A New Jersey grand jury has decided not to file criminal charges after a NJ State Police detective shot and killed a man on the front steps of a West Berlin home<\/a> on July 29, 2025.<\/p>\n

On Wednesday, officials announced that the grand jury would not file criminal charges against the detective who shot and killed Shawn Phillips, 37, of West Berlin, New Jersey, in a confrontation that happened last year. <\/p>\n

According to police, following an investigation by the Attorney General\u2019s Office of Public Integrity and Accountability, that included a review of police radio transmissions, footage from body-worn camera and surveillance videos as well as statements from law enforcement officials and autopsy results, the grand jury determined on July 13, 2026, that no criminal charges would be filed in this case. <\/p>\n

The deadly shooting happened on July 29, 2025, when, investigators said, two detectives assigned to the Marshals Service NY\/NJ Regional Fugitive Task Force were conducting an investigation involving Phillips and he was observed standing on the front steps of a Haddon Avenue property. <\/p>\n

At that time, officials said, one of the detectives, dressed in plain clothes and wearing a vest marked “Police” on the back, turned a corner at the side of the home, aimed a firearm at Phillips and told him not to move. <\/p>\n

However, police said, Phillips reached into his right front pocket for a firearm and, at that time, the officer fired his service weapon three times, striking Phillips. <\/p>\n

Following the shooting the detectives at the scene rendered medical aid and Phillips was taken to a nearby hospital where, police said, he was pronounced at about 2:13 p.m. that afternoon. <\/p>\n

At the scene, investigators recovered a loaded revolver, officials said. <\/p>\n

Following this investigation and determinate from the grand jury, officials said the Attorney General\u2019s Office of Public Integrity and Accountability will determine if any officer involved should be “should be referred to the appropriate law enforcement agency for administrative review in accordance with the AG\u2019s Internal Affairs Policy & Procedures,” officials said in a statement. <\/p>\n
