On Tuesday, <a href=\"https:\/\/x.com\/ak_mack\/status\/2074485333656240546?s=20\" rel=\"nofollow\">President Trump arrived<\/a> at the NATO summit in Ankara and immediately dropped a bombshell. Unless Denmark becomes <a href=\"https:\/\/www.ft.com\/content\/a23fcb67-9ef9-4a07-b645-e4f6d1474334?syn-25a6b1a6=1\" rel=\"nofollow noopener\" target=\"_blank\">more flexible about<\/a> its control of Greenland, the United States will consider withdrawing substantial forces from Europe. The summit comes on the heels of a <a href=\"https:\/\/www.wsj.com\/world\/europe\/european-rupture-with-america-e3a9bb3c?st=oc6XqK\" rel=\"nofollow noopener\" target=\"_blank\">blockbuster<\/a> <a href=\"https:\/\/www.wsj.com\/world\/europe\/canadian-steered-europe-away-from-u-s-83898af4\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> in the Wall Street Journal regarding Europe\u2019s reaction to last year\u2019s Greenland crisis, indicating the seriousness with which Europeans and Canadians took Trump\u2019s threats to seize the island.\u00a0<\/p>\n<p>The Context: Trump and Greenland\u00a0<br \/>\n<img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-139647\" class=\"wp-image-139647\" src=\"https:\/\/www.europesays.com\/dk\/wp-content\/uploads\/2026\/07\/Donald-Trump-7.jpg\" alt=\"President Donald Trump speaks at the Conservative Political Action Conference at the Gaylord National Resort &amp; Convention Center in Oxon Hill, Maryland, on Saturday, February 22, 2025. (Official White House Photo by Molly Riley.<\/p>\n<p>The President\u2019s outburst comes as his administration faces a series of foreign policy <a href=\"https:\/\/www.19fortyfive.com\/2026\/07\/the-u-s-just-pulled-its-b-52-bombers-out-of-britain-as-it-quietly-looks-for-an-iran-off-ramp\/\" rel=\"nofollow noopener\" target=\"_blank\">disasters<\/a>. Trump made his comments about <a href=\"https:\/\/www.19fortyfive.com\/2026\/02\/why-trumps-push-for-greenland-is-forcing-u-s-allies-to-consider-their-own-nukes\/\" rel=\"nofollow noopener\" target=\"_blank\">Greenland<\/a> nearly simultaneous with the latest breakdown of the <a href=\"https:\/\/www.19fortyfive.com\/2026\/07\/airpower-did-not-fail-in-iran-simplistic-thinking-did\/\" rel=\"nofollow noopener\" target=\"_blank\">US-Iran cease-fire<\/a>.\u00a0<\/p>\n<p>The amateurishly negotiated Memorandum of Understanding (MOU) between the United States and Iran left a number of issues unclear, straining the agreement to its breaking point. At the same time, earthquakes in Venezuela have <a href=\"https:\/\/www.fairplanet.org\/story\/venezuelas-deadliest-earthquake-in-a-century-exposes-failures-in-emergency-response\/\" rel=\"nofollow noopener\" target=\"_blank\">exposed the weakness <\/a>of the ruling clique that received Trump\u2019s blessing after his seizure of President Nicol\u00e1s Maduro.\u00a0<\/p>\n<p>Trump\u2019s much-<a href=\"https:\/\/www.cfr.org\/backgrounders\/contentious-us-china-trade-relationship\" rel=\"nofollow noopener\" target=\"_blank\">vaunted summit with President Xi Jinping failed<\/a> to secure any significant trade concessions, even as the <a href=\"https:\/\/tax.thomsonreuters.com\/blog\/supreme-court-tariff-ruling-in-learning-resources-inc-v-trump-what-corporate-tax-and-trade-teams-need-to-know\/\" rel=\"nofollow noopener\" target=\"_blank\">Supreme Court gutted<\/a> Trump\u2019s ability to levy tariffs around the world. The truce that Trump helped negotiate in <a href=\"https:\/\/www.cfr.org\/articles\/guide-trumps-twenty-point-gaza-peace-deal\" rel=\"nofollow noopener\" target=\"_blank\">Gaza has stalled,<\/a> with few partners displaying any interest in making good on their commitments. Finally, the Russia-Ukraine War continues to rage unabated, with the United States playing an increasingly trivial role in its termination.\u00a0<\/p>\n<p>It is thus likely that some of Trump\u2019s statements stem from a sense of weakness and <a href=\"https:\/\/www.19fortyfive.com\/2026\/07\/air-power-just-failed-its-biggest-test-what-the-iran-war-proved-about-winning-wars\/\" rel=\"nofollow noopener\" target=\"_blank\">frustration<\/a>.<\/p>\n<p>Traditionally, second-term presidents have focused on foreign policy, and while Trump has left a mark, few of his interventions have played out as he expected. A possible Democratic victory in the fall midterms would further constrain Trump on both the international and domestic fronts.<\/p>\n<p>A return to the question of Greenland and a <a href=\"https:\/\/www.19fortyfive.com\/2026\/01\/natos-article-5-meets-a-new-test-what-if-the-u-s-targets-greenland-like-a-nato-civil-war\/\" rel=\"nofollow noopener\" target=\"_blank\">renewed confrontation<\/a> with Greenland at least restores to the President some sense of efficacy, even if it does not constitute coherent policymaking.<\/p>\n<p>The Impact<\/p>\n<p>But this hardly means that Trump\u2019s threats are idle. Trump has long maintained a hostility against NATO that runs counter to the mainstream GOP and even to his inner circle.<\/p>\n<p>Reports from earlier this week indicated that Secretary of War Pete Hegseth was <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/hegseth-prepared-a-bombshell-plan-to-cut-troops-in-europe-then-it-got-nixed-cbb87e75\" rel=\"nofollow noopener\" target=\"_blank\">planning to announce substantial<\/a> US troop withdrawals from Europe before being stymied by Secretary of State Marco Rubio. Moreover, the President has expressed bitterness towards European members of NATO for failing to intervene on the US\u2019s behalf in the Strait of Hormuz, <a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/trump-spain-nato-trade-summit.html\" rel=\"nofollow noopener\" target=\"_blank\">going so far as to promise an embargo against Spain<\/a>.<\/p>\n<p>Thus, a withdrawal would be in line with how parts of the administration think about the trans-Atlantic relationship.\u00a0<\/p>\n<p>Perhaps more importantly, the Wall Street Journal\u2019s reporting indicates little, if any, reason to think that Europe will be flexible on the Greenland question. If Trump wants a confrontation, he\u2019s likely to get one.<\/p>\n<p>A de facto US abandonment of NATO would, without question, be bad for Europe, especially given the ongoing conflict in Ukraine, but it is something that <a href=\"http:\/\/v\" rel=\"nofollow\">Europeans have been forced to prepare for<\/a>. Jump-starting the European defense industrial base after years of neglect is a monumental task, but NATO\u2019s European members (along with Canada) are at least beginning to make the difficult decisions necessary to proceed. It certainly helps that Ukraine\u2019s relative success over the last six months has allayed the most immediate concerns over Moscow\u2019s threat to the continent.\u00a0<\/p>\n<p>Greenland: Destined to Join the United States? Hardly\u00a0<\/p>\n<p>The failure of the US campaign against Iran has left the Trump administration with precious few achievements on the foreign policy front, as Trump has failed even in his efforts to escape the consequences of his strategic errors.\u00a0<\/p>\n<p>And this is perhaps the lesson Europeans should take: Trump is acting aggressively out of weakness and frustration. His position is deteriorating both domestically and internationally, and he is focusing on what he can do, not because it makes good sense, but because it offers an opportunity to act.\u00a0<\/p>\n<p>But as any parent knows, recognizing that the toddler doesn\u2019t have good reasons for launching a tantrum does not, in any way, pave the way to ending the tantrum. Europe needs to continue to prepare for a defense future with increasingly anemic US participation.\u00a0<\/p>\n<p>US strategic planners need to think about how the US can meet its alliance obligations with only scarce forces on the ground.
