>Japan\u2019s engagement across Central and Eastern Europe, the G7, Latin America, and the South Pacific is more than parallel diplomacy\u2014it serves as a replicable model for how middle powers can quietly reinforce Taiwan\u2019s international space. By aligning with countries where Taiwan has made informal gains as well as Taipei\u2019s remaining formal diplomatic allies, Japan has provided visibility, legitimacy, and development incentives without altering its position on cross-Strait relations. Tokyo and like-minded actors could extend this approach to other diplomatic allies of Taiwan whose commitment <a href=\"https:\/\/www.aspi.org.au\/strategist-posts\/taiwan-has-12-diplomatic-partners-left-wholl-drop-it-next\/\" rel=\"nofollow noopener\" target=\"_blank\">may be wavering<\/a>, such as Haiti, St. Lucia, and the Holy See, where even modest engagement would offer meaningful diplomatic ballast.<\/p>\n<p>As Taiwan works to expand its global presence while fending off pressure from Beijing, Japan has emerged as its most quietly effective partner, reinforcing Taiwan\u2019s successes and stabilizing its risks. Much like Paraguay\u2019s \u201cbridge,\u201d Japan offers diplomatic scaffolding\u2014subtle yet vital\u2014that helps connect Taiwan to the world. In contrast, the United States provides explicit political and military support, which deters aggression and enhances Taiwan\u2019s international profile.
