Prime Minister Petteri Orpo has asked Speaker of Parliament Jussi Halla-aho to recall MPs from their summer recess so the government faces questions and a confidence vote over \u20ac35 million in conditional state support<\/a> for the Garden Helsinki arena project.<\/p>\n

The government plans to submit a formal statement to parliament on Tuesday, 21 July.<\/p>\n

Orpo announced the move on X<\/a> after speaking with Halla-aho, who holds the authority to recall parliament during a recess.<\/p>\n

<\/p>\n

\u201cThe government will give parliament a statement concerning the decision made at the mid-term policy review on conditional support for the Garden Helsinki project,\u201d Orpo wrote.<\/p>\n

<\/p>\n

A government statement allows parliament to hold a debate and vote on the confidence of the cabinet or an individual minister. The procedure places greater political weight on the issue than a statement from the prime minister, which does not lead to a confidence vote.<\/p>\n

<\/p>\n

Orpo had said earlier this week that he was prepared to address<\/a> the matter through a prime minister\u2019s statement when parliament returned in the autumn. He later changed course as opposition parties demanded that MPs return during the summer recess.<\/p>\n

<\/p>\n

The Social Democratic Party, Centre Party, Greens, Left Alliance and Movement Now submitted a joint request to Halla-aho on Thursday. The parties said the government must answer questions about how the funding decision was prepared and approved.<\/p>\n

The controversy concerns conditional investment support granted to Garden Helsinki during the government\u2019s spring 2025 spending review.<\/p>\n

<\/p>\n

Garden Helsinki is a planned arena and development project in Taka-T\u00f6\u00f6l\u00f6, Helsinki. Plans include an ice hockey venue for HIFK, spaces for concerts and cultural events, commercial premises and other facilities.<\/p>\n

<\/p>\n

Questions over the state support process have continued<\/a> for several weeks. Opposition parties have asked why the funding entered the government\u2019s package, what conditions apply to the support and what role political contacts played in the decision.<\/p>\n

<\/p>\n

Centre Party chair Antti Kaikkonen had called for a government statement rather than a prime minister\u2019s statement. He said parliament needed the option of a confidence vote because the decision-making process had left an unclear picture.<\/p>\n

Recalling parliament during its summer recess is rare. A recall linked to a political dispute and a possible confidence vote carries added weight.<\/p>\n
